2 Changing Geography of Vehicle Use
3 Global NCAP For Safer Cars Worldwide The first NCAP was launched in 1978 by the US National Highway Traffic Safety Administration. NCAPs help to create a market for safety by raising awareness of the car buying public, and rewarding manufacturers that build the safest cars. There are now nine NCAPs or similar bodies active in Asia, Australia, Europe, Latin America and the USA. In 2011 Global NCAP was launched as a UK registered charity which aims to: offer support to New Car Assessment Programmes in emerging economies and regions by offering technical support guidance and quality assurance. provide a platform for cooperation for NCAPs and like organisations around the world to share best practice, and exchange information.
4 Auto Safety s Winning Formula: Regulatory Push & Demand Pull After a forty year effort motor vehicles in the major industrialised countries are safer than ever before. This is the result of regulatory push and demand pull. The combination of national and UN safety standards and consumer information promoted by NCAPs have created a market for safer vehicles. The challenge now is to extend this progress to the rapidly motorising regions of Asia, Africa and Latin America.
5 Recent Highlights Our first Annual Meeting in Malaysia in 2012 was attended by all 9 NCAPs. In 2013 we met in South Korea during the ESV conference. Our 2014 Annual Meeting will be held hosted by China NCAP at CATARC. We have launched a global awards scheme presented. The first winners have included NHTSA, Euro NCAP, Bosch and Volvo. We have provided grant and technical support to the pilot projects of Latin NCAP and ASEAN NCAP. We have launched the Safer Cars for India project and also a training course that we plan to develop into an annual scholarship scheme. In addition to our multi-annual grant FIA Foundation agreement we have secured support from other donors such as the World Bank, IDB, the Road Safety Fund etc.
6 UN Decade s 2020 Vision In 2013 from a total of 65 million new cars more than 20 million fail to meet UN crash test standards, have no air bags, no anti-lock brakes, and no electronic stability control. If the Decade succeeds by 2020 all new cars will meet UN crash test standards with air bags, ABS and ESC fitted as standard. This needs government action to regulate more effectively and greater effort to stimulate consumer demand for safer motor vehicles.
7 UN Decade of Action The Decade s goal is to bring a 50% reduction in the forecast level of fatalities by 2020 and avoid five million deaths, 50 million injuries and $3 trillion in social costs. The Decade is supported by a Global Plan for the Decade with five pillars: 1. Building Management Capacity 2. Encouraging Safer User Behaviour 3. Building Safer Vehicles 4. Building Safer Roads 5. Improving Post Crash Care The Decade Plan supports harmonisation of crash test standards, promotion of NCAPs and for proactive fleet management to prevent road injury.
8 UN Motor Vehicle Regulations The UN s World Forum for the Harmonization of Vehicle Regulations (WP 29) enables Member States to apply and promulgate motor vehicle safety and emission standards Agreement 1998 Agreement
9 Crash Testing Front & Side Impact Crash tests for front and side impact are the most important safety assessment tools for both legislators and consumers. The frontal impact test (ECE Reg 94) simulates a car to car crash in which the vehicle hits a barrier that replicates the soft front end of the other vehicle. The impact is offset with a 40% overlap as most frontal crashes occur in this configuration. The test speed is 56 kph whilst NCAP tests usually use 64 kph (the speed at which fatalities are most common). The side impact test (ECE Reg 95) hits the vehicle just above the door sill area at 50 kph.
10 Latin NCAP Progress Report Since 2010 Latin NCAP has tested 40 cars. The results show that the regions top selling cars are twenty years behind European or American safety standards. However, there are signs of progress with more four and five star cars on the market. In July last year the first ever five star result was awarded to the Seat New Leon.
11 Latin NCAP Latest Results In January some new results were released by Latin NCAP and a new five star car was announced. The VW up! was awarded five stars and is now the fifth car to reach this coveted top safety rating.
12 Global NCAP s Choose Safety - Five Star Fleet Purchase Guide Global NCAP will soon launch a Vehicle Purchase Guide to assist managers aiming for safer fleets. The Guide recommends that fleet managers choose Five Star cars rated by NCAPs where ever possible. The Guide also proposes that fleet managers ask manufacturers to certify that the chosen vehicle will pass the most important standards of the UN World Forum for Harmonisation of Vehicle Regulations (or equivalent FMVSS where applicable ). These are: Seat belt anchorages - Reg. 14 Safety belts and restraint systems - Reg. 16 Occupant protection in frontal collision - Reg. 94 Occupant protection in lateral collision - Reg. 95 Electronic stability control - GTR 8* Pedestrian protection - GTR 9* *by 2020 at the latest
13 Towards a Green Global NCAP Global NCAP and Global Fuel Economy Initiative (GEFI) are joining forces to develop a new methodology in green vehicle ratings. We aim to replicate the approach used by NCAPs in vehicle safety by providing car buyers & fleet managers with independent rating of the environmental performance of new light duty vehicles Key features of our rating system will be: More realistic test cycle Based on the new World Light Duty Test Procedure Tougher testing conditions Focus on in use externalities Test regulated pollutants (NOx PM, HC, CO (mg/km) and, Greenhouse gas (tank to wheel): CO 2 (g/km) Green Global NCAP rating label.
14 WLTP Test Cycle The WLTP developed by the UN World Forum for Harmonisation of Vehicle Regulations covers many more engine operating points and uses a more realistic driving cycle.

18 Meeting GFEI targets can stabilize global light-vehicle CO 2 emissions, despite a near tripling of vehicle fleet.
19 Towards a Green Global NCAP the role of fleets Fleets can play a key role in Green Global NCAP by using the new rating system. Green Global NCAP will allow fleets to: provide a benchmark for purchasing mandates measure performance and support data collection meet Corporate Social Responsibility goals save fuel and reduce emissions. Global NCAP is issuing a call for a technical partner for the project and is interested to work with a major fleet operator as a development partner. We expect the Green Global NCAP to be available in early 2015.
