1 1. Introduction COSTS IN PREVENTION OF CRIME ON PUBLIC TRANSPORT APPENDIX 4 The Home Office costs of crime study include estimates for the costs incurred in anticipation (or prevention) of crime. These costs are mainly the expense of insurance administration and the cost of installing defensive measures, predominantly the cost of burglary and other alarms. In the Home Office study, the cost of insurance administration accounts for half of the costs in anticipation of crime or 1% of the total costs of crime. The other half of costs in anticipation (or 1% of total costs) is the cost of installing measures to prevent crime. There are many and varied initiatives in place throughout the public transport sector that have prevention of crime and anti social behaviour as an objective, often in combination with other objectives such as responding to crime, or for staff or passenger management. Some measures also have other (non crime) purposes, such as CCTV camera surveillance for crowd control and anti terrorism, and the deployment of staff for other customer care and bus and rail station duties as well as a deterrent to crime. Those in the public transport sector who were contacted for the costs of crime research were asked to provide the costs of measures in place to prevent crime. The information provided by those in the public transport sector is included in this report, but given the diversity and piecemeal nature of this data it was not possible to reliably extrapolate from the examples to calculate total costs in prevention of crime for the public transport sector as a whole. In this report, the available information on different kinds of preventive measures has been collated and how the data can be used as a basis for calculating total costs in prevention or anticipation of crime for the public transport sector. It has not been possible to reliably produce estimates in a table format by categories of crime. 2. Insurance administration Costs in Prevention The cost of insurance administration was estimated in the Home Office study to be approximately 1% of total costs of crime. The Association of British Insurers does not collate information that would identify the cost of insurance administration specific to the public transport sector. However, if it was assumed to be of the same scale as in the Home Office study this would be a cost to the public transport sector of 15.5 million in 2006/ Physical security measures CCTV camera surveillance and monitoring The installation of CCTV cameras and their monitoring is a generally applied measure across the public transport network: at rail and bus stations; on buses, trains and trams; and at depots and garages. Although from some of the examples average cost data can be calculated, there is a considerable range in average costs because the number and quality of the cameras installed varies greatly across the sector. It is also not possible to reliably 1

2 calculate the number of static CCTV cameras installed in rolling stock and at stations and depots or the number of mobile cameras installed as a temporary measure in bus shelters. Moreover, CCTV camera surveillance is not used solely as a defensive measure against crime but also, for example, for crowd and staff management and for anti terrorism. Thus the costs of installing and monitoring CCTV cameras should not be attributed solely as a cost for crime prevention. The images from CCTV cameras are also used increasingly to provide evidence for prosecutions and thus part of the cost should be attributed as a response to crime and not solely as a cost in anticipation. As the examples below demonstrate, there are considerable variations in the costs of CCTV - reflecting the wide range in the number, quality and technology of the cameras installed and cabling requirements. Rail stations and trains: examples of costs One train company installed 100 CCTV cameras at rail stations at a cost of 350,000 (an average of 3,500 per camera) One rail station was equipped with new CCTV cameras covering the station concourse, platforms and station entrance at a cost of 180,000 All trains on the North London network were equipped with CCTV cameras at a cost of 500,000 All trains on the Great Northern inner suburban network were equipped with CCTV cameras at a cost of 785,000 Providing CCTV cameras in 636 train carriages cost 4million to install (average cost of 6,290 per carriage) Twenty trains on one metro system were equipped with CCTV cameras at a cost of 95,000 ( 4,750 per train) A train operating company estimated the cost of reviewing CCTV tapes from their stations and trains as 78,000 per annum - the reviews were conducted following requests by the BTP or after an incident More than 500 rail stations have CCTV cameras that are monitored live at central control centres. The control centre for Southern Trains in Streatham Hill was developed at a cost of 3.8 million Buses, bus stations and depots: examples of costs One bus operator in a non-metropolitan district had CCTV camera surveillance installed on 79 buses at a total cost of 240,000 (an average cost of 3,040 per vehicle) In one metropolitan area, 500 buses were fitted with eight CCTV cameras at a total cost of 1.43million (an average cost of 2,860 a bus) A bus operator estimates that the cost of maintaining CCTV camera surveillance on 275 vehicles was 239,017 per annum (an average annual cost of 869 per vehicle) A bus company in a metropolitan district estimated the annual cost of CCTV and security at their garages and other commercial buildings to be 50,000 2

3 A bus company in a metropolitan district provided a cost of 3,090 for installing CCTV camera surveillance at their main depot Cost estimates: CCTV camera surveillance Over 50% of rail stations were equipped with CCTV surveillance systems with an estimated 20,000 cameras (ATOC 2006). If the average cost in 2006/07 was 1,500 per camera, the estimated 20,000 cameras at rail stations would have cost 30 million in total to install. This is not an annual estimate but an estimate of total cost. Network Rail manages the 16 largest rail stations in England and CCTV camera surveillance in installed in all of these stations. There is a network of 1,900 CCTV cameras in Network Rail managed property in London alone (Network Rail 2006). The company has a policy to replace CCTV cameras after ten years (Network Rail 2007). The 1,900 cameras in London alone would have cost an estimated 2.9million to install. This is not an annual estimate but an estimate of total cost. More than 3,000 trains were equipped with CCTV (ATOC 2006). If the average cost in 2006/07 was 3,500 per train, an estimate of the total cost of installation is 10.5 million. This is not an annual estimate but an estimate of total cost. There were 15 control centres for the rail network in 2006 (ATOC 2006) and, if the total cost of development was 3million, the estimated total cost of developing these control centres would be 45 million. This is not an annual estimate but an estimate of total cost. Transport statistics produced by the Department for Transport estimated that in 2006/07, 91% of London buses and 31% of buses outside London have CCTV camera surveillance. There were about 8,000 buses in London (7,280 with CCTV) and 35,800 outside London (11,098 with CCTV). There were between 55,000 and 60,000 CCTV cameras on London buses, an average of 7 cameras per vehicle. At an average cost of 2,500 per vehicle, the total cost of installation is estimated at 20million. This is not an annual estimate but an estimate of total cost. Outside London, the average number of CCTV cameras per vehicle is likely to be lower than in London because some of the buses will be single deck. If there was an average of 5 cameras per vehicle and at a cost per vehicle of 1,787, the total cost of installation is estimated at 19.8 million. This is not an annual estimate but an estimate of total cost. There is no information on the number of bus stations with CCTV camera surveillance in England or the number of CCTV cameras installed. Thus no estimate of cost can be produced. Increasingly, mobile CCTV cameras are being deployed in bus shelters that are the target for graffiti and other criminal damage. There is no information on the number or cost of these CCTV cameras. 3

4 Other physical security measures These examples demonstrate the range of costs involved in the development of other physical security measures: The cost of installing assault screens to one bus fleet was 55,500 (approximately 400 per vehicle). DNA swab kits cost about 1 each to purchase, but the cost of conducting a test on a used kit is estimated to cost between 400 and 600. One bus company said there was an on-going annual cost of 2,000 to provide new drivers joining the company with DNA swab kits. A company provided personal attack alarms to 300 drivers at a cost of 825 (an average cost of 2.75 per alarm). One bus company had installed a secure door entry system at one depot at the cost of 3,917. There is no information on the cost of burglar alarms, although these must be a common feature at stations, depots, offices and garages. Using the data to estimate costs in prevention of crime There is little or no information about the extent of other physical security measures that can be used to reliably calculate the numbers in place or their average and total costs. The following provide an indication of the costs involved in the installation of other security measures: 15 Assuming 70% of buses in England were equipped with driver assault screens and the total number of vehicles was 19,098, using the average cost of 400 per vehicle produces a total cost of 5.4 million. This is not an annual but total cost. Although many train and bus companies are known to issue their front-line staff with DNA swab or spit kits, it is not possible to quantify the numbers issued or calculate the cost involved. Similarly with personal alarms, many companies issue these to staff but it is not possible to quantify the numbers issued or calculate the cost involved. In the Home Office costs of crime study, burglar and other alarms constituted about 1% of the total costs of crime and about half of the total in anticipation of crime. On this basis, the costs of burglar and other alarms to the public transport sector (including depots and garages) would be about 15 million per annum. 4

Costs in prevention: Human resources Dedicated staff and police presence The deployment of dedicated staff, security personnel, Police Officers and Police Community Support Officers is being increasing used to provide passenger and staff reassurance and deter offending on the public transport network. The deployment of such resources is not used solely as a defensive measure against crime but also, for example, detection and evidence gathering (in response to crime) and for anti terrorism. The examples below demonstrate the range of initiatives and costs: The annual cost for one train operating company of maintaining a dedicated unit for crime and disorder is million and in addition there is a cost of additional BTP officers of 280,000 per annum. The weekly cost of static security at sporting events at two rail stations is 18,760, including supervisors and medics. First Capital Connect invested over 1million initially, with a further 905,000 p.a., in 24 British Transport Police Community Support Officers and five British Transport Police Officers. The cost of training for a dedicated unit on the railways, including conflict avoidance training, was estimated at 1,500 for each member of the dedicated staff team. One bus operator in a non-metropolitan district pays for a dedicated Community Support Officer at an annual cost of 11,000. The annual cost of a Patrol and Response team for the bus and bus station network in a conurbation is 71,641. The cost of security of night buses for an operator providing services in metropolitan and non-metropolitan areas is 67,619. The annual cost of a revenue protection team for the bus network in one conurbation (three revenue protection inspectors and transport) is 100,000 per annum. In London, the TfL TOCU has a total of 1,300 officers and the Safer Travel Teams have a total of 378 officers with the key aim to enhance perceptions of safety and security. The cost of 1,200 uniformed officers for surface transport policing was estimated at a cost of around 70 million in The annual cost of a unit dedicated to tackling and preventing crime and anti social behaviour on the bus network in the West Midlands was 1.3 million. The team of police officers has an Inspector, three Sergeants, eight police constables, twenty nine community support officers and two intelligence officers. Using the data to estimate costs in prevention of crime The range in the type and scale of the initiatives in place makes it impossible to reliably calculate an average cost Drawing on two examples, the annual cost of the London and West Midlands police units to tackle crime and disorder on public transport was estimated at 71.3million in 2006/07. 5

6 5. Social crime prevention Rail and bus operators, Network Rail, Public Transport Executives and Transport for London all invest monies for social crime prevention. Much of this is targeted at children and young people to encourage their responsible use of transport networks. But it also includes work with adults, for example to highlight the dangers of trespass on the railways. Part of the expenditure on these initiatives will be for safety issues and not solely for crime prevention. A train operating company estimated that of expenditure on social crime prevention initiatives, 60% was in prevention of crime and 40% for safety. The following examples illustrate some of the range of initiatives in place for social crime prevention and include those to raise public awareness: Network Rail have a full time team of regional managers dedicated to working with the community to raise awareness among young people and communities of the dangers and consequences of misusing the rail infrastructure. Investment in these initiatives is approaching 10million a year including investment in national campaigns and work within the community. One train operating company works with others and Network Rail to deliver bike crime road shows, with an average cost of 300 per event for each company. The annual budget for Crucial Crew for one bus operator in a metropolitan district is 9,125. One bus operator identified a cost of 1,600 associated with the production of publicity detailing police prosecutions for anti social behaviour on buses. The range of initiatives and the relative paucity of cost data make it impossible to make estimates of the average or total costs of social crime prevention.
