NOTIFICATIONS BY GOVERNMENT MUNICIPAL ADMINISTRATION AND WATER SUPPLY DEPARTMENT FIRE HAZARD RESPONSE AND MITIGATION PLAN FOR MILLION PLUS CITIES CHENNAI METROPOLITAN, COIMBATORE AND MADURAI CITY MUNICIPAL CORPORATIONS TO THE 13TH FINANCE COMMISSION RECOMMENDATION [G.O.(MS) No.176, Municipal Administration And Water Supply (Ma2), 13th November 2013, Iyppasi 27, Vijaya, Thiruvalluvar Aandu-2044.] No. II(2)/MAWS/865(a)/2013. In order to strengthen the fire services in the Municipal Corporations with a populations of more than one million the Governor of Tamil Nadu hereby notifies the following Fire Hazard Response and Mitigation Plans in respect of Chennai, Coimbatore and Madurai City Municipal Corporations. Fire Hazard Response and Mitigation Plans Under 13th Central Finance Commission General Performance Grant, for the year and only a sum of Rs crores has been released by Government of India to all Corporations and Municipalities except Town Panchayats and out of which a sum of Rs crores is ear-marked for Chennai, Coimbatore and Madurai Corporations. Further, the tentative release of 13th Central Finance Commission General Performance Grant to the above Municipal Corporations for the year and would be Rs crores and Rs crores respectively. Sl. 2 2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY The Government of Tamil Nadu have decided to allocate 10% of the performance grant tentatively to Fire and Rescue Services Department towards purchase of vehicles/equipments for revamping the Fire and Rescue Services in Chennai, Coimbatore and Madurai Municipal Corporation areas for the years , , and under 13th Central Finance Commission General Performance Grant, which works out to Rs lakhs as mentioned below:- Sl. no Name of Corporation Total for and proposed to be availed together Tentative Tentative Grand total (Col.5+6+7) (1) (2) (3) (4) (5) (6) (7) (8) (Rupees in lakhs) 1 Chennai Coimbatore Madurai Total Funds transfer: The Urban Local Bodies shall transfer the amounts as mentioned above from the grant already released under 13th Central Finance Commission for the year and to the Director, Fire and Rescue Services Department. Further, on receipt of General performance Grants under 13th Central Finance Commission for the year and , the above said Urban Local Bodies shall transfer its proportionate share of the grant received to the Director, Fire and Rescue Services Department for revamping the Fire and Rescue Services in the above said Municipal Corporation areas. Revamping the Fire and Rescue Services in Chennai, Coimbatore and Madurai Municipal Corporation areas: The list of fire fighting/rescue vehicles and equipments available with Fire and Rescue Services Department in Chennai City, Coimbatore and Madurai Municipal Corporation areas and the flow chart in responding the calls to render service to the public in these areas are shown in the appendix. The following items of vehicles and equipment will be purchased by the Fire and Rescue Services Department by availing 10% of the General Performance Grants for revamping the Fire and Rescue Services in Chennai Metropolitan, Coimbatore and Madurai Municipal Corporation areas in the State. The Director, Fire and Rescue Services shall initiate action well in advance to follow the procedure for procurement of the items so as to procure the items on receipt of the funds through Local Bodies and to furnish the utilization certificate immediately. The ADGP/Director,Fire and Rescue Services Department has sent the proposal towards purchase of vehicles/equipments for revamping the Fire and Rescue Services in above cities a tune of Rs lakhs. The Government have decided to earmark Rs lakhs to Fire and Rescue Department from the General Performance grant under 13th Finance Commission recommendation to Urban Local Bodies for purchase of vehicles/equipments to revamping Fire and Rescue Services in Chennai, Coimbatore and Madurai Corporations for the years , , and The Government also accept the proposal of ADGP/Director,Fire and Rescue Services Department towards purchase of vehicles/equipments for revamping the Fire and Rescue Services in above cities to a tune of Rs lakhs. The balance amount of Rs lakhs may be utilised for purchase other vehicles/equipments needed for that department for Chennai - Rs lakhs, Coimbatore - Rs.3.20 lakhs and Madurai - Rs lakhs.

Implementation of the Mitigation Plan: The State Fire and Rescue Services Department shall execute the project of purchasing the above said vehicles/equipments duly following the procedure in practice. The Fire and Rescue Services Department shall submit the quarterly progress report with Utilization Certificates along with Photographs of the items procured. K.
