3 Public Comment No. 11-NFPA [ Section No ] Pressure Fuel Servicing. A system used to fuel an aircraft by close closed coupling under pressure. The sentence structure states a "close" coupling versus a "closed" coupling, changing close to closed eliminates confusion as to what exactly is a "close" coupling, I believe this is a typo. However, in dealing with the FAA Inspector during a Part 139 Inspection for Aircraft Refueling Vehicles, a requirement was imposed on my inspection to perform a 5% overshoot test on an AV GAS 100LL truck with an over wing dead man type nozzle. This type of refueling does not constitute, in my opinion a "close or closed coupling" and as such the requirement is erroneous. What I want to prevent, is the FAA stating that a "close" coupling versus a "closed" coupling can be attributed to an over wing nozzle. Respectfully, Matthew T. 4 Public Comment No. 3-NFPA [ New Section after ] NFPA 407 input: Section : No mention of lessor levels of spills: i.e. insignificant/priming (less than, i.e.18 inches), minor/small (more than 18 inches but less than 10 feet in any direction). No mention of fire bottle attendant requirements after insignificant or minor spills until the area is cleaned and cleared as safe by the supervisor. Adding these statements would help to define and integrate standards used by all branches of the military [i.e. MIL-HDBK-844B(AS)] for evaluating and reaction to different levels of fuel spills. The local airport spill contingency plans need a reference for a response plan and reporting standards for "priming and minor spills" which FBOs/MROs can utilizes when the requirement for determining when, and when not, assistance from the local CFR is required. In addition, persons trained in fuel equipment and emergency procedures are not necessarily trained and qualified in the use of flight line fire bottles. Having the requirement listed for a fire bottle attendant for small spills would require those personnel to be properly trained in fire extinguisher use.the 40 CFR 122.7/8 and CFR 112 should also be reference in the front matter references. 5 Public Comment No. 10-NFPA [ Section No ] Aircraft fueling while onboard engines are operating shall be permitted only under the following conditions: (1) A pilot licensed by the appropriate governmental body shall be at the aircraft controls during the entire fueling operation. (2) All passengers shall be deboarded to a safe location prior to rapid refueling operations, except as permitted in (3). (3) Patients on board medical transport aircraft shall be permitted to remain on board the aircraft with a medical provider during rapid refueling operations if, in the opinion of the medical provider, removal from the aircraft would be detrimental to the patient s condition. (4) Passengers shall not board or deboard during rapid refueling operations. (5) Only designated personnel, properly trained in rapid refueling operations, shall operate the equipment. Written procedures shall include the safe handling of the fuel and equipment. (6) All doors, windows, and access points allowing entry to the interior of the aircraft that are adjacent to, or in the immediate vicinity of, the fuel inlet ports shall be closed and shall remain closed during refueling operations. (7) Fuel shall be permitted to be dispensed by one of the following methods: (a) (b) Dispensed into an open port from approved deadman-type nozzles with a flow rate not to exceed 227 L/min (60 gpm) Dispensed through close-coupled pressure fueling ports. (8) Where fuel is dispensed from fixed piping systems, the hose cabinet shall not extend into the rotor space. (9) Clearance between aircraft fuel servicing vehicles and rotating components shall be maintained by one of the following methods: (a) (b) A curb or other approved barrier shall be provided to restrict the fuel servicing vehicle from coming closer than within 3 m (10 ft) of any aircraft rotating components Fuel servicing vehicles shall be kept 6 m (20 ft) away from any aircraft rotating components, and a trained person shall direct fuel servicing vehicle approach and departure. As written, the patient may be required to remain onboard the aircraft without a medical provider. If the patient is in such a condition that removal from the aircraft would be detrimental, constant attendance by a medical provider would likely be necessary. A Aboveground fuel storage tanks are best placed in locations away from aircraft operating areas. If such locations are not practical or possible, aboveground tanks should be located in areas where they will not be struck by aircraft, to include wingtips, tails, or wing mounted engines of aircraft that could concievably taxi near the storage tank. If locating the tank away from areas where it is not able to be struck is not possible, an underground storage tank may be preferable If underground fuel storage tanks are located in areas where aircraft may taxi over them, the tank and all appurtenance openings or covers shall be of sufficient strength to support taxing aircraft and ground vehicles. Design standards based on Airplane Design Group (ADG)) does not address separation distances on ramp and apron areas, only distances from taxiways and taxilanes. A large ramp area may be separated from a taxiway or taxilane enough to meet the FAA requirements, but still allow aboveground fuel storage in an area where it may be struck by aircraft.
