8 Vehicle Ramming Attacks October 31, 2017 New York City West Side Pedestrian/Bike Path At 2:06 p.m., suspect rented a flatbed pickup truck at a Home Depot store in Passaic, New Jersey. He entered New York City via the George Washington Bridge at 2:43 p.m. At 3:04 p.m. suspect began his attack, maneuvering the truck into a bike lane adjacent to the West Side Highway and travelling southbound at a high rate of speed. After hitting a number of bicyclists and pedestrians, suspect crashed the truck into an occupied school bus and exited the vehicle brandishing two imitation weapons.

9 Vehicle Ramming Attacks Both ISIS and al-qa ida have previously encouraged the use of vehicle ramming and edged weapons as an accessible, low-tech tactic for inspired attacks. Three issues of ISIS s Rumiyah magazine released in October, November, and December 2016 featured tactical guidance for vehicle ramming and knife attacks in a reoccurring segment titled Just Terror Tactics. In addition to ISIS, al-qa ida has promoted vehicle-ramming in several of its publications, most recently in a July 2016 issue of its Inspire Guide. A 2010 issue of its Inspire magazine specifically urged readers to modify vehicles with edged weapons and recommended potential assailants reach a high speed in order to inflict maximum carnage. ISIS has previously advised sympathizers carrying out a vehicle ramming attack to drive into a crowd until it becomes impossible, at which point one may exit the vehicle and finish the operation on foot with a secondary weapon guidance that closely mirrors the tactic used by suspect in New York City attack.

10 Vehicle Ramming Attacks On October 15 and 19, 2017, the pro-isis al- Wafaa Media Foundation, published propaganda graphics depicting various locations around New York City with text portending violent attacks. A November 1, 2017 release of two propaganda images celebrated the October 31, 2017 vehicle ramming attack in Manhattan.

42 Suspicious Behavior ISIS advises its adherents to practice ahead of their planned attack. According to media reports, the vehicle that was used in the August 14 vehicle ramming attack outside the Houses of Parliament in London was seen in the Westminster area for approximately an hour and a half until the incident took place.
