MARINE SURVEYOR MARINE CONSULTANT 38 OAK HILL LANE ELKTON, MD SURVEY REPORT PURCHASE SURVEY SURVEY NO. xxxx NOVEMBER 9, 2016 TO WHOM IT MAY CONCERN: This is to certify that the undersigned surveyor at the request of xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx, attended the powerboat in and out of the water on the 9 th day of November in the year 2016, at Bohemia Bay Yacht Harbour, 1026 Town Point Road, Chesapeake City, Maryland, 21915, and did inspect said vessel for Mr. xxxxxxx, while representing his interest as the prospective buyer. The vessel is a Jefferson/Hershine 42 Sundeck motoryacht, imported by Bell Marine Company, located in Embarcadero, California, (telephone number ), in the year 1986, as hull identification number xxxxxxxxxxx. The vessel s approximate measurements are: LOA 41 8, LWL BEAM 14 3, DRAFT 3 7, and WEIGHT 30,000 lbs.the vessel s documentation number is xxxxxxx. This particular model was in production from 1985 until ALL MAJOR HULL MEMBERS, wherever accessible, together with all surfaces, joints, bonds, fillets, webs, bulkheads, and hard curve areas were carefully inspected with particular care being devoted to areas of normal stress concentrations and possible bulkheads or other hard spots. Field methods of sounding and visual sighting were used. Also, the use of a moisture meter to determine the moisture content of the hull, decks, and other areas which could retain moisture causing damage to the vessel. HULL CONSTRUCTION: a low-deadrise, solid fiberglass hull with a long keel for improved directional stability. The hull s exterior finishing is a gel coat glazing. The deck and cabin top was built as a one-piece unit and bonded to the hull at the vessel s sheer. The deck is of a sandwiched core and fiberglass construction. The molded fiberglass flybridge unit is bonded to the main cabin top. I have noted the following: a) The fiberglass to resin ratio is good. b) The resin appears to have cured well. The deck does have high moisture. d) The fiberglass bow sprit is well secured and solid. The bow sprit does have high moisture. On the port side of the bow sprit, there are two large blisters. e) Both catwalks are solid and in good, structural condition with no significant delamination or voids. The catwalks do have various attempted repairs. f) The cabin top is solid and in good, structural condition with no significant delamination or voids.

6 PURCHASE SURVEY #xxxx PAGE 3 of 32 HULL CONSTRUCTION (cont.) g) The aft deck is solid and in good, structural condition with no significant delamination or voids. h) The flybridge deck is solid and in good, structural condition with no significant delamination or voids. i) The hard top is in good, structural condition. j) The hull appears to run fair and in good condition. No signs of damage or repairs. The gel coat still holds a good shine. k) The transom is solid. However, the transom is covered with blisters below the waterline.

I did not detect any signs of damage, major repairs, or hard groundings. m) Where accessible for inspection, the hull to deck seam appears to be in good condition with no signs of damage. n) The tabbing accessible for inspection appears to be in good order and well secured to the hull and hull members. o) The engine beds are in good condition with no signs of separation or structural fatigue. p) The bulkheads appear to be in good, structural condition. q) The hull stringers accessible for inspection appear to be solid and in good condition with no signs of separation or stress cracks. r) The deck supports accessible for inspection appear to be in good condition. s) The interior is clean and shows well.

8 PURCHASE SURVEY #xxxx PAGE 5 of 32 HULL CONSTRUCTION (cont.) MACHINERY: said vessel is powered by twin 200 horsepower Perkins, fresh water cooled, diesel engines. The port engine s serial number is xxxxxxxxxxxxxxx. The starboard engine s serial number is xxxxxxxxxxxxxx. The engines are rated at 2,600 rpms. I have noted the following: a) The water intake hose for the engines are in fair condition. The hoses are double hose clamped. b) The water circulation hoses are in fair condition. c) The exhaust hoses are in poor condition. The exhaust system is double hose clamped as per ABYC standard P sections 1, 2, and 3. However, the hose clamps are rusted. Also, there

9 PURCHASE SURVEY #xxxx PAGE 6 of 32 MACHINERY (cont.) is leaks at both port and starboard the exhaust elbow, which are the original exhaust hoses. d) The linkage for the transmissions and throttles appears to be in good order. e) The fiberglass mufflers appear to be a little too small for application (see mechanic s report.) f) Boots are not installed to cover the starter cable terminal ends as per ABYC standard E g) The motor mounts are in poor condition. h) The engine belts are in fair condition. i) The engine oil is clean with no signs of metal fragments. Oil analysis declined. j) Refer to the sea trial and mechanic s report for additional comments and operation. GENERATOR: 8 kw Onan generator, serial number xxxxxxxxxx. I have noted the following: a) The water intake hose is in fair condition. The hose is double hose clamped. b) The exhaust hoses are in poor condition. The hoses are double hose clamped.

10 PURCHASE SURVEY #xxxx PAGE 7 of 32 GENERATOR (cont.) c) The fiberglass muffler is in good condition. d) The exhaust nipple and downpipe are in good condition. e) The starter cable is not covered. f) The generator appears to have not been properly wired. g) The generator did work. Its voltage output was volts. The reading was taken from a receptacle in the head. STEERING SYSTEM: hydraulic steering system with upper and lower steering stations. The tie rod arm, tiller arms, cable, pins, and mechanical fittings accessible for inspection appear to be in good condition. Refer to the sea trial report for operation.

11 PURCHASE SURVEY #xxxx PAGE 8 of 32 RUDDERS: cast bronze rudders, which appear to be straight and in good condition. There was no play in the rudder shaft log. The rudder indicator worked. PROPS: 26 x 24, four-blade, bronze props. The props are in good condition. When tested, the blades ran out true. SHAFTS: 2 stainless steel shafts. The shafts appear to be in good condition with no pitting. The shafts appear to be straight. SHAFT TARGETING: the shaft targeting is good.

12 PURCHASE SURVEY #xxxx PAGE 9 of 32 STRUTS: well bonded to the hull. CUTLASS BEARINGS: in fair condition. The bearings do have uneven wear. SHAFT PACKING GLANDS: compression type packing glands. The rubber is in fair condition. The packing glands are double hose clamped. TRIM TABS: the trim tabs are well secured to the transom. I did not detect any hydraulic leaks. The trim tabs did not work.

13 PURCHASE SURVEY #xxxx PAGE 10 of 32 GALVANIC PROTECTION: the vessel is equipped with sacrificial anode protection. The zincs were hit by stray current. The vessel does have a bonding. The bonding connections are corroded. VENTILATION: does meet all requirements as per U.S.C.G. regulation and ABYC standard H-32. The ventilation system is natural forced air with two blowers. The blowers are properly installed and did work. The ventilation hoses are in good condition. FUEL SYSTEM: the vessel is equipped with two steel fuel tanks. I have noted the following: a) The deck fill ports are properly marked as per ABYC standard H b) The fuel fill hoses are A-2 hose. The hoses are in poor condition. Both ends of the hoses are double hose clamped. c) The fuel feed and return hoses are type A-1 hose. The hoses are in poor condition. d) The fuel tanks are vented. The vent hoses are in poor condition. e) The fuel tanks are grounded. f) The fuel tanks appear to be in satisfactory condition with no visual signs of leaks. I would recommend having the fuel tanks pressure tested. g) The seven fuel shut off valves worked.

14 PURCHASE SURVEY #xxxx PAGE 11 of 32 FUEL SYSTEM (cont.) h) The Racor 500 fuel filters have Lexan bowls. i) There are two gate valves on the tank for the sight gauges. The sight gauge are clear PVC tubing, which has no fire retardant properties at all. ELECTRICAL: 12 VOLT SYSTEM - negative ground system with circuit breaker panel, one Cole Hersee battery switch, and a 20 amp ProNautic 1260P battery charger. The battery charger s output was 14.1 volts. The battery charger appears to have been properly installed. I have noted the following: a) The vessel is equipped with three 4-D acid plate batteries. b) The batteries are not secured to the hull as per ABYC standard E The positive terminal ends are covered as per ABYC standard E c) I did detect the following wiring violations and/or safety hazards with the 12 volt system: 1) Too many wire connections on the starboard 4 D battery. ABYC standard E states that no more than four conductors shall be secured to any one terminal stud. If additional connections are necessary, two or more terminal studs shall be connected together by means of jumpers or copper straps.

15 PURCHASE SURVEY #xxxx PAGE 12 of 32 ELECTRICAL (cont.) 2) No master battery switch for engines or generator. d) The cabins light worked, except for the aft cabin cabinet light on the port side. 120 VOLT SYSTEM - split 30 amp single phase system with a circuit breaker panel. The wiring does not meets ABYC standard E-11. The first 30 amp service was factory installed. I have noted the following: a) Second fed line is wired to a breaker mounted in a cabinet with three wires running to one breaker, solid core wire, no polarity indicator light, and no feed breakers. Main feed for second 30 amp service All improper wiring

16 PURCHASE SURVEY #xxxx PAGE 13 of 32 ELECTRICAL (cont.) b) The galley receptacle is missing front plate and has an open ground. c) All three cabin heaters are wired with solid core wire, and wires not secured. d) Solid core wire for the receptacle under the lower helm. e) Wire connections not in a junction box. The vessel is equipped with a single 30 amp yellow shore power cord, which is in good condition. CABIN HEATERS: all three heaters need to be removed from the vessel. BILGE PUMPS: the forward bilge is equipped with a Johnson pump with a float switch. The pump is secured to the hull and properly wired. The pump did work. The discharge hose accessible for inspection is in good condition. The midship bilge is equipped with one Rule 2000 pump with a float switch. The pump is secured to the hull. The pump is properly wired. The pump did work. The discharge hose accessible for inspection is in good condition.

17 PURCHASE SURVEY #xxxx PAGE 14 of 32 BILGE PUMPS (cont.) FIRE PROTECTION: ABYC standard A-4 Table II states that a vessel 42 in length is required to be equipped with four B-1 type, U.S.C.G. approved fire extinguishers, mounted in the following locations: outside engine compartment, steering position, crew's quarters, and galley, if equipped with a stove, or passenger cockpit. Two 1985 B.C. dry chemical fire extinguishers located in the aft cabin. A lb. B.C. dry chemical fire extinguisher is mounted on the flybridge. A lb. B.C. dry chemical fire extinguisher is mounted in the galley. A lb. B.C. dry chemical fire extinguisher is mounted on the aft deck. A lb. B. C. dry chemical fire extinguisher is mounted in the main cabin. The engine compartment is equipped with a Halon 1301 extinguishing system, which does not have a current inspection. The vessel is not equipped with carbon monoxide detectors. The vessel is equipped with smoke detector. SEACOCKS, STRAINERS, AND THRU-HULL FITTINGS: except for the aft head intake seacock, the seacocks are readily accessible and the handles are easy to operate as per ABYC standard H The thru-hull fittings do have backup plates. I have noted the following: a) The bronze ball valves for the engine intakes worked. b) The bronze ball valve for the generator worked.

18 PURCHASE SURVEY #xxxx PAGE 15 of 32 SEACOCKS, STRAINERS, AND THRU-HULL FITTINGS (cont.) c) The bronze ball valve for the forward head discharge located under the sink was hit by stray current. The ball valve did work. d) The bronze ball valve for the aft head discharge worked. e) The bronze ball valve for the forward head intake worked. The aft head water intake seacock was inaccessible. f) The bronze ball valve for the galley sink worked. g) The bronze ball two valves for the head sinks worked. h) The bronze ball valve for the raw water washdown worked. i) The two Groco 1500 strainers for the engines are in good condition. The Vetus strainer for the generator is in good condition. j) The thru-hull fittings located above the water line are in satisfactory condition. The thru-hull fittings below the waterline have stray current damage. PLUMBING: the hoses and lines appear to have been properly ran throughout the vessel. The hoses below the waterline are double hose clamped. The drains, faucets, and fixtures are in fair condition. The aft head sink hose is in poor condition. The sink has PVC pipe with household flexible bend elbow and is poorly routed. The vessel is equipped with two aluminum fresh water tanks. The Flo Jet fresh water pressure pump with an accumulator appear to be well secured and properly wired. The pump did work. The aft shower sump pump is a Rule 2000 with a float switch and is self-contained. The pump is properly installed and did work. The Jabsco raw water washdown pump appears to be well secured and properly wired. The pump did ran and did pump water. The 12.5 gallon Torrio hot water heater is properly installed and did work. The water reached a temperature of 123.1º. However, the wire connections are not in a junction box.

The galley is equipped with the following: a) The Seaward propane three-burner stove with oven is well secured. The main safety switch is located behind the stove. The left front thermal coupler did not work. The ignition lighter did not work. The burners did work.

20 PURCHASE SURVEY #xxxx PAGE 17 of 32 GALLEY (cont.) b) Double stainless steel sinks with a faucet for hot and cold pressurized water. The drain hose is in fair condition. c) The Norcold refrigerator/freezer is secured to the hull. The refrigerator did work. The freezer reached a temperature of 24 F. d) The LG microwave oven is well secured and new. However, I could not get it to work. e) The U-Line icemaker installed on the aftdeck appears to be in good condition. However, I did not test the unit for operation.

21 PURCHASE SURVEY #xxxx PAGE 18 of 32 HEADS: the vessel is equipped with a Jabsco manual marine toilet and an electric marine toilet s with fiberglass holding tank and a Jabsco macerator. The macerator did work. The discharge hoses are in poor condition. The water feed hoses are in fair condition. The electric toilet did not pump water. The manual toilet did work. DECK HARDWARE: the deck hardware, such as cleats, chocks, and railing, are well bonded to the hull. As part of routine maintenance, the deck hardware should be pulled and rebedded in polysulfide compound. I would personally recommend installing aluminum or stainless steel backup plates behind the deck cleats. DAVIT: stainless steel davit, which is well secured.

22 PURCHASE SURVEY #xxxx PAGE 19 of 32 NAVIGATION LIGHTS: red and green bow lights, stern light, steaming light, and anchor light worked at time of my inspection. The anchor light is poorly secured. ELECTRONICS: the electronics appear to have been properly installed. The vessel is equipped with the following: a) The Icom VHF at the lower steering station and the Icom IC422 at the upper station worked. The radio checks on channel 16 and 9 were complete. b) The Datamarine depth finder and knot meter worked. c) The depth finder at the lower s station appears to be properly installed. d) The Garmin GPS Map 498 gave the test reading 38º / 075º e) The Garmin 741 radar worked.

23 PURCHASE SURVEY #xxxx PAGE 20 of 32 ELECTRONICS (cont.) f) The Garmin autopilot had a leak at the hydraulic pump. g) The rudder indicator did not work. h) The Gemini compass at the upper station is in poor condition. i) The Galaxy compass at the lower station is in good condition. PORTS AND HATCHES: I have noted the following: a) The forward hath is well secured and in good condition. b) The aft cabin hatch is in good order. c) The fixed windows are well secured and in good condition. d) The cabin ports are well secured and in good condition with no signs of leaks. e) The sliding windows are in good condition. f) The main companionway sliding door is in good working order. g) The windshield on the bridge is well secured and in fair condition. h) The floor engine hatches are in good order. i) The deck hatches are in satisfactory condition. GROUND TACKLE: Plow anchor with 1/2 chain. The ground tackle is properly sized for said vessel.

24 PURCHASE SURVEY #xxxx PAGE 21 of 32 WINDLASS: 12 volt Lofran Tigress windlass. The unit appears to be well secured and properly installed. The windlass did work. SWIM PLATFORM: the platform is totally delaminated and wet. CANVAS: the bimini and enclosure are in good condition. The window covers are in good condition.

25 PURCHASE SURVEY #xxxx PAGE 22 of 32 MISCELLANEOUS a) The aluminum diamond plate on the floor between the engines is peeling up. b) The three wiper arms are missing. c) Two small flat screen televisions are in satisfactory condition. d) The cassette player was not tested. e) The aft cabin mattress is soiled. f) The vessel is equipped with a manual bilge pump. However, the handle does fit the socket.

27 PURCHASE SURVEY #xxxx PAGE 24 of 32 SEA TRIAL REPORT On November 9, 2016, I attended the sea trial performed on the Jefferson/Hershine 42, hull identification number xxxxxxxxxxxx, while representing the interest of Mr. xxxxxxx. I have noted the following: ENGINES Both engines reached a maximum of 2,100 rpms and a top speed of 12 knots. I did not detect any unusual noises or vibration. There were no water or oil leaks. There were exhaust leaks at the fittings on both the port and starboard engines. The starboard engine did shut down.

28 PURCHASE SURVEY #xxxx PAGE 25 of 32 SEA TRIAL REPORT (cont.) The port engine reached a working temperature of 196º. The starboard engine reached a working temperature of 185º. The readings were obtained by the use of a laser meter. The port engine s alternator charged at 14 volts. The starboard engine s alternator charged at 14 volts. The oil pressure gauges read 60. The Glendinning worked. The transmissions shifted well, and I did not have any trouble finding neutral, forward, or reverse. STEERING SYSTEM Worked well with no sluggishness or play. TRIM TABS Did not work. PACKING GLANDS The shaft packing glands were in good condition. The rudder glands were in good condition.

29 PURCHASE SURVEY #xxxx PAGE 26 of 32 RECOMMNEDATIONS SAFETY ITEMS AND STRUCTURAL ITEM a) Replace the exhaust hoses, hose clamps, and elbows on both engines. b) Cover open battery cable terminal ends on both engines. c) Replace the exhaust hoses for the generator. Double hose clamp the entire exhaust system. d) Cover the positive terminal for the starter for the gen set. e) Install master battery switches outside of the engine compartment in an easily accessible dry location for each engine and generator. f) Remove the electric heaters from the vessel. g) Replace the fuel fill hoses on both fuel tanks and double hose clamp each end. h) Replace the fuel tank vent hoses on both tanks. i) Replace the bowls for the fuel filter with Pyrex bowls, since Lexan melts in fires (refer to mechanic s report for additional information.) j) Terminate the clear PVC hoses used for the sight gauge and replace the gate valves with threaded plugs on the fuel tanks. k) Miscellaneous wires on batteries need to be terminated on a terminal block. l) Remove the second 30 amp service as it is not even close to complying with ABYC reg. on shore power. Install a marine grade electrical circuit breaker panel with wire size tinned boat wire. Proper GFI receptacles and install water proof cover plates in receptacle located in the engine compartment and head area. m) Install new fire extinguishers in the above given locations. n) Install a junction box for the wire connections on the hot water heater. o) The master switch for the propane tank needs to be mounted in front of the stove.

30 PURCHASE SURVEY #xxxx PAGE 27 of 32 RECOMMNEDATIONS (cont.) p) Fuel line for the propane unit needs to be replaced along with a proper propane fuel tank and properly secured. q) Replace head discharge hoses. r) The aft head water intake seacock must be made readily accessible. s) Properly secure the anchor light to the mast head. t) Properly secure the batteries in such a fashion if the boat went over 180 degree the batteries would stay in place.

31 PURCHASE SURVEY #xxxx PAGE 28 of 32 RECOMMENDATIONS (cont.) GENERAL REPAIR AND REPLACEMENT a) Grind out stress cracks and apply gel coat to match surrounding areas on deck. b) Bottom needs to be taken down and allow hull to properly dry out. Repair blisters and apply epoxy barrier coat. Bottom paint to suit. c) Repair the poorly made previous repairs to the decks and bow sprit. d) Replace the engines mufflers with the proper size mufflers. (Refer to mechanic s report) e) Replace the motor mounts on both engines. f) Install new zinc below the water line. g) Repair the trim tabs. h) Replace the hoses for the sinks and scupper drains, as these hoses are older than the boat. i) Repair the thermal coupler and the ignition for the galley stove. j) Replace the compass on the upper deck. k) Repair the rudder indicator. l) Repair the leak on the autopilot pump. m) Repair or replace the swim platform. n) Replace the aft berth mattress. o) Install wipers. p) Replace the plumbing for the aft head sink drain. q) Remove the PVC pipes from both engines set up for the bleed lines of the packing glands. r) Further evaluation will be needed on the starboard engine shutting down.

32 PURCHASE SURVEY #xxxx PAGE 29 of 32 a) Bottom sample fuel tanks. b) Change fuel filters. PREVENTIVE MAINTENANCE: c) Spray motor mounts and shaft coupling with spray oil of choice once new mounts are installed. d) Rebed all deck hardware with polysulfide compound. e) Align both engines to the shafts. f) Replace cutlass bearings. g) Change out all thru hull fittings and seacocks. h) Clean all bonding wire terminal ends

33 PURCHASE SURVEY #xxxx PAGE 30 of 32 SURVEYOR S SUGGESTIONS This is not part of the report, but reminders of conversations during the survey 1) Install a 120 volt bilge pump with float switch and run discharge hose to a thru-hull fitting for overboard discharge. 2) Provide a 3/8 x 30 trip line for the anchor with a fishing float and a snap shackle for quick release. 3) When batteries are to be replaced, replace the batteries with AGM or gel cell batteries. Note that the battery chargers will need to charge at 14.2 volts for ample charging. 4) On the bridle for the snubbing line, splice eye loops to lay over deck cleats when setting the anchor. 5) Install a vacuum flush head. 6) Install dripples engine shaft packing glands. 7) Install a deionizer.

34 PURCHASE SURVEY #xxxx PAGE 31 of 32 COMMENTS There was some sort of deck repairs, which still have imperfections such as grinder marks, etc. where there was injection and some other defects. The bottom was found to be a mass of blistering. The interior was perhaps the best part of the boat, which was found to be clean and in good order. Overall, however, the boat appears to be structurally sound at the time of my inspection. The sea trial did not go well, as we had knocking in the starboard engine and engine shut down on the way back in. The mechanic stated that the exhaust system for the engines was all wrong; it will have to be brought up to standards. These boats are imported. The three letters in the hull identification number indicates the importer. This boat has BJL instead of JEF. BJL represents Bell Marine Company, located in Embarcadero, California.
