3 Bridge Crane Rehab Two Bridge Cranes Each has a 250T main hoist & 25T auxiliary hoist (de-rated to 8.5T) Used to move equipment throughout the powerhouse. Use of mobile cranes limited Advertisement for Bid for Rehabilitation Approved by Board on 1/18/16. Rehab project budget $4M Work Follows completion of C8 turbine repairs. Field work Dec. 9, 2016 to April 8,

4 Main Hoist Drum Inspections Drum inspections Experienced contractor suggested drum inspection beneath the paint Jan. 18. Inspections performed Jan. 19. Numerous cracks found. Evaluations conducted Jan 20 to 22. Operations declared Bridge Cranes unavailable until repaired on 1/23 due to risk of injury and catastrophic failure. Main Hoist Drum 4

8 Impact to Project Schedules Three major ongoing projects under contract that are impacted if bridge cranes remain unavailable after 3/15/2016. C-8 Permanent Turbine Repair C-10 Interim Winding Repair C-8 Permanent Winding Replacement Schedule delays result in Lost incremental generation revenue Increased contract costs Increased operational impacts associated with blades operated in full steep position 8

9 Potential Impact to Plant Operations Labor force work plan C8 re-assembly delay (5000 man hours) Blade block inspections Scheduled maintenance gets deferred Lose ability to react to any other unplanned repairs 9

10 Alternatives Considered Option A Start repairs immediately: Waive bidding; negotiation with contractor(s). Option B Include repair in bridge crane overhaul contract currently scheduled for Fall Option C Competitively bid the repairs now Recommendation: Option A 10

11 Risks / Opportunities Considered (+/-) Option A Emergency Safety (+) expediting return to service promotes safety at the plant for unexpected events. Maintenance (+) expediting return essential to maintain the ability to perform scheduled maintenance and respond to generating equipment concerns or unplanned repairs Schedule (+) immediate negotiation for repair prevents schedule delays for C-8 turbine and C-10 winding repair / replacement Contract (+) preventing significant schedule delays mitigates risk of contract delay claims and potential for breach claim Lost Revenue (+) supports a C-10 return to service after interim winding repair in advance of spring run-off for opportunity at incremental value. Risk of premature C-10 failure still exists after winding repair, however risk adjusted value still supports performing winding repair. 11

12 Risks / Opportunities Considered (+/-) Option A - Emergency Revenue Loss Mitigation (+) returning C-10 for spring runoff mitigates revenue risk of losing a 3rd unit, thus helps protect value. Resources (-) District work to remove and install drums was not in the work plan where labor and other projects may be delayed. Repair (-) more damage to crane could be revealed impacting cost, small risk that repairs may not be successful, or repairs may not last long. Values (+) expediting work supports the District s Core Values providing a safe work environment, reliable generation by maximizing opportunity for unit availability, and acting as stewards for our stakeholders and customer owners. 12

13 Resolution Requesting approval from the Board by resolution: Declaring an emergency Competitive bidding requirements waived per RCW Authorize General Manager to negotiate and execute contract(s) for lowest responsible price practical under the circumstances. 13
