3 Community Water System Emergency Plan Guide - Page 3 of 6 Rev Chain Of Command Responsibilities Section 3. Emergency Notification Procedures The primary responsibility lies with the board of commissioners. During a water emergency they will direct and assist the Superintendent and Chief Operator in implementing emergency policies. Including assisting in the preparation and distribution of the Boil Order notices and do not drink notices. Section 3A. Boil Orders / Do Not Drink Orders It is the responsibility of the Chairman of the board of Water commissioners to decide when to issue a boil order or a do not drink order. When the decision has been made, the chairman will direct one of the other commissioners or the superintendent to distribute a copy of the boil order to the users either by hand, posting it in all public places, notify the radio stations as well as delivering a copy to the local newspapers. The boil order itself will be a copy of the one that the NHDES Supplies. System Equipment & Chemicals CSWW has an office located at 146 Davison Road with an attached garage which houses the service truck and is protected from power loss by a 10,000 Watt stand by generator. CSWW has three gravel pac wells. GPW1 and GPW 2 are located at 250 Weare Road. GPW 3 is located on Foster Road. GPW One and Two are vertical turbine pumps with fifteen horse motors for power. GPW three is a submersible pump. 250 Weare Road has on site a cold storage building which houses spare parts and pipe for making emergency repairs. CSWW has two water storage tanks; Davison Road Tank is a Natgun 500,000 gallon tank with the capability of receiving bulk deliveries. Procter Hill Tank is a 300,000-gallon tank also with bulk delivery capabilities. One service/repair truck with snowplow and 5000 watt power inverter. One base station radio and one portable with the capability of communicating with the local fire, emergency management directors as well as emergency dispatch centers.
5 Community Water System Emergency Plan Guide - Page 5 of 6 Rev Chemicals CSWW treats the water with 25% sodium hydroxide for corrosion control. We buy it in bulk. Pump house one and two each have one double walled five hundred-gallon tank stored inside the buildings. There are also emergency eye wash station/emergency showers in each building as well as an emergency spill kit in each building. Section 4B. System Plan There is an up to date plan in the water works office as well as the selectman s office vault. Section 4C. System Demand What is the total production capacity of this system? What is the total storage capacity of this system? What is the average daily demand of this system? What is the maximum daily demand of this system? Estimated Available Water (divide total storage capacity by average daily demand) 1,094,400 Gallons per day 800,000 Gallons 200,000 Gallons per day 600,000 Gallons per day 4 Days Section 5. Alternate Water Source Section 5A. Bulk and/or Bottled Water Bottled water would be available to be handed out, purchased from Poland Spring Water phone number Bulk water could be hauled in and put in our storage tanks. The valves allow CSWW personal to isolate almost every street from the rest of the system. CSWW personal would hand out flyers and verbal warnings to the water users wasting water during an emergency. Section 8. Return to Normal Operation Once we are certain that the emergency has passed the Superintendent sees to it that the system is returned to normal operations. Section 9. Vulnerability Assessment (optional) Env-Ws does not require you to submit a vulnerability assessment as discussed in this section. Vulnerability assessments were required for community systems that serve 3,300 people or more back in 2003/2004 per the Bioterrorism and Response Act (H.R. 3448). N/A Section 10.
