2 Certification Criteria Apparatus Operator ARFF Pre-Course Job Performance Requirement (Driving Skills) Examination PACKAGE (Skills 1 6) Pre-Requisites - Prior to attending an Apparatus Operator: ARFF certification course the candidate will be required to perform the pre-course job performance requirements (driving skills) on an ARFF Apparatus tested by an Alabama Fire College trained Evaluator ( Pre-course job performance requirement (driving skills) examination will be conducted by the evaluator utilizing the current AFC Pre-Course Job Performance Requirement Skills Sheet package o AO: ARFF Skills 1-6 (NFPA 1002): Student/Candidate: Student will be allowed one test and one retest during initial performance examination. If unsuccessful on initial attempt, student will be allowed one additional test and retest after 30 days and within one year of initial attempt. Student must successfully pass the skills evaluation to a minimum of 70%. Student must submit the completed skills sheet pre-course driving package to the Instructor on the first day of AO: ARFF class. o Student will not be allowed to continue to train in the AO: ARFF course if the required pre-course driving package is not submitted on the first day of the class. Evaluator Requirements: Evaluator must meet the minimum certification requirements and verify by signature the eligibility requirements on the skills sheets: o Fire Instructor I certificate number o AO: ARFF certificate number Evaluator must complete the Evaluator Training PowerPoint. o This PowerPoint (contains policy, instructions, guidelines on skills testing) is available on the AFC website ( Evaluator must complete the required pre-driving Skills Sheets (1 6) for student Instructor Requirements: Instructor must verify that the Pre-Course Driving Requirement is complete and allows for student to remain in course and sit for the certification exam. o AO: ARFF Skills 1-6 (NFPA 1002): Basis: Alabama Fire College & Personnel Standards Commission, Administrative Code, Chapter 360-X-7-.03: Requirements for Certified Apparatus Operator: ARFF Certification Criteria Revised 02/23/13
3 Alabama Fire College Fire Apparatus Operator: Airport Rescue Firefighter JPR Verification Sheet Full Name: Fire Department: This JPR Verification Sheet is to be used in conjunction with the Alabama Fire College Apparatus Operator: Airport Rescue Firefighter Pre-Course Skill Sheets 1-6. These skills meet all the requirements of NFPA 1002, Standard on Fire Apparatus Driver/Operator Professional Qualifications, 2009 edition. Each of these skills should be assessed by a qualified evaluator during the skills test. This form and pre-course skills 1-6 must be submitted to the Course Instructor on the first day of class. 4 Preventive Maintenance Operational Status of an ARFF Fire Department Vehicle Qualifications, 4.2.1, 9.1.1, 2009 Edition Apparatus Operator - ARFF Skill Sheet- AO:ARFF - 1 The candidate, given a fire department ARFF vehicle, its manufacturer s specifications, maintenance and inspection forms, and policies and procedures of the jurisdiction, shall perform and document routine tests, inspections, and servicing functions on the systems and components specified in the performance steps, so that the operational status of the vehicle is verified and deficiencies are reported. Criteria/Performance Steps: Test Retest 1. Inspects battery(ies) as clean, corrosion free and secured. 2. Inspects braking system for air/fluid leaks CRITICAL POINT 3. Inspects coolant level is within manufacturers recommendation - CRITICAL POINT 4. Inspects electrical system, all running and emergency lights are operational, electronic audible devices operate - CRITICAL POINT 5. Inspects fuel level above ¾ tank 6. Inspects hydraulic fluid level in transmission, within manufacturers recommendations - CRITICAL POINT 7. Inspects engine oil within manufacturers recommendation - CRITICAL POINT 8. Inspects tires, sufficient tread and are inflated to manufacturers recommendation - CRITICAL POINT 9. Inspects steering system linkage for wear, fluid level within manufacturers recommendations - CRITICAL POINT 10. 6 Driving/Operating an ARFF Fire Department Vehicle Qualifications, 4.3.1, 9.1.2, 9.1.3, 2009 Edition Apparatus Operator - ARFF Skill Sheet- AO: ARFF 2 The candidate, given a fire department ARFF vehicle, and a predetermined route on a public way that incorporates the maneuvers and features, specified in the performance steps listed, that the driver/operator is expected to encounter during normal and emergency operations, shall operate a fire department vehicle, so that the vehicle is operated in compliance with all applicable state and local laws, departmental rules and regulations. (Directions to evaluator- a section of wet roadway or unpaved roadway may be used to meet step #17) Performance Steps Test Retest 1. Maneuvers four left turns properly 2. Maneuvers four right turns properly 3. Maneuvers urban business street properly 1 mile in length 4. Maneuvers rural street properly 1 mile in length 5. Maneuvers through three intersections, two that require a complete stop 6. Maneuvers stops properly 7. Maneuvers left curves properly 8. Maneuvers right curves properly 9. 8 Serpentine Exercise for an ARFF Vehicle Qualifications, 4.3.3, 2009 Edition Apparatus Operator - ARFF Skill Sheet AO: ARFF- 3 The candidate, given a fire department ARFF vehicle, a spotter for backing, and a roadway with obstructions, shall maneuver a vehicle around obstructions on a roadway while moving forward and in reverse, so that the vehicle is maneuvered through the obstructions without stopping to change the direction of travel and without striking the obstructions. Criteria/ Performance Steps Test Retest 1. Passes course marker on correct side moving forward CRITICAL POINT 2. Does not stop vehicle during course CRITICAL POINT 3. Does not hit course marker CRITICAL POINT 4. Passes course marker on correct side moving in reverse CRITICAL POINT 5. Does not stop vehicle during course CRITICAL POINT 6. Does not hit course marker CRITICAL POINT 7. Utilizes mirrors for backing 8. 9 Alley Dock Exercise for an ARFF Vehicle Qualifications, 4.3.2, 2009 Edition Apparatus Operator - ARFF Skill Sheet- AO: ARFF - 4 The candidate, given a fire department ARFF vehicle, a spotter, and restricted spaces 12 ft (3.7 m) in width, requiring 90-degree right-hand and left-hand turns from the roadway, shall back a vehicle from a roadway into restricted space on both the right and the left sides of the vehicle, so that the vehicle is parked within the restricted areas without having to stop and pull forward and without striking obstructions. Criteria/ Performance Steps Test Retest 1. Pulls past the dock 2. Backs into dock space 3. Stops smoothly 4. Does not hit rear of dock 5. Utilizes mirrors for backing Left Alley Dock 6. Utilizes spotter for backing CRITICAL POINT 7. Pulls past the dock 8. Backs into dock space 9. Stops smoothly 10. Does not hit rear of dock 11. Utilizes mirrors for backing Right Alley Dock 12. 10 Diminishing Clearance Exercise for an ARFF Vehicle Qualifications, 4.3.5, 2009 Edition Apparatus Operator - ARFF Skill Sheet AO: ARFF - 5 The candidate, given a fire department ARFF vehicle and a course that requires the operator to move through areas of restricted horizontal and vertical clearances, shall maneuver a fire department vehicle in areas with restricted horizontal and vertical clearances, so that the operator accurately judges the ability of the vehicle to pass through the openings so that no obstructions are struck. Performance Steps Test Retest 1. Maintains normal driving position 2. Does not hit course marker 3. Stops at finishing line without allowing vehicle to move 4. Stops before bumper crosses finish line CRITICAL POINT 5. 11 Confined Space Turnaround Exercise for an ARFF Vehicle Qualifications, 4.3.4, 2009 Edition Apparatus Operator - ARFF Skill Sheet AO: ARFF - 6 The candidate, given a fire department ARFF vehicle, a spotter for backing up and an area in which the vehicle cannot perform a U-turn without stopping and backing up, shall turn a fire department vehicle 180 degrees within a confined space, so that the vehicle is turned 180 degrees without striking obstructions within the given space. Performance Steps Test Retest 1. Maintains normal driving position 2. Clears course markers 3. Stops within boundary 4. Utilizes mirrors while backing 5.
