12 ITEM 3 CITY OF INVER GROVE HEIGHTS MEMORANDUM TO: FROM: SUBJECT: Mayor and City Council Members Michelle Calvert, City Government Intern Trash Hauler Licenses/Standards for Haulers and Organized Collection DATE: June 6, 2016 Staff has received concerns from residents about the number of trash hauler trucks on City streets. We currently license 17 different trash haulers within City limits and a total of 127 trucks may be driving on our streets on any given day. Trash Hauler Licenses/Standards: At this time we do not set standards for service, and there are no regulations requiring pick-up frequency, or operating on certain days of the week. We have not reviewed or changed our ordinance for licensing trash haulers. The community is changing and growing which means that more people will require more trash collection trucks on our roads at any given time. Trash and recycling standards are changing as well. Most commercial businesses are now required to recycle more waste rather than throwing it away into the trash. In 2017, there will be a Dakota County initiative to concentrate on organics recycling. Organized Collection: One of the opportunities being introduced is that of organized trash collection. There are benefits and disadvantages to this idea, which are outlined briefly below. Benefits: Prices for residents are generally lower Fewer trucks, noise, street damage, air pollution Standardized service Service requirements can be established Disadvantages: Residents don t choose hauler More city administration/costs Process to implement is time consuming Smaller collectors have higher entry costs 1

13 Staff believes that now is a good time to review: 1) the operating process used for hauling trash 2) standards for trash haulers 3) licensing for trash haulers Staff is seeking direction from Council to consider these two separate ideas: A: Licensing and setting standards for haulers B: Organized trash collection Following this memo is a summary list of the current trash haulers that are licensed in Inver Grove Heights, and the services they offer. 2

After feedback was received, the presentation has been adjusted and will be presented again to include suggested changes. SUMMARY: Joining the practice of other local government entities, the City of Inver Grove Heights would like to establish a Swap Spot parking program that allows residents to exchange goods bought or sold on-line in a public location. While the Swap Spot(s) will not be monitored by security cameras and are not a guarantee of safety, they are additional options to consider when people want to schedule a transaction in a public place. Swap Spots may be used for other legal transactions such as exchanging property between individuals or court-appointed child custody visitation arrangements. The attached presentation provides the initial idea, background and suggested procedures to implement the program.

46 Monitoring The City does not want to give the public the impression the swap spot is monitored 24/7 or a guarantee of safety. Public Awareness Provide information and educate through the City s website, Facebook page, Twitter account, Insights Newsletter and other public safety community outlets. Liability The City can t be responsible for preventing a crime if one were to occur during an exchange. If there was an emergency and police presence was needed, the parties involved would call 911. Staffing City staff or Police Dept staff can t guarantee presence during an exchange that occurs after regular business hours. Ownership Admin and Public Safety would likely oversee the implementation and responsibility of this program. Budget With the exception of making two parking signs (in-house) and some marketing or communication materials, the City can accomplish this program on a very minimal budget.
