A summary spreadsheet showing the demographics for each entered district and for any remaining unassigned area(s). Instructions 1. Use the maps with the total population counts printed on them to aggregate the population in the population units to develop six council districts that are equal in population. An ideal district should contain 33,528 persons (the total population of the City 201,165 divided among six council districts). 2. Be careful not to split unnecessarily any obvious community of interest. Use the thematic maps and your knowledge of Modesto communities to identify these areas. 3. Paper submission: Transfer your final map lines to a citywide map of population units using a black marking pen. Do not submit colored maps, as they will not fax. Submit your map to the City Attorney s office (P.O. Box 642, Modesto, CA 95353) or to the City s consultant, National Demographics, (PO Box 5271, Glendale, California, 91221). Alternatively, you can fax your plan in to Electronic submission: the Excel file containing your district assignments to modesto@ndcresearch.com. 5. 3 NDC National Demographics Corporation November 15, 2011 To: Fr: re: Modesto Citizen s Districting Commission Douglas Johnson, President Preliminary Report on the Districting Process Database Development and ulation Analysis The database for the City of Modesto was developed using the 2000 Census PL data file, the 2010 Census Tiger geographic file, American Community Survey data from the U.S. Census Bureau, and the November 2010 voter registration and turnout list. The census geography in the geographic file is comprised of census tracts, census block groups and census blocks. Census blocks are the smallest unit of geography by which persons are counted in the Census and can be as small as a city block in the more densely populated areas. The data file contains information on race and ethnicity for total population and voting age population (18 years of age or older); the number of Citizens of voting age by race and ethnicity; the total number of registered voters; the number of registered voters with Hispanic surnames, the total number of registered voters casting votes in the November 2010 general election; and the total number of registered voters with Hispanic surnames casting votes in the November 2010 general election. The surname counts are provided using both the 1980 and 1991 Hispanic surname lists compiled by the Census Bureau, and the 1991 list was used wherever Hispanic surname data is mentioned unless otherwise indicated. Where they appear, the initials on the data sheet stand for Not of Hispanic Origin. All persons who self identify as of Hispanic ethnicity are factored out of the racial category with which they identified, leaving persons of non-hispanic origin in that category. The total population of the City of Modesto, according to the 2010 Census, is 201,165. This is an increase of 6.5% over the Census Bureau s 2000 count of 188,856 people in the City. In terms of race and ethnicity, in 2000 persons who self identify as of Hispanic origin comprised 35.5 % of the City s total population and 30.4 % of the City s voting age population (eighteen years of age or older). Asian Americans and Hawaiians comprise 8.3 % of the City s total population; while African Americans total 4.3 %. Among registered voters in 2010, Hispanic-surnamed voters comprise 21.4% of all registered voters in Modesto. NDC has prepared thematic maps that depict graphically the location of these populations within the City.
