8 Industry Overview ICT Job Market Outlook 2012 Once again, PIKOM has successfully produced the ICT Job Market Outlook in Malaysia report in April 2012 in collaboration with industry partners, in particular Jobstreet.com and KPMG. This publication series is a significant milestone for PIKOM in its endeavour to champion the information and communications technology (ICT) industry in Malaysia. When it was first published five years ago, it was a straight forward publication providing only basic information on average monthly salaries of ICT professionals in the country. Today, it furnishes detailed information on the average monthly salaries of ICT professionals by industry, job category, job function, employment size and geographical locations. In addition, the top salary-paying industries for the ICT workforce, hot ICT jobs in demand, perception of jobseekers and potential employers on the economy and job market are also covered. Pertinently, the report revealed that the average monthly salary of ICT professionals increased from RM5,625 in 2010 to RM6,280 in 2011, registering an increase of 11.7%. It is also projected to increase by at least 9.0% in the year As shown in the Table below, the report also showcased regional data on the average salaries of ICT professionals in selected Asian and English- speaking countries. Specifically, much higher salaries are offered in our neighbouring country Singapore (average 1.98 times that of Malaysia) and Hong Kong (2.63 times). Among the English-speaking nations, US ranked the highest with 2.39 times after taking into consideration the purchasing power parity. It is also noteworthy that countries like Thailand, China and India are edging Malaysia s position in attracting ICT talents! 9 ICT Strategic Review 2012/2013 The ICT Strategic Review 2012/13: Innovation for Digital Opportunities is the fourth in its series. This time around the publication consisted of 15 chapters, including a prelude chapter by the President of PIKOM. As it was in the past, policy makers, industry players and academia provided their thoughts and reflections on the ICT industry. Remaining resilient and globally competitive is the challenge that the nation is facing in the wake globalisation and market liberalisation. The factor-driven economy with its heavy reliance on natural resources and unskilled labour has become a thing of the past for the nation. The subsequent strategy of efficiency-driven production and high quality to attract foreign direct investments (FDI) is also not having the desired effect. PIKOM believes that Malaysia is left with little options other than to embark on an innovation-led economy; empowered by information and communications technology (ICT). The prelude chapter essentially points out that even within the ICT domain, the country has yet to embark on disruptive innovations that can create totally new markets like what Google, the ipad, Netflix, Amazon.com, etc have achieved. In line with this, the Ministry of Science, Technology and Innovation (MOSTI) has developed a new ICT Roadmap 2012 after taking into considerations the strengths and weaknesses of the earlier ICT Roadmap 2008 as well as fragmented technology roadmaps while also factoring in emerging global ICT trends. ICT Roadmap 2012 charts six technology focus areas (TFA) namely e-services, ubiquitous connectivity, security and platforms, wireless intelligence, big data analytics and cloud computing. The thought leadership provided by KPMG indicates that the Malaysian economy, in particular the ICT industry is poised to register positive growth despite the economic turmoil in the Eurozone coupled with other global uncertainties. Much of the growth is likely to come from the on-going corridor projects and socio-economic transformation megaprojects, which are also ICT intensive. On this score, PIKOM has evolved with the times, expanding from its advocacy roles and organisation of the cash and carry PC Fair to value creation activities via its involvement in mainstream activities such as the digital economy satellite account (DESA), e-waste disposal system and a study to assess ICT services companies, as highlighted in the Chapter written by PIKOM. The Gartner chapter in the publication sets the context for the rest of the chapters in the publication. Essentially, Gartner s research reveals that the nexus of social, mobile, cloud and information supported by the consumerisation and ubiquity of connected smart devices has created plethora of new business opportunities. MIMOS being a government linked institution describes efforts to stimulated R&D of products and services in micro-electronics and ICT that can then be patented and commercialised. Microsoft highlightes how the ability to work from anywhere and anytime has blurred the boundary between the home and workplace. This scenario is creating new work culture and work practice like bring your own device (BYOD). IBM promulgates the application of social technologies in business processes, which radically improve the way organisations operate. Complementing these two multi-nationals, HP being the largest PC supplier in the world, is setting the direction for energy-saving ICT devices and green governance structure. In tandem, the Green Computing Initiative (GCI) is also promoting Green ICT jobs advocating among other things, the certification of green professionals. The publication also points to a number of generic concerns of the ICT industry. Specifically, Symantec, in its two reports cautions against the rising number of malicious attacks spreading to organisations of all sizes and increasing incidences of data breaches through social networks and mobile devices. 08

10 PIKOM s Role in Advocacy and Value Creation As it was in the past PIKOM continues to play advocacy role in a number of areas with mainstream Government agencies. These areas include: i. Engagement in Statistical Collation for the Digital Economy Satellite Account (DESA) ; ii. iii. Positioning PIKOM for technical assignments in the DESA Programme (see the Figure below):- Involvement in the Digital Malaysia Programme, especially in the promotion of an e-waste Disposal Framework (See Figure below):- DESA Framework ICT Life Cycle Product Conceptual Framework: Proactive and Reactive Strategiesy iv. Active involvement in the Review of National Strategic ICT Roadmap and Technology Road Map towards creating the ICT Roadmap 2012 under the Ministry of Science, Technology and Innovation s purview. Essentially, the ICT Roadmap 2012 has identified six Technology Focus Areas (TFA), namely e-services, Ubiquitous Connectivity, Security & Platforms, Wireless Intelligence, Big Data Analytics and Cloud Computing. The ICT Roadmap 2012 development process took into consideration the essence of the earlier ICT Roadmap 2008 and other Technology Roadmap as well as emerging ICT mega-trends. v. Development of a Predictive Analytics Model System (PAMS), a prototype for monitoring the profile of PC Fair visitors. PAMS requires further work before it can be rolled-out as a full-fledge system. This system is basically aimed at capturing the socio-economic and consumer behaviour of visitors to the PC Fair. vi. Involvement in primary research: Acknowledging the inherent strengths of PIKOM, institutions like the Malaysian Service Providers Confederation (MSPC) under the purview of the Ministry of International Trade & Industry (MITI) has commissioned an undertaking of a primary survey on Assessing Capabilities of Information Communications Technology (ICT) Services Companies in Malaysia, for the first time. The study is funded by the Performance Management & Delivery Unit (PEMANDU) under the Prime Minister s Department. vii. PIKOM has prepared and submitted a number of industry relevant papers to mainstream policy agencies; besides participating in various Government committees. In particular, PIKOM has provided ICT policy and budget proposals to the Ministry of International Trade and Industry (MITI) and Ministry of Finance (MOF) respectively. 09
