1 I CONSENT AGENDA NEW BUSINESS #8 Memorandum To: From: Honorable Mayor and City Council Linda Styczen, Procurement Officer Date: September 5, 2017 Subject: Recommendation for the purchase of a 2017 Ford F250 truck to replace Unit 91 and Unit 591, utilizing State of Illinois Master Contract # Background The Streets Division of the Public Works Department requires various types of equipment for daily operations. Unit 91 is a four-wheel drive pickup truck and Unit 591 is the snow plow attachment for Unit 91. The truck was put into service in 2005 and the planned lifespan is 12 years. Joint Purchase The State of Illinois joint purchasing program offers local governments the opportunity to utilize statewide procurement contracts for commodities, services and equipment. The State of Illinois negotiated joint purchasing Contract # with Landmark Ford, Inc., for medium duty trucks. Recommendation Unit 91 was evaluated utilizing six benchmarks, and based on the resulting score the Vehicle Committee recommended replacement. Funding for the replacement of Unit 91 and Unit 591 is included in the FY 2017/18 Municipal Garage Fund. The budget for the truck is $28,840 and the budget for the plow is $5,794. Landmark Ford prepared a proposal for a 2017 Ford F250 truck and plow utilizing the State of Illinois Master Contract # The cost of the truck and snow plow is $32,219, which is ($2,415) below budget. The remaining funds will be used to pay for parts and labor for upfitting and transferring accessories to the new vehicle, which are estimated to be $2,626. recommend the City Council approve the execution of a purchase order for the purchase of a 2017 Ford F250 truck and snow plow attachment with Landmark Ford, Inc., in the amount of $32,219. Joint Purchasing contracts are the result of larger or independent entities bidding and negotiating on the behalf of member or local entities, utilization of joint purchasing contracts saves municipality s the time and effort devoted to the bidding process, and provides better pricing and service attributed to larger volume of purchases.

Total cost of this purchase is $34,845 which is $211 over budget. The current unit will be auctioned at a later date.

Parts and labor are also included for a replacement tool box, power inverter, cab steps, and snow plow! plow frame etc.

This equipment is used by the Water Division of the Public Works Department for transporting miscellaneous items and for plowing snow. The contract for the replacement vehicle is through the State of Illinois and Landmark Ford. The total budgeted amount for this purchase is $34,634. Total cost of this purchase is $34,845 which is $211 over budget. The current unit will be auctioned at a later date. Up-fitting costs are included in the purchase price and include parts and labor for the transfer of the 2-way radio, cab shield, warning lights, and spot lights. Parts and labor are also included for a replacement tool box, power inverter, cab steps, and snow plow! plow frame etc. Funds are available in account for vehicle and equipment capital purchases for FY2O1 8. Replacement of units 91 and 591 have been recommended by the vehicle committee and the replacements are in the final budget. These units have been in service since 2004 and have surpassed the expected lifespan of 12 years as well as exceeded established usage and condition replacement criteria. The chart below reflects the total purchase amount of the requested unit. Please proceed with a recommendation to purchase this vehicle.
