3 Executive Summary Interconnection queue position 2009-T1 requested a modification to Western s Badwater substation point of delivery on October 17 th, Modification includes increasing load, thereby requiring the replacement of Western s 230/69 kv 30 MVA transformer, KV1A, with a 230/69 kv 83 MVA transformer. Other options studied include addition of a second 83 MVA transformer and replacement of both Western s 230/69 30 MVA and Tri-State s 230/69 kv 50 MVA transformers with two 230/69 kv 150 MVA transformers. New transformers will be supplied by the requestor. Historical load data of a 60 MW peak and requestor increases of 34 MW (total) were used in case simulations. Power flow and contingency analysis was performed with a total 94 MW load prediction. With a 94 MW load simulation, power flow analysis showed no criteria violations at the 230 kv bus. Placement of the proposed CO 2 Plant on the existing KV1B 50 MVA transformer feeder circuit will result in overloading of the transformer if the 69 kv bus is operated as an open ring bus. In the event voltage at the 69 kv bus is not acceptable to the requestor, it will be the requestor s responsibility to install necessary reactive devices to achieve desired bus voltages. 3

4 Introduction Interconnection queue position 2009-T1 requested an increase in transmission service at Badwater Substation to serve load associated with infrastructure additions. The delivery point will remain the same; however, an increase to existing service was requested. Additions include the MBE compressor station and CO 2 plant. The existing Western owned transformer, KV1A, is a 230/69 kv - 18/24/30 MVA unit that will not accommodate the requested increase. Simulating the replacement of KV1A with a new 83 MVA unit (future KV1C) and an additional 34 MW of load will be the focus of this study. Current plans are to leave Western s KV1A in place for emergency and maintenance situations. As of this writing, the best estimate for load increase of Lost Cabin #3 Substation is 4 MW. The MBE compressor sub is 5 MW (down from initial estimate of 16 MW) and 25 MW (up from initial estimate of 20 MW) for the CO 2 plant, totaling 34 MW. This study will be performed and valid only for the additional 34 MW request. Changes or increases to these estimates will require a new service request and re-study. Historical real time load data show a (maximum) 47 MW load at Badwater substation. The sum of non-coincident peaks for the three 69 kv lines over the time period results in a possible maximum of 60 MW. This peak load value (60 MW) plus predicted future additions (4, 5 and 25 MW), sum to a total peak of 94 MW, was simulated in power flow analysis. I. Methodology A. This request is located at Badwater substation, which is one end of an element that is part of the TOT 4B definition. Typically, a transmission request across or any generation addition to a constrained path requires consideration and additional study. This will be performed subsequent to this study. Western was requested to evaluate three options for proposed changes to the 115/69 kv transformer configuration and the 69 kv ring bus configuration at Badwater. The three options were: 1. Replace the 18/24/30 MVA transformer with a 50/67/83 MVA transformer and operate with the ring bus open, as is present operation 2. Replace the 18/24/30 MVA transformer with two 50/67/83 MVA transformers and close the ring bus for normal operation 4

Replace both existing transformers with two matched 150 MVA transformers and operate with the ring bus closed The requestor has not yet identified if the new CO 2 plant will be connected to the circuit emanating from the 30 MVA (KV1A) transformer or the circuit emanating from the 50 MVA (KV1B) transformer. The three options were also studied for connecting the CO 2 plant to each of the 69 kv circuits. Option suffix a was used to indicate the plant on the KV1A circuit and suffix b was used to indicate operation on the KV1B circuit. II. Base Case A. For purposes of this study, a modified WECC 2010HS base case was used, as the expected in service date is Line and equipment ratings as well as localized loads were compared to most current available and updated where applicable. The 69 kv system behind the Badwater transformers was modeled to the extent possible from the projected load information provided by the requestor. III. Criteria A. System Intact Voltages will remain within the required 0.95 to 1.05 per unit range. Transmission lines and transformers may not exceed 100 % of their nominal rating. B. Contingencies Voltages will remain between 0.90 and 1.10 per unit for category B contingencies. Transmission lines and transformers may not exceed either 100% of their nominal rating or an established emergency rating. IV. Results A. For the System Intact, under N-0 or Category A, the 50 MVA transformer (KV1B) is 128.6% overloaded in option 1b and the voltage on the 69 kv bus connected to KV1B is below 0.95 pu. While the plant does not cause overloading of the KV1C 83 MVA, or 150 5

6 MVA, transformers in options 1a, 2a and 3a, the addition of the plant on that feeder does result in what Western would consider to be overloads on the 69 kv feeder circuit to the plant. Upgrading these lines to 795 ACSR would not only relieve the overload of these lines but also reduce the voltage drop along the line, resulting in higher voltage for the system. B. Under N-1 or Category B contingencies, some overloads or voltage violations were encountered. For option 1a, both 69 kv bus sections have voltages below 0.90 p.u. for an outage of the Badwater-Spence 230 kv line. The KV1C section experiences low voltage for an outage of the Badwater - Thermopolis 230 kv line. In option 1b, the 69 kv bus section fed by KV1B experiences a voltage below 0.90 p.u. for an outage of the Badwater-Spence 230 kv line and for an outage of the Badwater-Thermopolis 230 kv line. C. Under N-2 or Category C contingencies, no overloads or voltage violations were encountered. D. A sensitivity was run for the five year time frame to see the impact of system future load increases at Badwater. While the operating voltage at the 230 kv and 69 kv buses are within the allowable range for the system intact, the voltages along the 69 kv feeders drop below acceptable levels for an outage of the Badwater-Spence 230 kv line. This condition is only alleviated with the option of replacing both transformers with 150 MVA transformers. E. Increasing the capacity of the transformers results in increased voltage during motor startup as the transformer does not start drawing down voltage until the power drawn meets the rating of the transformer. Additionally, the reduced impedance of the larger transformers results in higher voltages in the 69 kv feeder system prior to motor startup. V. Conclusion A comprehensive set of Category B and selected Category C contingencies were run as listed in: Appendix B Contingency Legend. Geographically relevant 230/115 kv transformer overloads and bus voltages were monitored and simulated as listed in: Appendix D Monitored Elements. Under option 1, the 69 kv buses are very near or below the low voltage limit under system intact operation and are below the voltage limit for certain N-1 conditions. Also, without upgrades to the 69 kv system, voltages along the 69 kv system may reach unacceptably low voltage 6

7 levels during system intact operation. Additionally, increased loading in the area along with increased loads at Badwater will only serve to draw the voltage lower in future years. Under option 2, the voltages stay within acceptable limits for system intact and contingency operations. However, future operating conditions again lead to undervoltage situations in the 69 kv system for certain N-1 contingencies. Under option 3, voltages in both the present and near future cases show no voltage issues under either system intact or contingency operating conditions. The requested load increase presents no operating violations to voltages at Western s Badwater 230 kv bus. Any upgrades and/or additions required need to be performed to Western s design standards. Additionally, because the 69 kv system modeling is based on the switching diagram provided by the requestor, bus voltage deviations may not be accurately reflected in attached diagrams. As such, Western is satisfied its service at the 230 kv bus will meet voltage requirements. 7
