The ballot is for formally voting on whether or not you concur with the committee s actions on the comments. Reasons must accompany all negative and abstention ballots. The addition of the reference to NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In Service Automotive Fire Apparatus would be a beneficial reference tool that can be used by ARFF Maintenance personnel to help maintain their ARFF vehicles. Modify text text to read as follows: F.1.1.NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Fire Apparatus. The committee agrees that this should be included in the document, but where there are no requirements from 1911 it should be in Annex F Log #CC2 Technical Committee on Aircraft Rescue and Fire Fighting, Modify the following text to read as follows and renumber chapter 2 and Annex F accordingly: Global Engineering Documents, An IHS Company, 15 Inverness Way East, Englewood, CO NATO Document, Dynamic Stability Report Allied Vehicle Testing Publication (AVTP), 03-16W. The committee has chosen to remove the reference to this document as part of the requirements within this document and add it as an informational reference only Log # Add definition in Chapter 3 for "readily accessible" from NFPA 1901 Standard for Automotive Fire Apparatus section "Able to be located, reached, serviced, or removed without removing other components or parts of the apparatus and without the need to use special tools to open enclosures". Need definition of the term "readily accessible" that is being added to The submitter of this comment is in attendance at the meeting and wishes to withdraw this comment as it has been accepted in proposal (Log #CP150). 1

3 414-4 Log # This requirement shall not apply to small commercial vehicles with a capacity of < 528 gallons. No definition for commercial vehicles in document and committee consensus was not to add a definition Log # Add new text as follows: Manufacturer shall install a tag in the cab showing continuous duty rating and max speed rating with any limitations for all tires. This is a critical safety data that the driver needs to know and is currently only available in manuals. The committee feels that this is a local preference and should be specified by the the AHJ Log #CC4 Technical Committee on Aircraft Rescue and Fire Fighting, Modify text and add annex items to read as follows: A rear-wheel steering (RWS) system may be used on vehicles to improve the vehicle clearance circle radius and tire wear. The following is a list of available options that can be ordered from the ARFF vehicle manufacturers: (5) Suspension, mobility, and tire options as follows: (a) Reduced underaxle and underbody clearances to provide a more stable performance on pavement when the vehicle suspension is designed to permit instantaneous adjustment to the required height for off-pavement travel (b) Tag or other non-powered axle(s) to assist in weight distribution and/or stability requirements (c) Vehicle stability systems (d) Passive or active suspension components to increase the stability of the vehicle while decreasing the rollover threshold (e) Spare tire(s) (f) Bead locks on tires and rims (g) Run flat devices in all tires and wheels mounted on the vehicle (h) Rear-wheel Steering System The committee has chosen to move these requirements from the body of the document and to make them annex items. These items had passed ballot at the ROP stage but after careful consideration they are being moved to the annex. 2

4 414-7 Log #CC3 Technical Committee on Aircraft Rescue and Fire Fighting, Delete the following text that was approved at the ROP stage: If specified by the purchaser, a rear-wheel steering (RWS) system shall be used on vehicles to improve the vehicle clearance circle radius and tire wear of the most rear axle tires. The committee has chosen to delete new text that was passed at the ROP stage and make it an annex item to another section within the document Log # A device inside the cab that is designed to protect driver and crew from overhead glare and light from the sun. More specific and clarity to meet the intent of the committee A means or provision device inside the cab that is designed to protect driver and crew from overhead glare and light from the sun. The committee agrees with the submitters intent however they feel that in striking out the text they did provides better clarity of the requirement Log # Add sections and from NFPA 1901 Standard for Automotive Fire Apparatus 2009 Edition and remove current text. Consistent safety performance criteria that can be designed and tested for compliance Log # Exterior access handrails shall be between 1 in and 1 in 1-5/8 in...". Clerical correction - should have been 1-5/8 in. to begin with. 3

5 Log # A front bumper shall be mounted on the vehicle and secured to the frame structure. Delete current text. The proposed text does not provide is not performance based and is very subjective to design and test. Unless performance can be defined, will need to stay away from this type of text that is unenforceable Log # Where specified a drain shall be at the lowest point...". A drain must be a required item and not interpreted as optional. Modify text to read as follows: Where specified a drain shall be at the lowest point with a valve for draining all of the liquid from the pumping system where desired. The committee agrees with the submitter however they believe that "where desired" should also be removed for the same reasons the submitter provided for the original comment Log # The propellant gas cylinders shall be sized to provide...". It is the cylinder that needs to be sized and not the gas. The propellant gas cylinder(s) shall be sized to provided in sufficient quantity the capability to expel the halogenated agent fire-fighting agents as well as to purge all piping and hose lines after use. The committee believes that these changes better clarify the requirement. 4

Current text uses terms that are not in the definitions and also does not read correctly Delete current text and replace with "The propellant cylinder(s) shall be readily accessible for replacement after each use". The committee believes that this clarifies the requirement. 5

7 Log #CC1 Technical Committee on Aircraft Rescue and Fire Fighting, Modify text and add new text/figure to read as follows: A double lane change test shall be conducted as follows: in accordance with NATO AVTP W. (a) The vehicle shall be driven through the cones at a 40 kph (25 mph) speed without loss of control or vehicle stability in two directions. The vehicle shall not display oversteer or understeer characteristics. (b) This test shall be accomplished for all prototype first article vehicles only. (c) The vehicle shall be fully loaded and equipped for this test TEST CONDITIONS: (a) Wind speed shall be = 3 m/s. TEST SURFACE: (a) The test surface shall consist of a large uniform paved surface that is hard and level with a slope of = 2% in all directions with a coefficient of friction of = 0.7. (b) The surface shall be dry and clean of debris, and be large enough to ensure test area safety. TEST TRACK DIMENSIONS: (a) The double lane change track dimensions are shown in Figure (b) Traffic cones shall mark the corners as shown in Figure TEST PROCEDURE: (a) The operator shall drive through the first section keeping the speed as steady as possible while driving the entire test track. (b) The operator shall repeat the test at various speed increments until: (1)The maximum speed for the test is completed (2) Or the limit of the vehicle s stability is attained (3) Or it becomes impossible to cross the test track without knocking the traffic cones down. (c) The parameters and the vehicle s behavior during the test shall be recorded. (d) The test shall be repeated in the opposite direction. (e) The entire test shall be repeated with two different drivers. DATA DOCUMENTATION: (a) The following data from the test shall be documented: (1) Characteristics of the Test Surface and Test Dimensions (2) Test number (3) Direction of test (4) Speed of test (5) Vehicle behavior (6) Number and position of the cones knocked down The committee has chosen to list out the individual requirements that were contained in the NATO document that was referenced within the body of the document as part of the requirements. The reasoning is that this document, NATO AVTP W, has been proven to be rather difficult to obtain and they believe that it would better serve the end user to have the requirements spelled out rather than reference the end user to another document. 6

The intent of the original submitter is to increase safety of fire fighters and general public. ARFF vehicles are used in public roads and the federal regulations require compliance to FMVSS 121. Committee rejected the original proposal based on use of undefined words etc. My comment reflects the original intent and provides a way to use a current standard to achieve it. The committee has chosen to hold this comment as it introduces new material, and at this point of the revision cycle new material can not be introduced. 10 Log #1 John Hawk/ Kris Cozart, U.S. Air Force Research Laboratory Revise text as follows: where: S = ½ (length 1 + length 2 + length 3) The equation as written calculates an incorrect value for vehicle clearance circle radius because the factor "1/2" was left out of the equation for S. The recommended change can be verified by looking in a geometry textbook, or a mathematic or engineer's handbook, under the subject heading of circumscribed circles of triangles. Modify text to read as follows: S = length 1 + length 2 + length 3 2 The committee agrees with the submitters correction of the equation, however the committee believes it should read the way they have written it. It is the same as they one provided by the submitter, just that it is cleaned up editorially Log # Delete text as follows: The vehicle's siren speaker shall be mounted in it's approved location and in working order. There is no "approved location" till a test is done. The original text was "proper location" and in our opinion this complete section is stating the obvious and is not needed Log # The propellant gas tank(s) shall be fully charged and within pressure to the rated pressure. The committee believes that this change better meets the intent of the requirement. 8

11 Log # A Current material. Add text - This system should be equipped with mechanical redundancy to lock the rear steering in case of electrical failure. Wide spread need is not demonstrated and purchaser can specify if the local conditions need it - this is a minimum standard. Added safety information when this option is considered by a purchaser. See committee action on (Log#CC4) as the committee has chosen to incorporate this text addition as an annex item to an existing section Log #2 John F.
