Overview of focus group goals 1) To better understand opportunities and barriers to possible requirements in a new waste hauling ordinance. 2) Gain consensus about what will work for waste haulers and the public. 3) Help guide staff and City Council about what should be included in a new waste hauling ordinance. 3. Safety and Compliance Obstacles if any to the following requirements: 1) Permissible operating hours 7am to 7pm 2) Require identification of landfill/processing facilities where haulers expect collected materials to be managed 3) Require proof of liability and workers compensation insurance 4) Require description of vehicles used for collection (e.g., identification number, make, color, year, license plate number) 5) Require proof that vehicles have been registered with the Colorado Department of Revenue/Division of Motor Vehicles and inspected by the Colorado Department of Transportation 1. 7 a.m. to 7 p.m. weather permitting, construction, etc. 2. Recycling goes to a single-stream facility. Use what is closest to help in expenses. 1. No issues for residential (commercial is different) 2. 4 landfills, transfer stations, WM single stream fee 3. Not an issue already required 4. Not a common request some minor contact, Not generally a requirement, Why do you need it? Spills? Obligated to use them?need to be licensed with state and City of Arvada CDOT requirements 5. CDOT requirements, CDPHA registration report landfill s recycling, Sec. of State- business, No GTM plate (Gross Tonnage Plate), CO Dept. of Revenue no proof has been needed because of Sec. of State 2. Data Reporting Possible Requirement: annual reporting of total residential tons collected for disposal, tons collected for recycling and tons collected for composting - and the same for commercial. o Include percentage of customers with recycling service o Allow haulers to estimate quantities collected in Arvada from loads containing both inand out-of-city waste o Allow haulers to convert cubic yards to tons What would be the obstacles/benefits to providing an annual aggregated report of tons of trash/recycling for your residential and commercial customers in the City of Arvada? Will take employee time to break down data Figures wouldn t be too hard to create Why do you need this? annual reporting- a possible huge requirement for some Daily reporting already for some cities, hard to estimate because amounts vary Diversion would be easier to calculate if City owned the landfill have citizens provide info. not haulers will estimates still be valuable? not an obstacle is you can guess EPA requires tonnage not cubic yards Smaller haulers would not have a problem estimating Give us a good reason? need to be able to calculate diversion

3 3. Education What do you feel would be the best way for the City and waste haulers to work together to educate the community about recycling? What types of media do you feel are most effective? Can t please everyone, some want to be educated and some don t Mailers with bills Hauler and city websites (better) City should take the lead What s the cost of doing business Need more Elementary schools Tours of recycling facilities Public meetings neighborhood meetings Recycling choice may cost more If citizens are interested, they will call us trash haulers Recycled paper needed Flyers? Increased Diversion o Possible Requirement: to offer single stream recycling collection with a list of materials to include: (aluminum, plastic #1-7, all paper, cardboard, glass, and steel). Also, imbedded costs for recycling and composting (pay-as-you-throw) using equipment that works best for your company and customers. Variable rate system includes no container restrictions (i.e., can be bags, cans, carts or combination provided by hauler or resident). Waste haulers will set the pricing as well as volumes. 1. What are the opportunities and barriers to offering single stream recycling? 2. What are the opportunities and barriers to waste hauling using a variable rate, imbedded recycling (pay-as-you-throw) model? 3. What are the barriers and opportunities to offering yard and food waste collection?

4 4. What would be a reasonable time period for implementing PAYT for residents and haulers? 6 months? 1 year? 1. Most haulers already offering single steam recycling (not getting money for material), Opportunity maybe more customers, Competition with other companies for customers that want recycling. 2. Cost is a barrier, already doing PAYT with Senior discount don t have as much waste, Cost of doing a drive by is the same, no matter how much waste, haulers worried about dumping and Trash cheaters. Harder for small haulers to compete, Have to have a more sophisticated system of tracking what s picked up. Financial downfall for small haulers. Customer service issue. People are not aware if don t want to recycle their price will not go down 3. Yard and food waste is a NO, smell will be a problem. Have the city promote self composting and mulching mowers. Cost and disposal a problem for haulers. Ask the citizens PAYT can do it but huge cost -Not everyone pays more (Edgewater 30%, 50% med, 20% lg cans pay most) - Multi-family not included costs the person who does not recycle Some people just don t recycle For holiday trash, the contract with hauler can show exception to rules at Christmas Yellow tag: those recycling bins with trash Get customer service calls 3 trucks yard waste and compost hard to dispose of heavy and wet very expensive do not discuss this because not enough representation look at demographics unequal rep. from citizens that affect citizens 5. Value Added Services What is the feasibility of offering a monthly bulky item /household hazardous waste pick-up to alleviate some of the anxiety of having a smaller trash container under an imbedded price structure? What is the feasibility of offering yard waste collection during select weeks of the summer and fall? What is the feasibility of offering a drop-off location(s) in Arvada? Issues with delivery of City brochures about solid waste/diversion up to once/year?
