4 1. Existing Railway Network Two railway lines in Cambodia: Northern and Southern lines. Both lines are a meter gauge standard. Northern Line (NL): Construction : 1929 Length : 386 km from Phnom Penh to Poipet (the border with Thailand) Track gauge : 1000 mm. Rails : P30 (30kg/m) (Section of 58km from Mongkul Borei to Thai Border used BS80A rails). Rail length : m. Sleepers : Steel sleepers. Axle load : 15 tonnes ( The Section from Mongkul Borei to Thai Border: track is 20 tons axle load, but bridges are remained 15 tons axle load) Max gradient : / 00 3

9 2.1. Current Status of Southern Line The Southern Line from Phnom Penh at PK9+400 (Bifurcation) to the Gate of the Sihanoukville Port at PK in approximately 256 km of plain track was rehabilitated: Major repairs to embankments; Replacement of rotten timber sleepers with new PC concrete sleepers with fastenings; Ballasting and tamping; Rehabilitation of sidings or passing loops; Welding of rails along SL; Construction of level crossings across major National Roads No 4, 3, 31 and other minor roads along the Southern Line from Phnom Penh to Sihanoukvile; Repair or strengthen to major severe damaged bridges; 8

The commercial train operations on the entire Southern Line from Phnom Penh to Sihanouk ville has resumed since December Construction of container terminal and bulk sidings inside Sihanouk ville Port was completed at January 2015; In mid of January 2015, commercial train began their access to newly built container terminal in Sihanouk ville Port. 9

11 Current Status of Southern Line (cont.): Benefit from Rehabilitation of SL: Reduced cost of transport for heavy and bulky freight Reduced road maintenance because of reduced heavy truck traffic, particularly NR4 In 2013, sending goods by rail has removed almost 700 trucks journeys round trip every week from the National Highways Reduced road hazards because of decrease in heavy traffic and diversion of hazardous materials away from crowded roads passing through densely populated areas 11

12 2.2 Status of Rehabilitation Works on NL: Northern Line: Completed rehabilitation of the railway section from Bifurcation (PK9+400) to Bat Doeung (PK31), including repair to the embankment, replacement of worn out steel sleepers with fastenings, ballasting and tamping, but except for the bridges. Approx 48 km Missing Link Section from Sisophon (PK ) to Poipet, the border with Thailand was completed, except for: The last about 1.50 km from Poipet Area to the border with Thailand. This section on the process. The Section from Mongkulborei to Poipet on the upgrading process to 20 TAL.and expected to finish at the end of this year. 12

13 Status of Rehabilitation Works on NL (cont.): With the assistance from Thai Government, reconstruction of the border bridge at Poipet was commenced on 25 July 2014 and was completed on April Bridge Length: 45 m; Axle Load : 20 ton; Gauge : 1000 mm 13

Short-term Rehabilitation of the Railway: Emergency Repair of the 292 km of railway track for minimum train operation from Bat Doeung (PK32) to Mongkul Borey (PK328), sidings, main stations and improvement of level crossings. Rehabilitation of 9.6 km Railway Track (PK0-PK9) from Phnom Penh Railway Station to the Bifurcation (junction between NL and SL) The construction of Railway line to connect the main Southern line to International Airport in Phnom Penh. The Rehabilitation of spur line to Green Trade Warehouse (GTW) at approx PK6 on NR5 and sidings to Phnom Penh Port s Dry Port and Sokimex Fuel Depot nearby. 14

Benefits from Rehabilitation of Railway on SL: The improvement in recent years of the condition of NR s 3 and 4 has led to a substantial increase in the volume of heavy truck traffic on these roads. The completion of the Southern Railway Line will be reflected in the attraction and growth of container traffic on the rail system and generate economic benefits primarily from: The diversion of heavy trucks from the parallel road system (NR3 and NR4); The creation of new traffic opportunities in particular once the container terminal at Sihanoukville has been connected to the rail network (this being a major component of the scope of work for the rehabilitation loan project); and The creation of unconstrained competition among all existing surface transport modes and facilities (road transport, inland waterway transport and both major ports). 26

25 5. Concession of the Railway in Cambodia: Railway operation was transferred to private operating company, Toll Royal Railway (TRR). A Concession Agreement between the Royal Government of Cambodia and Toll Royal Railway (TRR) was signed on 12 June 2009 for the 30 years operation of the existing railway. The Government conceded railway assets (buildings & equipment) and land to TRR. In return TRR shall pay concession fees, operate the railway and invest in the development of railway services (for example, by purchasing and upgrading locomotives and wagons, introducing new operating systems and passenger trains). 28

27 5.1 Current Status of Railway Concession: Recently, Toll Holding Limited, a major share holder in TRR had announced the transfer of their shares to the Royal Group (Local Company). Royal Group bought 55% share form Toll Holding so the Royal Group owns 100% share and became Railway Concessionaire since 19 December Cambodian Government will negotiate with Royal Group to revise the current Concession Agreement. 30

28 5.2 Current Railway Operations: After a suspension in 2009, Railway operation was commenced since October 2010 for transport cement from Touk Meas (K cement factory) to Phnom Penh. Since December 2012, train has started operation on the entire SL from Phnom Penh to Sihanoukville. Presently, the Concessionaire, operates train: Transport cement from Touk Meas to Phnom Penh; Coals a month and raw materials to supply to K-Cement Factory in Touk Meas, Kampot; Salt from Kampot to Phnom Penh; Fuel for Sokimex from Sihanoukville to Phnom Penh; garment products from Phnom Penh to Sihanoukville for oversea markets. 31

29 Current Railway Operations (Cont.): In August 2013, TRR commenced transport of bagged export rice in 20 ft containers from Phnom Penh Dry Port at PK14 near NR 4 to Sihanoukville Port. Presently, RR has their own warehouse storages in Dry Port at PK14 near NR 4 for goods, cement, rice and other agricultural products. 32

32 6. Railway Development Plan: The Royal Government of Cambodia strongly committed to development of railway. Strengthen the capacity of multi-modal transport network in the country; Reduce transport cost and travel time; Reduce road maintenance costs by diverting heavy transport from major National Roads, in particular from NR3, NR4 & NR5, NR6 and NR7; Improve road safety by reducing the heavy load traffic from main roads. Bulk freight, containers and petroleum products will be carried by rail; Re-introduce regular passenger services on one or both mainlines. 37

33 Railway Development Plan (Cont.): Providing the railway with a standard of infrastructure ; Offering competitive and cost effective services resulting in affordable costs of staple commodities and manufacturing inputs. Contributing to increase economic growth and poverty reduction. Re-connection with Thailand for facilitating cross-border trade movement between the two countries and the countries in the region; and Realizing Singapore Kunming Railway Link. 38

34 Railway Development Plan (Cont.): Northern Line: The Northern Line is currently used P30 rails, except the section from Mongkulborei to Poipet, BS80 rails are used. Current axle load of the track is 15 tonnes. Upgrading the Northern Line to 20 tons axle load is the next priority (The current track from Mongkulborei to Thailand border are upgrading to 20 TAL). New Line from Bat Doeung (NL) to Snoul: Construction of new railway line from Bat Doeung on NL to Snoul, Kratie, the border with Vietnam (Lock Ninh). This line is a part of Singapore Kunming Railway Link. - This line has a total distance of approx. 258 km with the bridges across Tonle Sap and Tonle Mekong Rivers with the total length of approx. 5,000 m: - There are 26 beam bridges of along the rail line. - Feasibility study was completed in 2010 and modification of the FS on May This new railway line will be built with wide embankment for future expansion from m gauge to standard gauge of 1.435m. - The construction cost estimated up to 1,400 Million included Rolling Stock and depot.the land acquisition and demolition is not included. 39

36 Railway Development Plan (Cont.): The Royal Government of Cambodia and the Royal Government of Thailand is now discussing for the railway connection/operation between the two countries. The railway border agreement between two countries will realize to completion very soon. Encourage RR for operation of passenger trains, together with rehabilitation of some stations along both railway lines. Construction of International Passenger station, freight stations together with container storage facilities in Poipet. Construction of multi-purpose terminal in Samrong (PK12). 42

Railway Development of Master Plan: With the assistance from Korea International Cooperation Agency, the Railway Network Development Master Plan has been developed (January 2012 to December 2013). Objectives for the Master Plan for Railway Network Development are following: Strengthen economy and national development; Improve living standard of Cambodian people as well as the people in regions and to eliminate poverty; Establish the traffic system with low cost and high efficiency; Strengthen international cooperation and economic growth of the country. 44

40 Railway Network Development of Master Plan (Cont.): In the Master Plan for Railway Network Development, there are four main categories of the railway lines: Main Lines (5 main lines); Branch Lines (8 branches lines); High Speed Railway (4 high speed lines); Industrial Access Railway. 46

44 8. Potential Railway Routes of Greater Mekong Subregion (GMS) across Cambodia: Regional Railway Connectivity: There are totally 9 missing links in the GMS Railway Lines. The estimated budget to construct all the missing links in GMS is estimated US$40 Billion. One of Potential GMS Railway Lines through Cambodia: Bangkok - Phnom Penh - Ho Chi Minh City Hanoi - Kunming and Nanning 50

46 RAILWAY BORDER TRAFFIC AGREEMENT ADB support TA 8748 to Proposed High-Level Legal Framework for Improved Cross-Border Rail Transport Connectivity in the GMS Countries. The SWG of TA 8748 has a meeting every quarter of the Year and we hope to finish the proposed on The Agreement to proposed 17 annexes and 02 Protocols.

47 RAILWAY BORDER TRAFFIC AGREEMENT (CONT.) The bilateral of the Border Railway Traffic Agreement between CAMBODIA- THAILAND nearly completed. The Agreement has negotiating by the SWG for many times and hope it`s will be signed by the Government of both Countries on 2018.

49 Railway Connecting Point THE STATUS OF CROSS BORDER AGREEMENTS with neighboring countries: (i) Cambodia and Thailand railway`s Connecting Point Agreement. The Government of Cambodia also signed an agreement of railway border connecting point with Thailand on 30 th October 2014 in Phnom Penh Kingdom of Cambodia and agreed to select a railway border bridge in Poi Pet in Cambodia side and in Aranyaprathet in Thailand side. The Cross-border agreement between Cambodia and Thailand is nearly completed. (ii) Cambodia and Vietnam railway`s Connecting Point Agreement. The railway connection point with Vietnam was agreed. An Agreement was signed by Minister of Public Works and Transport of Cambodia and Minister of Transport Vietnam in Hanoi, November 4, Both governments agreed to select a point in Trapeang Sre in Cambodia and Hoa Lu in Vietnam as a Railway connecting point between both country. The cross-border agreement between Cambodia and Vietnam will be initiated in the next stage. (iii) Cambodia and Lao PDR railway`s Connecting Point Agreement. The Railway connecting point between Cam-Lao not establish yet, but to follow by the Master Plan of Railway Development in Cambodia the Railway`s connecting point between both countries will be select in Dongkralor in Cambodia side and in VouenKam in Lao side.
