("EPNG") tenders for filing and acceptance by the Federal Energy Regulatory Commission ("Commission"), Version of Part II, Statement of Rates, Section 3 Fuel and L&U Rates of the Third Revised Volume No. 1A Tariff of its FERC Gas Tariff ( Tariff ). This tariff record revises the Fuel and Lost and Unaccounted-For ( L&U ) reimbursement percentages applicable to transportation service on EPNG s system and is proposed to become effective on January 1, Background Section 13 of the General Terms and Conditions ( GT&C ) of EPNG s Tariff provides that EPNG will annually restate its Fuel and L&U percentages to be effective January 1 st of each year. Pursuant to the Tariff and Subpart C of Part 154 of the Commission's Regulations, EPNG is hereby filing to revise its Fuel and L&U reimbursement percentages to become effective January 1, The filing uses a twelve-month data collection period ending September 30, 2018 and includes true-up computations as specified by the Tariff. Description of Filing The development of the Fuel and L&U reimbursement percentages involves two computations, in accordance with EPNG s Tariff provisions. First, the current period

2 Federal Energy Regulatory Commission 2 November 29, 2018 Fuel and L&U reimbursement percentages 1 are calculated based on Fuel consumption and L&U experienced during the twelve-month data collection period ending September 30, Second, a volumetric true-up is computed by comparing the Fuel and L&U reimbursement during the same data collection period against actual Fuel use and L&U experienced. EPNG computes and collects L&U through a system-wide L&U reimbursement percentage, while the Fuel charges are separated into defined categories such as Mainline Fuel, Production Area Fuel 2 (further defined as Anadarko Basin Fuel, Permian Basin Fuel, and San Juan Basin Fuel), Permian Basin-Anadarko Basin Fuel, Willcox Lateral Incremental Fuel, and Interruptible Storage Service ( ISS ) Fuel. Lost and Unaccounted-for Gas The total overall system-wide L&U reimbursement percentage decreases to 0.12%. 3 The current period collection percentage decreases from 0.14% to 0.13% and the volumetric true-up decreases from 0.03% to negative 0.01%. Mainline Fuel EPNG proposes a Total Mainline Fuel reimbursement percentage of 2.15%, which is a decrease from the existing Total Mainline Fuel reimbursement percentage of 2.24%. 4 The Total Mainline Fuel reimbursement percentage is composed of a current period reimbursement percentage of 2.24% and a prior period true-up reimbursement percentage of negative 0.09%. This represents a decrease in the current period reimbursement percentage from 2.29% to 2.24% and a decrease in the prior period true-up reimbursement percentage from negative 0.05% to negative 0.09% or a total decrease of 0.09%. Production Area Fuel Anadarko Basin Fuel The total fuel reimbursement percentage for the Anadarko Basin is proposed to be 0.25% which is composed of a current period Fuel reimbursement percentage of 0.30% and a prior period true-up percentage of negative 0.05%. 5 This is a decrease of 0.20% percent, as compared to the total existing fuel reimbursement percentage of 0.45%. The decrease is primarily due to the increase in throughput in the Anadarko The term current period percentage refers to the collection period. The term prior period true-up percentage refers to volumetric true-up percentage. The term Within Basin in the attached schedule is synonymous with the term Production Area. See Appendix A, Schedule 1, Line 9. See Appendix A, Schedule 1, Line 1. See Appendix A, Schedule 1, Line 3.

The current period and prior period trueup percentages in the Anadarko Basin were calculated using the throughput volumes and fuel burned during the 12-month data collection period ending September 30, Permian Basin Fuel The total fuel reimbursement percentage for the Permian Basin is proposed to be 0.13% which is composed of a current period fuel reimbursement percentage of 0.28%, and a prior period true-up rate of negative 0.15%. 6 This is a decrease of 0.24%, as compared to the existing fuel reimbursement rate of 0.37%. This decrease is primarily due to an increase in throughput in the Permian Basin which also contributed to an over-collection of fuel during most recent 12-month period. The current period fuel reimbursement and true-up percentages in the Permian Basin were calculated using the throughput volumes and fuel burned during the data collection period ending September 30, San Juan Basin Fuel The total fuel reimbursement percentage for the San Juan Basin is proposed to be 0.58% which is composed of a current period fuel reimbursement percentage of 0.48%, and a prior period true-up percentage of 0.10%. 7 This is an increase of 0.47%, from the total existing fuel reimbursement percentage of 0.11% and is due to the elimination of the large negative true-up percentage of negative 0.37% which returned over-collected fuel over the recent 12-month period compared to the proposed true-up percentage of 0.10%. The current period fuel reimbursement and true-up percentages in the San Juan Basin were calculated using the throughput volumes and fuel burned during the data collection period ending September 30, Permian-Anadarko Area Fuel The total fuel reimbursement percentage for the Permian-Anadarko Area Fuel zone is proposed to be 0.48% which is composed of a current period fuel reimbursement percentage of 0.35%, and a prior period true-up percentage of 0.13%. 8 This is an overall increase of 0.07% compared to the existing rate of 0.41%. The increase is attributable to a 0.10% higher current period reimbursement percentage which is slightly offset by a 0.03% decrease in the prior period true-up percentage. The current period fuel reimbursement and prior period true-percentages in the Permian- Anadarko Area Fuel zone were calculated using the throughput volumes and fuel burned in the data collection period ending September 30, See Appendix A, Schedule 1, Line 4. See Appendix A, Schedule 1, Line 5. See Appendix A, Schedule 1, Line 6.

4 Federal Energy Regulatory Commission 4 November 29, 2018 Willcox Lateral Incremental Fuel Based on the throughput and fuel burned during the data collection period, EPNG proposes a total fuel reimbursement percentage for the Willcox Lateral of 1.26%, which is composed of a current period fuel reimbursement percentage of 1.27%, and a prior period true-up percentage of negative 0.01%. 9 Overall, this is an increase of 0.23% from the existing total reimbursement percentage of 1.03% due to the elimination of a large over-collection in the previous period which results in a minimal negative true-up reimbursement percentage of negative 0.01% compared to negative 0.20%. The workpapers included in the Appendix A-E of this filing fully support and explain the proposed reimbursement percentages for each fuel reimbursement category and for the overall L&U. In accordance with the applicable provisions of Part 154 of the Commission's regulations 10, EPNG is submitting an etariff filing XML package, which includes the following: 1) a transmittal letter; 2) clean and marked versions of the tariff record in PDF format; 3) workpapers under Appendices A-E in PDF format, and; 4) Operational Purchases and Sales Report pursuant to Section 13.3(b) of the GT&C under Appendix F.
