ADMINISTRATION The meeting minutes from the 2/15/2013 meeting of the SRSTF were reviewed and approved. 2. NEXT STEPS Ms. Hendrzak provided information on major milestones that are anticipated to occur after the 2/28 MRC meeting, with regard to executing the System Restoration Strategy. PJM

RFP OVERVIEW Mr. David Schweizer, of PJM, provided a high-level overview of responses received to the NJ RFP, as well as information on the steps PJM has taken in the past year to improve RFP response level. 4. DRAFT MANUAL LANGUAGE Mr. Boyle reviewed updated manual language based on the compromised proposal. This review included updates to manual language in M-12, M-14d, and M DRAFT OATT LANGUAGE Mr. Eckenrod reviewed the draft OATT language changes as they relation to the System Restoration Strategy solution package. 6. COST ALLOCATION & COMPENSATION This agenda item was not discussed due to time constraints. Compensation discussions to date have focused on TO compensation required to support cross-zonal coordination. Black Start generator compensation was raised as a topic. Ms. Hendrzak reminded that group that compensation changes suggested need to be tied to the System Restoration strategy changes as per the TF Charter. If the group wishes to discuss compensation more broadly, it would require a change to the scope of the TF. That being said, suggestions were made regarding possible changes to generator compensation. It was decided these recommendations would be added to a separate matrix from the Strategy that is going to the MRC for a vote in February. It is expected the proposed changes to compensation will be addressed in a separate vote. 7. ACTION ITEMS Seek feedback from the MRC regarding compensation as it is currently not in this task force s scope. (STATUS Complete) Update FAQ document to include PJM s view on Target System Restoration Time and its relative importance to PJM. (STATUS - Complete) Add the margin / contingency / availability design component back to the matrix (i.e. 25% buffer ). (STATUS - Complete) Document that impact to PJM staff on whatever strategy is selected should be reviewed in Parking Lot tab of Matrix document. (STATUS Complete) Provide Survey Monkey (SM) vote 1 day prior to planned 9/26 release if possible. (STATUS Complete) Include PDF of all options in advance of the SM vote (or as an attachment). (STATUS Complete) PJM
4 Provide an updated matrix.(status - Complete). Provide poll results from 9/21 WebEx poll. (STATUS Complete). Add calculation 4 hour = 91 minutes > 4 hours to TF FAQ s document re definition of Tier 1 and Tier 2 Black Start proposed definitions. STATUS Complete) Continue discussion with OPSI regarding status of SRSTF activities. (STATUS Ongoing. Updated provided on 6/11 conference call. Next call scheduled for 12/3.) Task Force members to review and provide additional input on solutions matrix. (STATUS Complete) Provide periodic updates on status of EPRI Black Start study. (STATUS Ongoing) Review recommended solution against the Task Force Charter and Mission. (STATUS Not Started) Solicit more representation from Generation Owner s to discuss if Component B, option B (Revise testing to 3 years) is due to how they are compensated for the testing. (STATUS New, In Progress) Reformat the Matrix to allow for a larger font. (STATUS Complete) Create KEY DOCUMENTS section on SRSTF page of PJM.com. (STATUS Complete) 8.
