How can YOU help? 2 Principles of 125 Granting Of Reciprocity Poll Question #1 It is the purpose of the Plan to provide a system through which Member Jurisdictions grant Reciprocity to apportioned Fleets of Vehicles and to provide for the continuance of Reciprocity granted to those Vehicles that are not eligible for apportioned registration under the Plan. E.g. 70,000 lb Commercial Trucks E.g. Trailers / Other Agreements. 3 4 Full Reciprocity vs Full Reciprocity & are not related! Full Reciprocity Applies mainly to apportioned vehicles. Grants reciprocity for all registered vehicles in member jurisdictions. Eliminates the concept of estimated distance. Jurisdictions still collect money. (Free Reciprocity) Can operate freely without fees or registration requirements (subject to specific terms and exceptions of jurisdictions). Key Terms APPORTIONED VEHICLE: i. has two Axles and a gross Vehicle weight or registered gross Vehicle weight in excess of 26,000 pounds (11, kilograms), or ii. has three or more Axles, regardless of weight, or iii. is used in combination, when the gross Vehicle weight of such combination exceeds 26,000 pounds (11, kilograms). May apply to: A Commercial Vehicle having a gross Vehicle weight of 26,000 pounds (11, kilograms), or less, and a bus used in the transportation of chartered parties. Does not include: A Recreational Vehicle, a Vehicle displaying Restricted Plates or government-owned vehicles. INTERJURISDICTIONAL & INTRAJURISDICTIONAL 5 6 1

Key Challenges Some exemptions are in policy, but not easily accessible for staff or customers: I believe it is in the weigh scale procedure manual (which hardly anyone ever looks at). Exemptions for 26,000 lbs were not related to reciprocity agreements. Several agreements in place but many are dated, not understood or not followed. No state was able to provide documentation of specific rules for an under 26,000 lb truck. 7 8 St. Johns to Victoria CV with a GVW of less than 11,794 kg can perform interjurisdictional operations without registration. Temporary permit can be purchased from province for intra-jurisdictional operations. Exemption in CAVR (Category B vehicles). What is CAVR? The Canadian Agreement on Vehicle Registration (CAVR) A free reciprocity agreement between all Canadian provinces for commercial vehicles not covered by. Don t need to obtain a vehicle license or pay fees to the host jurisdiction. Plate issued in base jurisdiction is recognized across Canada. CAVR revised in 2001 to provide for limited licensing reciprocity for non-apportioned commercial vehicles. Allows provinces to have exceptions (only BC and Saskatchewan). 3 Registration Reciprocity Agreement (AAMVA) Developed in Only 6 Signatories (Indiana, Maryland, Michigan, Pennsylvania, Wisconsin, Maine). Wide range of vehicles included Objectives of agreement unclear. Included passenger vehicles, charter buses, student, govt. vehicles and several other vehicle types. Challenges with enforcement and administration. Why only 6 Signatories? Free Reciprocity in the 21 st Century? Canadian Agreement on Vehicle Registration (CAVR) Services Bilateral Agreements AAMVA Registration Reciprocity CAVR AAMVA REGISTRATION RECIPROCITY AGREEMENT 1988 Other Multistate Agreement Services With The International Non-Apportioned Commercial Vehicle Agreement ()
4 In May 2010, the Board of endorsed the establishment of a working group to develop an agreement for non-apportioned commercial vehicles. This agreement is referred to as the International Non-Apportioned Commercial Vehicle Agreement (). Presentations / Breakout Sessions at Meetings. Survey of Community on. Stakeholder Communications and Consultations. Presented at NATSA Conference (2010) AAMVA Conference (April 2011) Developing Agreement. Working with legal services and key stakeholders. Survey Key Findings: Many jurisdictions are unclear of existing reciprocity agreements for non-apportioned commercial vehicles. A new agreement would align with many of the current practices of jurisdictions. A new agreement would clarify rules for nonapportioned commercial vehicles operating in the US and Canada. Most respondents (jurisdictions and industry) are in support of the community developing this agreement. 21 Key Principles Incorporates definitions and format of. Applies to not (normally) apportionable vehicles: Vehicles displaying restricted plates. City pick-up and delivery vehicles. Government-owned vehicles. Applies to optionally apportionable vehicles: Charter buses (option of registrant). Vehicles having a GVW of 26,000 lbs / 11,794 kg or less (option of the registrant). Would supersede other reciprocity agreements for commercial vehicles (with the exception of the Plan). Exceptions permitted. Not encouraged, but required to meet specific needs of some jurisdictions
5 NON-APPORTIONED VEHICLE ARTICLE II DEFINITIONS Non-apportioned Vehicle means a Vehicle used for commercial purposes for which registration under the International Registration Plan is optional or which is ineligible for registration under the International Registration Plan, specifically: i. a motor vehicle with two axles and an actual gross Vehicle weight and registered gross Vehicle weight of 26,000 pounds or less (11,793 kilograms or less); ii. a motor vehicle with two axles, used in combination with a trailer or semi-trailer, il when the registered and gross weights of the combination are both less that 26,000 pounds (11,793 kilograms); iii. a motor vehicle operating on a Restricted Plate; iv. a Charter Bus; or v. a motor vehicle operating on a government plate. A Non-apportioned Vehicle does not include: i. a one-way rental Vehicle eligible for registration under the International Registration Plan; or ii. an automobile or motorcycle. ARTICLE IV RECIPROCITY FOR INTERJURISDICTIONAL AND INTRAJURISDICTIONAL MOVEMENT 400 GRANTING OF INTERJURISDICTIONAL RECIPROCITY Signatories to this Agreement grant Free Registration Reciprocity for Interjurisdictional Movement of Non-apportioned Vehicles registered in any Signatory. 410 GRANTING OF TEMPORARY INTRAJURISDICTIONAL RECIPROCITY Signatories to this Agreement grant Free Registration Reciprocity for temporary Intrajurisdictional Movement of Non-apportioned Vehicles registered in any Signatory. Intrajurisdictional Movement provided under this section is limited to 90 days in any calendar year, unless the Signatory provides for a longer period through law or policy or specifies a shorter period in Appendix A Effects of CAVR for Intra Number of BC Non-Resident Quarterly Permits issued decreases by nearly half. Decisions of the Dispute Resolution Committee on an interpretation of the Agreement shall be considered binding 90 days after a majority decision of the Committee. Centrally administered. Would not require significant changes from current practices (at least for inter). Reduced administrative burden and costs. Consistency. Accessible for industry and enforcement. Aligns with goals. Reduces inter-jurisdictional trade barriers

Reduced ability to track, audit and collect taxes on vehicles and goods from out-of- state/province. t Would initially require resources to establish and administer.
