5 Status Quo Buses and Coaches (M3 7.5 tons) (1/3) Extensive work already performed under previous DG CLIMA contract ( LOT4, B&C board meetings ) Main open technical issues: VECTO AT model, VECTO Auxiliary model, provisions for air drag Main open legislative issues: classification scheme (ACEA draft based on 3 main groups), handling of multistage vehicles ACEA updated the proposal for classification scheme für M3 vehicles 7.5 tons in March 2018 (61 groups in total with 28 active in VECTO) Analysis of implications of updated classification scheme as well as sales numbers and CO 2 shares ongoing Data from 4 ACEA manufacturers delivered data so far. Open: 1 ACEA OEM, 2nd/multi-stage OEMs Tbd: CLCCR/CLEPA to contribute with sales numbers? 5/ 17
6 Status Quo Buses and Coaches (M3 7.5 tons) (2/3) Current provisional figures: Share CO 2 from M3 vehicles 7.5 tons GVM approx. 6.5% of total HDV Share CO 2 from M3 vehicles from 5 to 7.5 tons GVM below 0.2% of total HDV Current ACEA classification proposal covers 100% of M3 vehicles 7.5 tons To be discussed: Several combination of vehicle group and vehicle technology covered by only 1 or 2 OEMs reconstruction of sales numbers of competitors possible even from consolidated datasets Can consolidated data on group level be forwarded by TUG to DG GROW? (option not to publish any data in reports and official meetings) 6/ 17

15 Possible classification scheme All vehicles with HD engine certification considered, exceptions discussed later. Characteristics which may be considered for classes 1) Maximum mass and / or reference mass Many models are offered within a broad range of max. mass. Narrow classification according to max mass and/or reference mass is thus difficult since it may allocate similar vehicles in more than one class. One or two classes for N2: RM>2.61t (to mm<5.5t) to mm<7.5t for M2 (<5t) and M3 (>5t to <7.5t) one class for each seems to be ok 2) Design: Box wagon.air drag test delivers real C d xa value, better aerodynamics than vehicle with extra body possible Chassis.as for rigids >7.5t a norm body has to be defined for air drag tests 3) Axle configuration: 4x2 seems to be standard, 4x4 possible, further demands to be discussed. 4) Other options or demands? 15/ 17

19 Summary; options to extend VECTO to HDV < 7.5t Relevance of N2, M2, M3 3.5 and 7.5 t: ~ 12% from HDVs ~ 3% from HDV CO2 LOT 4, SR7 results suggest, that >~5.5t vehicle missions are quite similar to trucks >7.5t (VECTO class 1, urban and regional delivery). Towards lower masses we assume increasing shares of low loading factors and mission profiles being different to VECTO class 1 (>7.5t). But yet no data on loading and driving behaviour available for vans and small busses < ~5.5t. Logical options for VECTO extensions towards <7.5t: a) Add HDV with >5.5t max. mass b) Add also vehicles from 3.5t to 5.5t c) Add all vehicles with HDE certification (others get WLTP value) Stepwise extension from option a) to c) possible. Option b) difficult, since vehicles certified acc. 715/2007 concerned also. Number of OEMs involved is increasing from a) to c) 19/ 17
20 Proposal TUG for extension of VECTO to HDV < 7.5t Due to limited duration of the actual project, we suggest following steps until March ) Start to elaborate details necessary to cover vehicle >5.5t to < 7.5t (generic data, methods, extensions in regulatory text, list of necessary extensions in software). Target: draft for this class at end of project. 2) Further analyse usage patterns and market situation (overlapping LDV and HDE certifications) especially for vehicles max Mass < 5.5t 3) Elaborate options for fair and cost efficient CO2 monitoring for vehicles where both, LDV and HDE certification is possible today. Targets: Collect more data for typical mission profiles which users?) Decide if all veh. with HDE certification shall be covered in VECTO If yes, decide on further sub-classes needed. Decide if/how HDVs with LDV certification (715/200/) shall be included in CO 2 monitoring 20/ 17
