12 Comment How will service times work? Will there be peak service changes? After implementation how will consultation continue? How will you start to excite Londoners that oppose the project for the potential benefits? Response During peak hours, the North-and-East corridors are proposed to have a bus every 5 minutes, in each direction. The South-and-West corridors are proposed to have a bus every 10 minutes, in each direction. During off-peak hours, we are planning for buses at least every 15 minutes on both routes, which will be adjusted to match demand over time. After we complete the Environmental Assessment stage, scheduled for Fall 2018, consultation with Londoners will continue. A Communications Plan will be developed for the detailed design process, and following that for the construction process. This Plan will include strategies for public engagement and stakeholder relations. The communications focus will be on providing frequent information and updates to the public throughout construction; working closely with partners and local businesses to mitigate impacts. Will Wi-Fi be made available in shelters and on the bus? It would be great if it could! Can we bring some sample buses to the City to showcase for people? What is going to happen with my parking? What other options are there for parking for residence on King Street? For any expropriation of property that requires a cash payment to the landowners, is that cost part of the $500 million price tag? Or is it a cost that will be relatively small and not important to the overall cost of the BRT? We have been meeting with many Londoners since December, and reaching out through social and traditional media. Some of our other plans to excite Londoners include: Storefront signage outside temporary headquarters on Dundas Signage at transit shelters along RT corridors Wrap a number of LTC buses in Shift brand Advertising inside LTC buses Signage at future Rapid Transit station locations Print advertising g in local print media as well as key government relations trade publications Social media ads Your preference for Wi-Fi service has been noted. Shelter and bus amenities such as Wi-Fi, will be confirmed during the detailed design stage. The bus manufacturer has not yet been determined. The City will look for ways to bring sample articulated buses to London before our Rapid Transit service is in operation. Request sent to City to contact directly. 13 Comment We may not be at this stage yet, but I have questions about how fares will work with the rest of the system. Please consider integrating with Presto. I still believe we need to install light rail transit. Will the bus lanes be designed so that rails can be readily installed later? Does the commute time published include the time on the local bus? I only heard vague response to question. I would like to see math used and assumptions to calculate the commute times. Very disappointed in presentation. No information on how local buses impacted when invitation clearly showed bus routes by presentation date. Are there going to be safe storage areas at bus stops for bicycles? When will property acquisition begin along the Wellington Road curve near the park at Wellington curve and heading south to Base Line? Yes, I live in Cedarhollow area Highbury and Fanshawe intersection. Right now, no bus service is running to our neighbourhood. How can I take advantage of the BRT system? As there is no LTC representative here, so no one can give me concrete answer. Response At this time, the City is planning for rapid transit to have the same fare as conventional bus service. As part of Rapid Transit and system-wide improvements, off-board fare collection will be considered. Paying the fare, or tapping your smart card, before you get on the bus saves time at each transit stop. City Council endorsed as a strategic direction the future conversion to LRT technology subject to further review and confirmation through a new business case. This motion was passed May 26, This means the conversion to light rail is beyond the 2034 horizon year of the approved Rapid Transit Master Plan. Approximate travel time savings for Rapid Transit from Downtown to the following points: To Western University 6 minutes To Fanshawe College 7.5 minutes To White Oaks Mall 3 minutes To Wonderland/Oxford 1 minute These travel times on are BRT and do not include travel by the local bus service. These travel times also don t account for the time spent waiting for a bus to arrive. Network-wide transit travel time savings were estimated using the city-wide transportation demand model. The time savings are then applied to the forecasted transit ridership to determine the total transit user travel time savings across the network. For more detail on the methodology, please review the Business Case, available on our website at There will be a mix of bicycle parking, including short-term and long-term options, near BRT stops where space allows. This won t be on the platform, but on the side of the road. At key areas, covered bike parking may be provided, based on cycling demand. Additional bike parking can be added over time. 14 Comment I still cannot take the bus to the BRT system. When will our now built up area have the bus service? Will the buses start earlier? Will they start more routes to near Nelson Street and Maitland Streets? Today I use LTC and I have seniors pass to use transit. Will this be offered with BRT and other incentives? Where is the money coming from for additional buses to provide BRT? Is it coming out of government funding or taxpayers pockets? Purpose of parking lane on Wellington? CPR crossing needs to be addressed as part of the plan. If tunnel is too expensive along with underpass or overpass, what about an elevated guideway like Richmond-Vancouver, Brisbane? The approved BRT network is expected to cost $500 million dollars (in nominal dollars), which includes the infrastructure and additional buses. The cost to London taxpayers is capped at $130 million, the majority of which will be paid by development charges in support of growth. A portion would be from the general tax base. On January 15, 2018 the Government of Ontario approved a $170 million investment in London s BRT system. The remaining investment will be requested from the federal government. On-street parking exists today on Wellington Street, and will be maintained on two sections: between Queens Avenue and King Street (on west side of road); and, between Simcoe Street and South Street (on west side of road). An elevated guideway still requires infrastructure at ground-level, which would have traffic and property impacts, as well as increased noise with the vehicles travelling overhead.

15 Comment What happens if funds are not committed by the Federal and Provincial governments? What do we do next? This is an option that is not being explored, but is a big possibility as I don t have any sense that our governments are behind this plan. Would like to have individual discussions regarding the detailed design and traffic flow issues in immediate areas with St. Peter s Cathedral and London Towers. What options are in the plan to expand routes? I.e. Oxford Street East right to the airport. I feel cancellation of the tunnel on Richmond defeats your core purpose of rapid if a bus waits for 10 minutes or more for a train. What options can be done in near future? What is shift s relationship to LTC? Who sets shift s budget and management structure? Who does shift report to and how? Is peer review part of the process? How we can make the 2 traffic lane proposal north to south as efficient as possible no Response To mitigate the delays from the at-grade crossing of the CP rail corridor on Richmond Street, the City increased the transit vehicle fleet and made modifications to the operating plan. These changes were included in the Business Case and Rapid Transit Master Plan approved by Council in July On January 15, 2018 it was announced that the Province will commit $170 million to London s Rapid Transit project. The City continues to work with our partners at the Federal level. And we continue to advance the plans for Bus Rapid Transit. Contact information and comment passed onto the City for follow up. Local bus service to the airport will continue from Fanshawe College in mixed traffic. Depending on how the City grows and develops, extension of dedicated transit lanes along Oxford Street East from Fanshawe College to the London International Airport could be considered in future, but that is beyond the scope of our current plans to the year To mitigate the delays from the at-grade crossing of the CP rail corridor on Richmond Street, the City increased the transit vehicle fleet and made modifications to the operating plan. These changes were included in the Business Case and Rapid Transit Master Plan approved by Council in July Shift is the name given to the planning process for Rapid Transit. This project is being led by the City s Environmental and Engineering Services, and the LTC has been a partner in the study since the beginning. In fact, LTC first identified the need for dedicated transit lanes back in The City s Director of Roads and Transportation is directing the planning process for Rapid Transit, working closely with LTC s General Manager. The City retained a consulting team of IBI Group and WSP Global, who are experts in transit and transportation planning and design. The Business Case was reviewed and cleared by the Ministry of Transportation of Ontario experts that review and comment on numerous Business Cases. In addition, we recently hosted a panel of BRT experts from other cities to review and comment on our design plans to date. If Richmond Street from Oxford Street to University Drive maintains one general traffic lane per direction, we can make that lane more efficient by:

16 Comment slowdowns from turning traffic and regular buses. Response Putting Rapid Transit in the centre of the road, making unsignalized intersections and driveways right-in/right-out only. This will reduce conflicts with turning vehicles. This is a typical approach used for many BRT systems in North America. This increases efficiency and safety. Adding left-turn lanes at all signalized intersections Adding right-turn lanes at some or all side streets, which can also be used for local bus stops Using technology like smarter traffic signals to adapt to traffic congestion at different times of the day Additionally, there are improvements already planned on other parallel roads that will help accommodate future north-south traffic within the City. These projects include: Widening Western Road Widenining-Environmental-Assesmnet.aspx Grade separating Adelaide Street from the CP Rail crossing Canadian-Pacific-Railway-Grade-Separation-.aspx Why eastbound across the river between Wharncliffe and Ridout? Why not existing eastbound bridge? (instead of wrong way on a one-way street) What about cycle lanes from Downtown to Old East? TTC at night will let passengers get off the bus between stops to shorten the amount of time they have to walk, as a safety precaution. Is this something LTC has considered or is willing to implement? Using the Queens Avenue bridge between Wharncliffe and Ridout simplifies transit and traffic operations on Riverside Drive and on Queens Avenue. The Rapid Transit Master Plan incorporated the cycling infrastructure identified in London ON Bikes ( This includes a bike lane on King Street eastbound from Wellington Street to Ontario Street. Where possible, cycling facilities will be integrated along all the rapid transit streets. Note that approximately two-thirds of Bus Rapid Transit stations will be connected by a cycling route. At the London Transit Commission, passenger safety is a top priority. All LTC employees continue to maintain the standards of quality service and concern for our customer s safety. Riders can request a courtesy stop along LTC routes where safety permits, as described on LTC s website,

17 Comment Will arrival times be guaranteed? My current difficulty with LTC is finding arrival times at intermediate stops very unreliable first bus early, second late, so late to work unless I take the earliest bus. Users are estimated to go up by 35% - 23 million to 28 million is only 18%. That s 1% per year. Even if 35% accurate, only 2% increase. If we leave the present system intact how much will ridership go up? Will BRT be a P3 partnership? The private partnership will expect a return/profit on their investment. Who will own/run BRT? Who will cover cost overruns? Will there be other buses on Richmond Street besides BRT? If so, will there be laybys for buses to pull into so as not to block traffic? Will parking along car lanes be impacted? Response Please note that on Express routes, due to their limited-stop nature, Operators will only make courtesy stops in emergency situations. For the Bus Rapid Transit service where buses will operate in dedicated lanes in the centre of the road, it would be unsafe to drop off passengers between designated stops with platforms. One of the main benefits of dedicated lanes for transit is reliability. Buses won t get stuck in traffic and will have priority at intersections, to stay on schedule. We have also heard from Londoners that having real-time arrival information at all Rapid Transit stops is a high priority. We will work to provide this for both the rapid transit and connections on conventional transit service. LTC is also improving their communications, with real-time bus information now available on their website: Under a Business-as-Usual (BAU) scenario, meaning conventional service continues but rapid transit is not implemented, overall transit ridership is expected to increase from 22.4 million in 2015 to 28.4 million in This is an increase of 26.8% over the period with a forecasted increase in population of 77,000. With BRT, overall transit ridership is projected to reach 31.3 million in 2035, representing an increase of 39.7%. Please refer to the Business Case for more details on the transit ridership forecasts, Section 4 Economic Case: The delivery model to design and build the Bus Rapid Transit infrastructure has not been determined at this time. The City is working with provincial agencies to select the appropriate model, including consideration of P3 partnerships. At this time, LTC is planning to operate the Rapid Transit buses, and to maintain the vehicle fleet at their existing facilities. The provision of local transit service on Richmond Street is under review by London Transit Commission. The design options presented in December and January included right-turn lanes that can be used for local buses to pullover and stop, out of the through traffic lane, if Rapid Transit is operating in centre-running lanes. Within most of Downtown London, local bus service will use the same curb-side running dedicated transit lanes and the same bus stops as Rapid Transit. There will be impacts to on-street parking, mostly in the Downtown. A recent parking utilization study indicates there is capacity to absorb the parking that will be impacted by BRT. In addition, downtown parking solutions provide additional parking required for growth are being developed through the Downtown Parking Strategy. We will also develop parking strategies during the construction period.

18 Comment How much will this cost? How much will taxes go up? How will delivery drivers deal with Richmond Street changes? Will Old North Neighbourhood have to deal with an increase in traffic on side roads? Where will parking spots be lost? Curbside activities, such as deliveries, on Richmond Street will depend on whether transit is operating in centre-running dedicated lanes, or curb-side running dedicated lanes. If transit is centre-running, then deliveries will not interfere with transit, but may cause traffic to back-up, much like today. At the public meeting, you may have seen the detailed traffic microsimulation that we completed for the four Richmond North design options under consideration. The traffic analysis considered a large area to assess trip diversions to other corridors, and a more focused assessment of the specific operations of Richmond Street under the proposed design options. The analysis also considered other planned or potential changes to the traffic network, including: - The widening of Western/Wharncliffe from Platt s Lane to Oxford Street; - The Adelaide rail crossing grade separation; - The closure of Western University s campus to through traffic, notably the University Drive Bridge; and - The changes to traffic lanes resulting from Rapid Transit In summary, we found that traffic impacts for centre-running vs. curb-side transit lanes are similar. We also found that widening Richmond Street from 2 general traffic lanes (1 northbound, 1 southbound) to 4 general traffic lanes (2 northbound, 2 southbound) has a relatively small difference of about 250 cars during rush hour. 19 Comment What priority will BRT have at signalized intersections? Response There will be a reduction in on-street parking, in particular in the Downtown. There will also be changes to some driveways and the amount of parking available at some properties. The City is working to identify and speak with affected property owners. In general, the Rapid Transit buses will move on the same green phase as other traffic moving in the same direction. Meaning a northbound bus will have a green light at the same time as northbound traffic. There are also ways to provide added priority for buses, called Transit Signal Priority (TSP). This technology can be used to maintain the BRT schedule using: Passive TSP: signals are timed to provide a green wave for BRT vehicles. Active TSP: signals will adjust to give a green light to BRT when behind schedule. At intersections where the Bus Rapid Transit vehicles need to turn, we will implement a transit-only phase, so that all other road users, including vehicles, pedestrians, and cyclists, are given a red light to stop and allow transit to turn through the intersection. How is the pedestrian cross light affected by BRT at Emery Street? What bicycle parking (long-term) will be available for BRT transit users? How permanent is the route? Given that developers may increase density near BRT stations. In addition to the above, investments into City-wide Intelligent Transportation Systems (ITS) will also help to manage existing and future traffic patterns. Smart signals will support shorter commute times and less gridlock for all commuters - on buses, in personal vehicles, on bicycles, and on. These technologies will dynamically adjust for changing traffic volumes, improving travel time reliability and reducing congestion along major corridors. Implementing this system will move London s traffic system into the 21st Century through smart traffic cameras that see and respond to traffic as it happens and coordinates information through a central high-tech hub. The existing pedestrian crossing on Wellington Road at Emery Street will be removed following implementation of rapid transit. In its place, the intersection with Whetter Avenue immediately to the south will be converted to a signalized intersection, and can accommodate these pedestrians. There will be a sufficient mix of bicycle parking, including short-term and long-term options, at BRT stations where space allows. Parking may be covered and located at the station. At stations that are constrained for space, parking could be provided nearby with directional signage. The routes were approved by Council at its meeting on July 25, 2017.

20 Comment How about installing ramps and raised platforms at the stops to enable level boarding onto the buses? I know the buses can knell down but this would save time. What kind of education do you plan to explain the benefits of Rapid Transit so that more people will take the bus and get out of their cars? We need fewer cars on the streets for this to work. Will the #6 bus still run? Appears to be redundant now. Why no curbside running options? How will traffic on High Street and Ridout be impacted? *requested a response by * Response Rapid Transit vehicles will be accessible, and station areas and platforms will be designed and built to meet accessibility standards. Traffic operations will also be optimized using smarter traffic signals that can adapt and better manage congestion. And without the option of more reliable transit, more people will drive and add more congestion to the City s already busy streets. A strategy was developed in 2016 to examine what might happen to existing routes, and this is being updated based on the approved BRT network. You can review the strategy here: Curbside running options were developed for 4 areas: Richmond Street, north and south of Oxford Street; Oxford Street West between Platt s Lane and Wharncliffe Road, and Wellington Road between Base Line Road and Bradley Avenue. Comment sheets were provided for each asking for the public s preference on these design options. You can review the design options on our website: Also, within most of Downtown London, the BRT lanes are curb-side running, which will also be used by local bus service. We do not anticipate significant changes to traffic demand on High Street, as fourlanes for general traffic will be maintained on Wellington Road. The design also maintains two-lanes for general traffic on Ridout Street from Queens Ave to King Street. Who is going to pay when businesses are closed during construction delays and cost overruns? Will anyone contact us personally as our home will be directly affected? As part of the construction planning, the City will be striving to minimize impacts to businesses as much as possible. Especially on this large-scale BRT project, the City will be making special efforts and communication plans to minimize impacts to businesses and the public. The City will be offering some more one-on-one meeting times with affected property owners to discuss impacts in more detail and potential property acquisitions. If you

Are we going to have diesel buses or hybrid buses or electric buses? No mention of connectivity to rail or airport improvements. How come a city representative never contacted me about expropriation of my property? When will a decision be made on centre vs. curb lane use be made? Also, why use one way streets in the wrong direction? (King west of Wellington and Queens Avenue west of Ridout) Which option will be chosen? What happens with construction in single car lane areas? When construction would begin for different areas, what would happen to properties where houses are removed? How and when property financial impacts would occur, and how different scenarios would work? How congestion will be handled at areas like Richmond and Oxford? The BRT team has met several times with City maintenance staff who are working to develop a snow clearing strategy for the BRT lanes and platforms. The vehicle fleet specifications have not been defined yet. However, the vehicle cost estimate in the business case was increased to cover the potential purchase of electric buses, per Council s direction. The Full Bus Rapid Transit network could be expanded in the future with further study, including extending Rapid Transit service in dedicated lanes along Oxford Street East from Fanshawe College to the London International Airport. Initial suggested phasing is to start with the East corridor in 2020, followed by North, South, and finally West corridors. Each corridor will take 2 or 3 years to build, with some overlap as different segments are constructed.

I'm generally supportive of transit, and like how your team has implemented the project so far. I had a brief look at the boards before heading out to open my shop, and nothing stood out as crazy w.r.t. motorized transport on the diagrams. The glaring omission in my mind is with respect to bikes. In every other city where new surface rapid transit is implemented (Calgary's 17th Ave East BRT, Red Line West Blue Line LRT, or Southeast Green Line LRT projects, for example), parallel protected bike lanes have been built as part of the project. The reason for doing so is twofold: 1) its relatively easy to fold active transportation into an existing major and transformative right of way project, and 2) it keeps bikes off the busway. If the BRT system is built as-is, without question it will be the best piece of bike infrastructure in the city. Comfortable separated lanes, free of amateur motorized vehicle drivers, that actually go to important destinations: what could be better? You've done the bike community an amazing service! Bikes are the future of urban mobility, as has been demonstrated in The Netherlands for forty years, where 70% of people ride a bike every day, and is currently being demonstrated in Toronto, where 30% mode share has been achieved in inner city neighborhoods, Vancouver where 50% of trips are by bike, foot, or transit. London isn't any bigger than inner city Toronto. The economics of bikes are far stronger in the long run, and it's only a matter of time before they are widely adopted in Ontario too. Would you be willing to sit down with me to talk about how bikes could be incorporated into the BRT design? They are far more than a "last mile" tool, in a small city that is bikeable to virtually everywhere in 20 minutes, and I think not incorporating bikes into the design at this moment will be looked at as an enormous missed opportunity 10 years down the road. In a city otherwise dominated by box stores and strip malls, Richmond Row is the only area that has boutique shopping and good restaurants. BRT and the widening of Richmond south of Oxford will ruin Richmond Row. 2. Old North is a heritage area. BRT on Richmond will drive traffic (including trucks) onto the adjacent northsouth streets, further degrading the neighborhood, which is already contending with developers who want to build student housing (even as the province has capped enrolment at places like Western to redistribute it to the North). 3. Most importantly, the city has not thought through whether BRT on Richmond will even work as well as the current array of buses, which serve the area well, except for LTC's cancellation of buses, which can lead to long waits. BRT will not be significantly faster than the current system because it will still have to stop at traffic lights. Moreover, in order for the single BRT to proceed unimpeded down its dedicated lane, there has to be only one bus route instead of the 6, 13, 106 and 90 all going up Richmond to the University/Masonville, and the 1, 4, 21 and 104 going up and down Richmond part of the way. The capacity of this single route will be LESS than that of the current buses serving the area. Unless the BRT is to be the length of a train, 8 of these buses per hour (this figure has been mentioned as what the university will allow) will provide one third of the capacity of the present buses. If the BRT doesn t go through the campus, that also leaves the problem of how to get from one end of the campus to another. Given how crowded buses to and from the university can be, those getting on south of the university or transferring from feeder lines 1

On routes that have multiple branches, such as Route 9, there are some limitations with the system. The system is designed to change when the direction of the route changes, i.e. from east to west. With a branch route the system does not know in advance if the route is going to be operating along the A or B portion of the route until the point when the route changes direction. At this time we do not have the ability to change the destination signs on the Route 9 prior to Dundas and Talbot as this is where the route changes directions. London Transit is currently in the process of upgrading our AVLC software, which will allow for the system to look ahead to the upcoming routing allowing us to program the destination sign to change earlier and make the routes more user friendly for the passengers. As a young professional, I want to live in a city that invests in reliable public transit, one committed to alternative modes of transportation, and reducing traffic congestion and emissions. The proposed rapid transit routes, improved frequency on connecting routes, and planned upgrades to other city infrastructure will also make my life easier. I d like to see heated bus shelters, increased safety at all shelters (better lighting, security cameras where possible etc.) and wifi at high-volume shelters. 128 I ride the bus 5 days a week...i see what goes on...students to Western do not need to get there faster. Many times there are very few riders on #2 going to Western. Lots of times you can count the riders on one hand on the express bus to White Oaks. Now...we are learning about eliminating many houses on Wellington. How would you like that?? Can you only imagine the trauma in those homeowners lives? Where do you live??are you on a BRT street?? Are you prepared for the trauma to the vendors in the downtown market. Many are now only holding on by the skin of their teeth. BRT will kill the market. Don't listen to Bob Usher...he always paints a pretty picture. Ask him how many vendors are behind in rent now! Question...have you ever had to make a payroll? Working in the public sector...good money...lifetime excellent pension is easy...the real world today is tough!!! Give all these thoughts you utmost consideration... It is not about your name on a plaque somewhere...it is about peoples lives. 2

The major obstacle I have I am writing you to express my disapproval of this is when I am stopped for a CP freight train that can block the road for up to 10 minutes during rush hour. This obstacle will still happen under this current system. I have also reviewed my schedule if I did decide to take the current BRT plan to work. I would have to walk to a bus stop, catch a regular LTC bus to Masonville Mall, catch the BRT bus downtown, then walk 2-3 blocks to work. My estimate for this trip would be a half hour. How is this rapid when it will take me approximately twice as long a trip then if I drove? Also, by walking any inclement weather would be a concern and I would lose the ability to use my vehicle at lunch. I am also concerned about the south loop of the system that would see residents displaced and their homes demolished along Wellington Road. I ask you to please come up with a better plan that would really make my commute to work faster, no slower. If you do go ahead with this plan, promise me you will make the BRT buses yellow with red light to represent school buses as the only real benefit I see for this system is for UWO and Fanshawe students. If that is the case, make them pay for this system. Thank you 1

I notice that from information about the BRT, the routes are mainly WITHIN City limits, this does nothing to reduce pollution at ALL. POLLUTION is caused mostly by vehicles that are IDLING, due to traffic overload at critical times of day, usually in the AM and PM rush hours. As a former resident on Blackfriars Street in London, and when the bridge was open, to vehicular traffic, downtown workers used this "short cut" in and out of the City, MANY and MOST with single occupancy, we would notice this happening EVERY week day. Traffic would be backed up sometimes from the bridge to Wharncliffe Road and in reverse. Thereby IDLING and POLLUTING!!! Have you carried out a census of how many City employees live on the fringes of the City and BEYOND? 1

I think a PARK and RIDE parking lot/s established on the outskirts of the City (as in Europe). would help to reduce traffic inflow and outflow and would reduce the amount of pollution we are experiencing. Further since City is stating it needs more space, maybe the underground parking there could be converted to offices, thereby saving taxpayers more horrendous charges in the future? The proposal shows 2 buses lanes going in opposite directions. A single traffic lane heading east between the bus lanes. As you know King Street is used by emergency services including ambulances, police and fire. My concern is where will these services park when there is an emergency at the apartment complex at. Will these services be forced to use the congested entrances off Hewitt and Lyle causing delays to distressed individuals? Will they park on the oncoming bus lane while they attend a call? What if I need an emergency service, wher e will they park? Will this disrupt the bus schedule. Another concern is taxis, uber and general drop offs and pickups. Will this all move to the other entrance off Lyle and Hewitt and create congestion on those streets? Will this increase the amount of cars parking illegally in my driveway? Do you always need 2 bus lanes. Why not have places where there are single lanes where buses could go either direction. Buses could be timed to avoid each other much like train systems do. With the widening of the street can I expect city snow plows shoving snow right up to my house? 1

161 And Scott replied: Um no although I would likely look warm and cuddly by comparison. :-) Some facts that have been prominently mentioned in the media and otherwise: We know that the largest industry in London is student education (Fanshawe & Western); and we know that the largest core of individuals potentially using a BRT system are students; and we know that those students use heavily discounted/subsidized bus passes (which will make revenue gains from fare increases extremely difficult to realize); and we know that only a very small proportion of those users will remain in London and face the music of the annual tax increases! i.e. why would they care? And we know that London has - by far - the smallest proportion of working people within its overall population in the Province (and perhaps the Country). But Scott does a GREAT job of presenting a plethora of very disturbing FACTS - read his tweets for yourself and see...but here are a few:.in order to have demand (i.e. ridership) one must have population growth London s population compounded annual growth rate (CAGR) since 2001 is 1.07% Since the Great Recession, 0.95%.In order to have population growth (internal migration / immigration) one must have JOBS. CAGR is 0.38%/yr over the entire period For post-recession, CAGR falls to 0.17%. Using November 2017 as a jump off, that translates to 414 jobs annual increase. The official plan (rightfully) does nothing to address employment. But if one does not have the growth, one also does not have the development charges required to build this beast. Yet a Development Charge baseline forecast was built and passed earlier this month assuming per annum job growth in the city. So that is problematic. Re ridership: Students, Jan through Jul 2017 were 49.9% of LTC s ridership. Currently the only growing category is PSE passes, which if I were mandated to pay, and was 77% discounted, I might be inclined to use. Scott sums it up nicely, with reference to Chip Martin's latest effort (Thank God for Chip's insight): So, I think Mr Martin s fears are well-expressed? It would appear we re building a PSE People Mover, under the guise of city building with a SERIOUS jobs and growth issue. Who will be left to pick up the pieces if we don t get this right? Oh right, the rate payer. Yay! My thoughts haven't changed. The huge capital cost (Yes, I know - it's all "funded"); the extended period of serious business interruption during construction, and likely thereafter; the loss of mobility & parking for vehicle users; the overestimated ridership & ridership revenues; the underestimated annual tax increases necessary to fund the monster being created; and the divided City that the endless debate on this flawed project is creating and will continue to create...all conspire to make BRT the biggest white elephant in the City's history. We need to hit the reset button and look at an enhanced London Transit program based on the very successful system we already have which survives on a very tight revenue base. Hoping you will see the light - given that you are speaking on behalf of Lambeth residents whose only exposure to those fancy new buses will be the annual tax bill increases - and be sure to vote against the BRT system on any and all votes at Council.. 2

Although I rarely use public transit, I don't want that fact to prejudice my thinking and really wish to look ahead re: the progress of our city. My concern is the fact that we will be eliminating two usable lanes on some of our busiest streets. I believe Londoners aren't going to suddenly abandon their cars, so how can we achieve a compromise? I propose using only one dedicated lane for BRT (see my attached crude scan). I assume that with today's GPS technology, we can track all busses and have them timed to meet and wait at doubled up bus stops, then proceed to the next double bus stop (where it will meet another bus). If by some chance, someone messes up their stop, they can always use the regular car lanes to catch up or avoid a head on (it's not like they are on a railroad track). I believe this will save money and space for road widening and hopefully still allow decent car traffic. What do you think? I just need to be convinced as to why this idea can't be feasible. Maybe there are practical reasons why this can't be done. 2

I am also upset that Western and Fanshawe also appear to be almost holding London hostage so that we as taxpayers end up again subsidizing them. An important consideration is that many of the students are here for only 8 months of the year and don't pay property taxes. I also don't like the phrase I've heard bandied about " well, were Canada's 10th largest city without a rapid transit plan". What if our total population was 100,000 would it make sense then to spend that kind of money, that is perspective. I also don't want to be an overly cynical person but I have to ask myself, why push for something so hard when clearly there are serious concerns about this whole plan. A Property Access and Business Continuity Plan could address: Methods to maintain of business accessibility during construction for customers as well as deliveries; Promotion of the businesses in the affected corridors to assist them during the construction period; 2

197 Maintenance of effective access for all relevant modes currently available to all properties, including but not limited to vehicles, pedestrians and cyclists; Facilitation of maintenance, to the extent possible, of a clean and attractive environment despite construction; and A parking replacement strategy for implementing temporary replacement of parking which would be unavailable during construction. This strategy would address the provision of temporary parking lots and changes to on-street parking regimes. The Property Access and Business Continuity Plan could demonstrate the following: Coordination of communications within the project team, in communicating with businesses, property owners and communities along the Project corridor; Planning for public access, including access to properties, maintenance of the corridor, and temporary parking provisions; Maintenance of front door pedestrian access to all properties. Should front door pedestrian access not be able to be maintained, provision of a minimum of sixty (60) days notice to the affected property owner and tenants; Maintenance of existing or provision of equivalent vehicle access (i.e. maintenance of existing driveway location and width, maintenance of rear laneway width and configuration); Minimization of delay for vehicles and pedestrians accessing retail stores; Identification of on-site traffic management personnel will be provided, such as off-duty police officers or trained flag persons where appropriate, to maintain safe and adequate vehicle and pedestrian access; Maximization of visibility of business frontages, including front doors; Maintenance of locations and visibility of current business signage. Where this is not feasible, provide relocation or design, supply and installation of new signage at locations which continue to provide high visibility and clear sightlines. This would be conducted in consultation with the affected businesses; Design, supply and installation of additional signs to direct pedestrians and vehicles to business access routes; and, Maintenance of all signage as described above throughout the construction period. The Property Access and Business Continuity Plan could also outline detailed framework of community liaison which would ensure that the needs of the area residents and business owners are met to their satisfaction. This could include regular updates to affected public 3

198 about the construction activities according to the following communications requirements: On-going community liaison during construction; Sufficient and specific notice to affected property owners and tenants for each stage of construction, including anticipated impacts and durations; Sufficient and specific notice to affected business owners for each stage of construction, including the identification of potential impacts, allowing businesses to take actions to offset and/or mitigate business loss; Maintenance of records of all notices; Prompt, formal written responses to complaints and documentation of specific follow-up actions; and Provision of contacts for a Construction or Community Liaison staff member available outside of normal business hours who would be responsible for proactively engaging with property owners and tenants throughout the corridor and the Business Improvement Areas throughout the duration of the project. This staff member would inform these groups of upcoming changes in construction activity, facilitate mitigation of any construction-related access or parking issues between the properties and the proponent, and assist in ensuring that the proponent maintains access for each relevant mode and keeps the street clean to the extent possible. The Property Access and Business Continuity Plan could be supported by a Door Closure Management Plan, which could include: Methods to be used to minimize closures during construction; Communication of door closures; Anticipated door closures; and, The monitoring process for door closures, including calculation methods, and the recording and reporting method. 4

I have reviewed the options for the section of the South BRT Corridor from Baseline to the Thames River. I can't say I have a prefered option amongst the 3 presented at the 5th Public Information Centre. I do have comments however on how to proceed. 1) Do Not Nibble - Be Bold I strongly believe that, when presented with similar situations in the past, projects have been reluctant to make the hard decisions that set us up for future growth. For example, the widening of Highbury Ave was accomplished by nibbling away at the front yards of all the properties along the way. My impression is that this has created dozens of homes which are unlikely to increase in value at the same rate as others in the neighbourhood. Several have unsightly retaining walls in need of maintenance and steep walkways/driveways that limit access. There are few trees and landscaping appears restricted. Soon we'll be talking about widening Highbury again near Hamilton Road. If we'd executed the original widening with the expectation that more lanes would be needed in the future we might have made different decisions that would have been better for the neighbourhood over the long term. On the other hand, when the Horton St. Extension was in the planning stages there was a great deal of controversy about the homes on the north side of Beaconsfield Ave. It was a hard decision to take down those houses instead of nibbling away at their backyards. The result is a better roadway with good landscaping options and a neighbourhood that has less fear of future encroachments. 1

238 So... I think that the plans for Wellington Rd should take the long view. Do not nibble away at the front yards of the properties. Preserve one side of the street as much as possible and give them nice sidewalks and landscaping that make them attractive for years to come. Take complete properties from the other side with the expectation that they can be redeveloped using new/different building formats. 2) Get the Development Community to weigh in. Many don't understand what TOD means and, to date, the development community has been sitting on the sidelines of the BRT discussions. Meet with the development community and get their input on the potential of the properties you acquire along Wellington. Would these be well suited to residential above commercial, townhomes, midrise apartments, institutional, etc.? How would they relate to the historic properties on the other side of the street? Are there real-life examples associated with other Ontario projects that can be shared? The project needs to present to the potential positive outcomes to the streetscape in much stronger terms. Many have seen the negative impacts of the widening of Highbury and that's all they can imagine for Wellington. The options (drawings/slides) you've presented to this point essentially ask people to chose the lesser of 3 evils (properties impacted, trees removed, etc.). It is time to show that good things will happen to the properties that are expropriated. I know I ramble so if you have any comments or questions feel free to contact me. 2

I compliment the team on the details of the display boards and the tables showing the pro's and cons for the options. The presentation and Q & A was disappointing. In my many years of business, whenever I had to present to senior management on a proposal, I would be criticized and loose the audience if I didn't a) state clearly the objective of the presentation and b) what precisely is the desired outcome and c) what precisely are the decisions being asked of the management audience. At the beginning of your presentation you repeated many times that you were looking to both inform and to "consult" with the public. You were very interested in feedback and it would help with decisions. You did not state clearly which decisions had already been made as final, and which decisions that are remaining for us to be "consulted upon" and offer input. The definition of consult is: "to seek information or advice from others" 1

241 There were at least three questions/challenges (and i wanted to ask more) about the routing decisions. In each case you answered that council had approved the route decisions, these were final and you were not going to go back to this in this meeting. There was one very detailed and well presented question/challenge about the business case. You answered that council had approved the business case and you were not going to debate this at this meeting. I asked a question about the options for center lane v.s. curb lane. You answered very effectively the positives of the center lane option, but you did not elaborate on the pro's/cons between the two options, is there still a decision to be made? does the public have an opportunity to be part of that decision? There was a leaflet handed out before the presentation asking public to rate which amenities for the stations is most important. Maybe these amenities are the only remaining decisions open to the citizens? If yes then be clear about this. It would have been less humiliating to us citizens, and you would have gained more credibility had you stated at beginning of the presentation: "these are the major decisions that have already been made by council and are no longer open for debate or consultation" and "the following options/decisions are still undecided. Of the undecided decisions, the following will be made exclusively by the Shift team and council, and the following are open for full citizen consultation" And then follow with instructions on the process for the public to provide their input. The young woman who lived above me threatened to jump down onto my balcony on the sixth floor, and the buildings are now so close together that there is no privacy in that neighbourhood. And there is no green space anymore at Oxford and Wonderland. So I moved 2 km South to hub. and I had to buy a car since I am no longer in the bus At a meeting at Western University this week I learned that Western has reached an agreement with LTC with regards to the BRT bus route on Western University campus. I looked at Wester's Open Space Strategy document but the map of the bus route is illegible to me. Please send me a map of the bus route that Western and LTC have agreed to for the Western University Campus BRT bus route? I moved away from and bought a car in 2013 so I have not kept up with what changes have been made if any to the #10 Wonderland bus route since 2013 but I can find the information about the current bus routes online. Are you proposing any changes for buses from Springbank and Wonderland Road South to Western University Campus after BRT is implemented? What is the Timeline for BRT to go into effect? 1

As I live on one of the major streets where this project is to take place, I'm torn as to whether this might be beneficial or not. My most pressing issue is I'm very worried that, in order to make this project a reality, a portion of my land will need to be expropriated. I have purchased my property for the sole reason that it is a larger lot, and if expropriation of my land is to take place, I am HIGHLY against this project moving forward. My main question I would like answered is, how soon will you be able to tell myself, and the public, whose land you will be effected by this new development?... and moreover, will I eventually lose a portion of my land as a result? Overall, as I mostly drive to work, I believe that this new transit will cut down on essential driving lane ways in areas to be accomplished. We do not have the space to be able to open up the roads wider, just to appease construction design. Furthermore, I do not believe that the number of transit passengers will increase compared to the number that already uses local transportation, and maybe the only reason that this is being developed is to present London as a more modern city, but subsequently will have no real value to the citizens of London, and will only cost the tax payers in the end, without solving any of the bigger issues that this city faces. 1

I did not own a car for 13 years so I know from experience that the sidewalks are not cleared during the winter. I often see women pushing baby strollers getting stuck in the snow banks that cover the sidewalks. In December of 2017 I saw a fairly new and expensive looking stroller abandoned in the snowbank that covered the sidewalk at the intersection of Oxford and Woodward Ave. across the road from Cherryhill Mall. That is a major intersection not just for parents with young children but also for seniors and people in wheelchairs and other mobility issues. So if that major sidewalk is not accessible for strollers for children there is no way someone in a wheelchair could navigate the sidewalk. And even seniors with walkers and canes will have difficulty. Even able-bodied people face challenges on London sidewalks in winter as I did when I did not own a car. Today I did call Public Services at City Hall to ask them to clear the sidewalk on Sarnia Road between St. Thomas Moore Catholic School before Western Road. I saw a woman stuck with a child in a baby stroller today so that reminded me to ask you to please consider Pedestrian Traffic in your plans to accommodate increased traffic and/or BRT in the future. And one way that the city can make the City more accessible for Pedestrians is by clearing the sidewalks of snow during the winter. Public Services at City Hall took my request to clear the snow on Sarnia Road today so I expect that will be resolved. 1

247 But the reason why I am writing to you today is because this is not a one time occurrence as I know from experience because I did not own a car for 13 years and the sidewalks in London are not usually cleared of snow in Winter. And I also have seen women with strollers stuck in the snow along Wonderland Road south of Riverside Drive on other occasions. I think that if the sidewalks were cleared fewer people would be forced to buy cars. And if people were not forced to buy cars then that would ease up on traffic congestion throughout the city.
