4 KATA PENGANTAR Publikasi Statistik Impor Februari 2013 merupakan kelanjutan dari publikasi sebelumnya yang diterbitkan secara bulanan oleh Badan Pusat Statistik Republik Indonesia (BPS-RI). Data yang disajikan dalam publikasi ini, mencakup : A. Impor menurut Golongan Barang HS, Golongan Barang SITC, Komoditi (HS), Negara Asal, Pelabuhan Impor, Negara Asal dan Lima Golongan Barang Utama SITC 3 dijit, Komoditi tertentu dan Negara Asal Utama B. 5 FOREWORD The monthly publication of import statistics, is a sequential issue from the preceding publication which developed by The BPS-Statistics of the Republic of Indonesia. This Publication covered: A. Import by HS Commodity Groups, SITC Commodity Groups, Commodity (HS), Country of Origin, Port of Importation, Country of Origin and Five Major SITC Commodity Group, Certain Commodities import by Main Country of Origin B. 6 PENJELASAN 1. DAERAH PENCATATAN Daerah pencatatan statistik dalam publikasi ini meliputi seluruh wilayah Republik Indonesia. 2. SUMBER DOKUMEN Statistik dikumpulkan berdasarkan dokumen impor (Pemberitahuan Impor Barang (PIB - BC 2.0) dan Pemberitahuan Pengangkutan Barang Impor (PPBI BC 2.3) yang diisi oleh importir. Dokumen PIB - BC 2.0 dan PPBI - BC 2.3 diterima dari Bea dan Cukai dan berlaku sejak April 1997 berdasarkan Surat Keputusan Menteri Keuangan nomor 101/KMK.05/1997 tanggal 10 Maret SISTEM PERDAGANGAN Sistem pencatatan Statistik Perdagangan Luar Negeri mempergunakan Sistem Perdagangan Umum (the General Trade System) atau dengan Sistem Perdagangan Khusus (the Special Trade System). Dalam Sistem Perdagangan Umum, Kawasan Berikat dianggap sebagai dalam negeri, sedangkan dalam Sistem Perdagangan Khusus, dianggap sebagai luar negeri. Sejak Januari 2008, sistem pencatatan Statistik Impor menggunakan Sistem Perdagangan Umum. 4. RUANG LINGKUP Pencatatan Statistik Impor meliputi seluruh barang-barang yang masuk ke wilayah Indonesia. 5. KASUS KHUSUS 5.1. Sebagian impor kapal laut dan pesawat beserta suku cadangnya termasuk dalam Statistik Impor Barang-barang luar negeri yang diolah atau diperbaiki di dalam negeri tetap dicatat sebagai barang impor, meskipun setelah barang tersebut selesai diproses akan kembali ke luar negeri (re-ekspor) Barang-barang di bawah ini tidak termasuk di dalam Statistik Impor: a. Pakaian dan barang-barang perhiasan penumpang. b. Barang-barang penumpang untuk dipakai sendiri, kecuali lemari es, pesawat TV dan sebagainya. c. Barang-barang yang diimpor untuk keperluan perwakilan (kedutaan) suatu negara. d. Barang-barang untuk ekspedisi dan ekshibisi/pameran. e. Sebagian barang-barang yang langsung diimpor oleh angkatan bersenjata. f. Pembungkus/peti kemas. g. Uang dan surat-surat berharga. h. Barang-barang sebagai contoh. v

7 6. SISTEM PENGOLAHAN Data dalam publikasi ini mencakup dokumen PIB selama Februari 2013 yang diterima oleh Badan Pusat Statistik sampai akhir Maret Sistem pengolahan menggunakan Carry Over. Dengan metode ini dokumen-dokumen dari Bea dan Cukai ditunggu selama satu bulan setelah bulan berjalan. Dokumen-dokumen yang datang terlambat akan dimasukkan dalam bulan pengolahan berikutnya. 7. KLASIFIKASI JENIS BARANG Penggolongan barang yang digunakan di dalam statistik impor adalah klasifikasi Barang Impor yang berdasarkan pada Buku Tarif Kepabeanan Indonesia 2012 (BTKI 2012) yang mengacu pada amandemen keempat dari World Customs Organization (WCO) sebagai lembaga Internasional yang menyusun klasifikasi Harmonized System (HS). Disamping menggunakan HS sebagai klasifikasi jenis barang, juga digunakan Standard International Trade Classification (SITC) Revisi PERIODE REFERENSI Periode penentuan impor adalah tanggal penyelesaian dokumen oleh pejabat-pejabat Bea dan Cukai yang terdapat dalam dokumen impor. 9. NILAI BARANG Nilai barang dinyatakan dalam nilai CIF (US$) dan nilai Kurs Februari 2013 yang digunakan adalah US$ 1 = Rp.9.709,- 10. SATUAN BARANG Berat barang impor adalah berat bersih dan dinyatakan dalam Kg. 11. NEGARA ASAL Negara asal adalah negara dimana barang-barang tersebut dihasilkan dan dokumennya telah diperiksa serta dinyatakan sesuai dengan peraturan yang berlaku oleh pejabat Bea dan Cukai. vi

8 EXPLANATORY NOTES 1. AREA RECORDINGS The statistical recording area in this publication covers the entire territory of the Republic of Indonesia. 2. SOURCE OF DOCUMENTS Statistics are compiled based on Import Declaration Form (Pemberitahuan Impor Barang (PIB-BC 2.0) or Pemberitahuan Pengangkutan Barang Impor (PPBI-BC 2.3)) of Import documents that are filled by importers. The PIB documents received from Customs and Excise, prevailing on April 1, 1997, based on Minister of Finance Decree No. 101/KMK.05/1997, March 10, TRADE SYSTEM The systems of recording Foreign Trade Statistics apply the General Trade System or the Special Trade System. In the General Trade System, the Bonded Zone is regarded as "Domestic", while in the Special Trade System; the Bonded Zone is regarded as "Abroad". Since January 2008, the systems of recording import Statistics have applied the General Trade System. 4. COVERAGE The recording Import Statistics covers all goods entering the Indonesian territory. 5. PARTICULAR CASES 5.1 Part of importation of sea vessels and airplanes and their spare parts are included in the Import Statistics. 5.2 Overseas goods which are processed or modified in Indonesian Country are recorded as importation, although after the goods finish process will return to abroad (re-exports). 5.3 The goods here under are not included in the Import Statistics: a. Clothes and jewelry of passengers. b. Luggage of passengers of own use, except refrigerators, television sets, etc. c. Goods imported for the use of foreign countries representations (embassies). d. Goods for expeditions and exhibition shows. e. A part of the goods directly imported by armed forces. f. Packing s containers to be refilled. g. Bank notes and securities. h. Sample goods. vii

9 6. PROCESSING SYSTEM The data in this publication covers documents of February 2013 were received by the BPS to the end of March, The documents are processed using a carry over system. The deadline for the acceptance of documents of a certain month is one month after the reference period, which means the end of the following month. The documents accepted after the deadline is considered as the document of the following month. 7. COMMODITY CLASSIFICATION The classification of goods in this publication applies the 2012 Indonesia's Custom Tariff Classification, based on fourth amendment from World Customs Organization (WCO) as an International Organization who arranged the Classification of Harmonized System (HS). Besides applying the HS, the Standard International Trade Classification (SITC) Revised 4 is also applied in the classification of goods. 8. REFERENCE PERIOD The period of import determination is the date of settlement/completion by the Customs and Excise Officials as stated in the Import documents. 9. COMMODITY VALUATION The values recorded, are the CIF value (US$). The exchange rate use for February, 2013, US$1 = Rp UNIT OF COMMODITY The net weight imported of goods are present to Kg. 11. COUNTRY OF ORIGIN Country of origin is the country in which the goods have been produced, after being verified by Customs and Excise Officials, pursuant to the prevailing regulations viii

12 RINGKASAN Pada Februari 2013 nilai impor mencapai USD15.313,3 juta yang terdiri dari impor melalui Kawasan Berikat sebesar USD1.790,7 juta (11,69 persen) dan di Luar Kawasan Berikat sebesar USD13.522,6 juta (88,31 persen). Nilai impor migas Indonesia mencapai USD3.642,3 juta atau 23,79 persen dari total impor Indonesia. Sedangkan nilai impor nonmigas Indonesia mencapai USD11.671,0 juta dan memberikan peranan sebesar 76,21 persen terhadap total impor Indonesia. TABEL 1. 13 Dari total nilai impor migas Indonesia, impor melalui Kawasan Berikat hanya sebesar USD8,5 juta atau 0,23 persen, sedangkan sisanya sebanyak USD3.633,8 juta (99,77 persen) di Luar Kawasan Berikat. Sementara itu, nilai impor nonmigas di Luar Kawasan Berikat mencapai USD9.888,8 juta atau 84,73 persen dan yang melalui Kawasan Berikat sebesar USD1.782,2 juta (15,27 persen). NILAI IMPOR MIGAS DAN NONMIGAS FEBRUARI 2012-FEBRUARI 2013 Migas Nonmigas Dilihat dari peranannya, selama tiga belas bulan terakhir impor migas memberikan kontribusi rata-rata 22,73 persen per bulan dan impor nonmigas sebesar 77,27 persen per bulan. Sementara itu, pada Februari 2013 peranan impor migas mencapai 23,79 persen yang berarti angka tersebut berada di atas rata-rata. Sebaliknya peranan impor nonmigas berada di bawah rata-rata yaitu 76,21 persen. Dengan diterapkannya Sistem Perdagangan Umum (General Trade System) dalam pencatatan statistik impor, secara keseluruhan nilai impor barang yang tercatat mengalami kenaikan yang nyata (signifikan). xii

Demikian halnya hal dengan impor nonmigas Januari-Februari Februari yang mengalami pen peningkatan ingkatan 1,07 07 persen en menjadi USD ,2 juta.. Dilihat dari nilainya, selama Januari-Februari Januari Februari periode di dominasi oleh impor nonmigas dengan rata rata-rata rata peranan sebesar 78,31 persen per tahun. Dengan demikian dapat disimpulkan bahwa perekonomian Indonesia selama ini masih be bertumpu rtumpu pada impor sektor nonmigas. GRAFIK 2. 15 Dari keseluruhan nilai impor pada Januari 2013, ,64 persen berasal berasal dari dua belas bela negara utama. Singapura menempati posisi pertama, yaitu 15,45 45 persen dari total impor Indonesia, diikuti oleh Cina (14 4,78 persen), Jepang (10 (10,08 persen), Korea Selatan (7,29 29 persen), Malaysia (6,45 (6, persen), Thailand (5,91 persen), Amerika Serikat (3 3,94 persen), Jerman (2 2,83 persen), Taiwan (2,32 (2, persen), Australia (2,30 persen), Vietnam (1,29 persen), dan Hongkong (1,00 persen). Impor terbesar pada Januari-Februari Januari Februari 2013 berasal dari kelompok sembilan negara APEC Lainnya yakni mencapai 38,27 persen atau sebesar USD USD ,7 juta. Kelompok negara ASEAN berada di urutan berikutnya dengan peranan sebesar 30,04 persen (USD9.241 (USD 241,8 juta), kemudian diikuti kelompok negara Uni Eropa 7,99 persen (USD2.458 (USD 458,6 juta), kelompok negara NAFTA sebesar 5,16 5 persen (USD ,9 juta), sedangkan kelompok negara lainnya menyumbang 18,54 persen (USD5.703 (USD 703,5 juta). Malaysia menempati urutan kedua sebesar 21,46 persen, diikuti oleh Thailand (19,67 ( persen), Vietnam m (4,30 perse persen), Philipina (1,55 persen) dan Brunei Darussalam (1,49 49 persen), sementara peranan impor dari Myanmar, Laos,, dan Kamboja masih di bawah satu persen. Dari kelompok negara Uni Eropa, selama Januari-Februari Januari Februari 2013 peranan impor yang paling tinggi ggi adalah dari Jerman dengan peranan sebesar 35,46 46 persen dari total impor Uni Eropa. Jika dibandingkan Januari-Februari 2012, maka nilai impor golongan barang konsumsi dan barang modal mengalami penurunan masing-masing sebesar 16,06 persen (US$368,8 juta) dan 12,84 persen (US$762,8 juta). Sebaliknya impor kelompok bahan baku/penolong meningkat sebesar 11,68 persen atau US$2.473,7 juta. GRAFIK 4. 18 Dilihat dari peranannya selama Januari-Februari periode , rata-rata peranan tertinggi diberikan oleh impor bahan baku/penolong yaitu 73,71 persen, diikuti oleh rata-rata impor barang modal sebesar 19,16 persen dan rata-rata impor barang konsumsi sebesar 7,13 persen. Sementara itu, peran barang konsumsi yang tertinggi dicapai di tahun 2011 yaitu sebesar 7,97 persen. Golongan bahan baku/penolong memberikan peranan tertinggi di tahun 2013 sebesar 76,90 persen, sedangkan golongan barang modal peran tertingginya dicapai pada tahun 2009 sebesar 21,72 persen. Jika dibandingkan dengan periode yang sama tahun sebelumnya, peranan nilai impor barang konsumsi dan barang modal terhadap keseluruhan nilai impor pada Januari-Februari 2013 mengalami penurunan masing-masing dari 7,81 persen menjadi 6,27 persen (turun 1,54 poin) dan dari 20,19 persen menjadi 16,83 persen (turun 3,36 poin). Sebaliknya impor bahan baku/penolong meningkat dari 72,00 persen menjadi 76,90 persen (naik 4,90 poin). Menurut golongan barang SITC (Standard International Trade Classification) 1 dijit, kelompok barang utama impor selama Januari-Februari 2013 adalah kelompok mesin dan alat angkutan dengan nilai sebesar USD9.835,7 juta dan memberikan peran sebesar 31,97 persen dari total impor Indonesia. Dilihat dari nilainya, maka nilai impor kelompok ini turun 2,23 persen jika dibandingkan bulan yang sama tahun sebelumnya. Demikian juga jika dilihat dari peranan impor kelompok barang ini mengalami penurunan dari 34,19 persen menjadi 31,97 persen. TABEL 5. Selanjutnya yaitu bahan kimia dan produknya xvii

19 sebesar USD3.755,0 juta (12,21 persen), bahan makanan dan binatang hidup sebesar USD1.973,7 juta (6,41 persen), kelompok barang lainnya sebesar USD1.110,0 juta (3,61 persen), bahan baku dan hasil tambang sebesar USD1.412,0 juta (4,59 persen), minuman dan tembakau sebesar USD132,4 juta (0,43 persen), dan minyak nabati dan hewani sebesar USD34,3 juta (0,11 persen). Selama Januari-Februari 2013, pelabuhan di DKI Jakarta membongkar barang impor terbesar dibanding dengan pelabuhan di provinsi lain, yaitu sebesar USD14.504,4 juta atau 47,15 persen dari total impor Indonesia. Provinsi dengan impor terbesar kedua adalah Jawa Timur yang mencapai USD4.098,6 juta (13,32 persen), diikuti Jawa Tengah USD2.279,7 juta (7,41 persen), Kepulauan Riau USD2.269,1 juta (7,38 persen), Banten USD1.959,2 juta (6,37 persen), Kalimantan Timur USD1.396,1 juta (4,54 persen), Jawa Barat USD877,9 juta (2,85 persen), dan Sumatera Utara sebesar USD841,5 juta (2,74 persen). Kemudian nilai impor yang masuk melalui provinsi Kalimantan Selatan dan Lampung masingmasing sebesar US$698,2 juta (2,27 persen) dan US$504,8 juta (1,64 persen). Sementara nilai impor ke provinsi lainnya masih berada di bawah USD500 juta. GRAFIK 5. Sementara itu, tujuh provinsi lainnya mengalami peningkatan dimana peningkatan tertinggi xviii

20 dicapai oleh provinsi Jawa Barat sebesar, yaitu 480,62 persen. Sedangkan peningkatan terendah dicatat oleh provinsi Jawa Tengah yang hanya meningkat 1,15 persen. Dari tujuh provinsi utama yang mengalami peningkatan nilai impor, hanya provinsi Jawa Barat yang meningkat di atas US$500,0 juta atau sebesar US$726,7 juta (480,62 persen). Empat provinsi berikutnya meningkat antara US$100,0 juta sampai dengan US$500,0 juta, yaitu Kepulauan Riau sebesar US$378,8 juta (20,04 persen), Kalimantan Timur sebesar US$365,4 juta (35,45 persen), Banten sebesar US$178,1 juta (10,00 persen), dan Kalimantan Selatan sebesar US$142,6 juta (25,67 persen). Dua provinsi lainnya meningkat di bawah US$100,0 juta, yaitu Sumatera Utara US$88,0 juta (11,68 persen) dan Jawa Tengah sebesar US$26,0 juta (1,15 persen). TABEL 6.
