2 Myanmar Energy Brief 24 March - 30 March Exploration MOGE releases large tender for onshore services JV Myanma Oil and Gas Enterprise (MOGE) has released a tender to establish three joint ventures with "internationally proven" service companies by the second half of The tenders specifically relate to three areas. The tender announcements are available by clicking the links below. Onshore seismic acquisition services Onshore drilling services Onshore pipeline construction and maintenance services MOGE previously launched an invitation for expressions of interest in onshore seismic acquisition, onshore drilling, and pipe construction and maintenance in June The new tenders are not restricted to those that responded in Renewables MAPCO launches Naypyitaw biomass plant Myanmar Agribusiness Public Corportaion (MAPCO) held the opening ceremony for its biomass facility at the Naypyitaw rice complex on the morning of 23 March, according to local media reports. The ceremony was attended by high-level government officials, MAPCO chair and prominent businessperson U Chit Khine, and representatives from MAPCO's partner Yanmar Company. The facility has an installed capacity of 0.5MW, though is generally to be run at 0.3MW. It is thought to be the first modern biomass gassification plant in Myanmar, receiving support from the Japan government, an article in Daily Eleven said. The project was begun on 11 October Excess power from the plant will be distributed to nearby villages as well as MAPCO's Naypyitaw rice complex, the article quoted U Chit Khine as saying. MAPCO has also studied the potential for 2.2MW and 1.6MW rice husk gasification and power generation projects in Kyaiklat and Myaungmya townships of Ayeyarwady Region, and another project in Sagaing Region's Shwe Bo township. U Chit Khine said MAPCO aims to eventually generate at least 20MW from rice husk in the future, though plans are still at an early stage. Power and electricity Analysis: Official MoEE article leaves open possibility for coal The Ministry of Electricity and Energy is still pursuing coal as part of the future energy mix, according to an annual review of the ministry published by state-owned media. While periodic private media reports have stated that coal is still being considered despite popular opposition, the article published by the Global New Light of Myanmar on 29 March is one of the more overt confirmations that the fuel source is still on the table. State media has been publishing articles looking at the operations of various government ministries and entities in the year since the National League for Democracy took power, which was on 1 April The 29 March article focused on the Ministry of Electricity and Energy. It said that annual power consumption is set to increase by 15% to 17% annually.

3 Myanmar Energy Brief 24 March - 30 March An energy mix including hydropower, coal, natural gas and renewable energy is necessary to distribute power, it said. Failure to implement coal, which is included in the energy mix plans but has faced popular opposition, has been one of the ministry s challenges over the last year. Some officials from the NLD government have previously said they will not move forward with coal power if the people say no. While Union-level officials have generally taken anti-coal tones in public speeches, its status has been ambiguous and the possibility of coal plants appears to have not been ruled out entirely. Officials from some states and regions have appeared to be more receptive to the fuel, however. The 29 March article also stated that the Tigyit coal power plant must be operated if electricity consumption in the states and regions is not to be reduced. The other option is that regions and states could reduce consumption in the April, May and June hot season to make up for the shortfall. Tigyit was first built in It is Myanmar s sole large coal-fired plant, though has been closed since 2014 for redevelopment, first by China National Heavy Machinery Company and then by Wuxi Huaguang Electric Power Engineering. It later opened in 2016 for test runs. Government officials were adamant that it was not a full restart, though the plant is thought to have operated for at least two months for the test. Second article A second article was published on the front page on 30 March 2017 in The Global New Light of Myanmar, headlined Myanmar plans to boost electricity access with coal. At first glance, it appears to be a stronger statement than the 29 March article that coal is still in the mix. However, it is much more difficult to conclude that this new article reflects official government position than the previous article. Tigyit in Shan State is Myanmar s lone large-scale coal power plant. It has been closed for refurbishment, but began operating for test purposes in late There have been protests aimed at preventing the full restart of the project, though it appears no final decision has been made. The article also appears to state that Tigyit is 60MW, though past reports say the refurbishment would see the plant upgraded to 120MW. The new 30 March article was written by the Thomson Reuters Foundation, a wing of global news agency Reuters, and placed in The Global New Light of Myanmar.

4 Myanmar Energy Brief 24 March - 30 March The NLD government has pledged a degree of independence to The Global New Light of Myanmar, though also still places articles in its pages, making it unclear if the decision to include the coal article was made by an editor or reflects official government policy. B2B VPower adds 200MW in 2016 Hong Kong-listed VPower added power projects with installed capacity of nearly 200MW in Myanmar in 2016, as the company continues to pursue opportunities in the country, according to its 2016 annual report released on 28 March. The firm now has nearly 250MW installed at three plants located at two separate locations, specifically Kyauk Phyu 1 and 2 in Rakhine State, and Myingyan in Mandalay Region, with total installed capacity of about 259MW and minimum contracted capacity of 174MW. The firm generated 2016 revenues of HK$242m ($31m) from Myanmar, or about 15.8% of company total, compared with HK$46m ($5.8m) or 3.8% of the company total in In Myanmar, the strong market drive continues from the NLD government s desire to increase its rate of electrification for residents and industries, the report said. VPower is pursuing another 60MW of distributed power stations and repowering projects. It has also responded to requests for proposal from the government for LNG. In addition, the firm has operations in Indonesia and Bangladesh. The firm is planning the facility for 2 acres of land in Thayetoat village of Meiktila township.

5 Myanmar Energy Brief 24 March - 30 March It is to be used primarily for LPG imported from Thailand, and is capable of storing 500 to 700 tonnes. The Homalin township plant was announced several days later. It is to be constructed on Nant Pat Ngar creek. A Sagaing Region spokesperson was quoted as saying that the cost of the power plant will be allocated from the regional budget. This is not the first small-scale hydropower project planned for the area. The facility is to launch in April. It is to be used to supply retail shops in Mandalay, Sagaing and Magwe regions, as well as southern Shan State. Company owners expect to sell about 3,000 tonnes a month. Power and electricity Sagaing plans small hydro project after State Counsellor s rebuke A small-scale hydropower project is planned for the area of Homalin township in Sagaing Region, according to a 30 March article in The Myanmar Times. The project is to be built in the fiscal year at a cost of Ks2.5bn ($1.8m), the article said, though it did not discuss a capacity for the project other than to say it will be under 50MW. The article follows a recent trip to Sagaing by Daw Aung San Suu Kyi. According to previous reports in state media, the state counsellor called for closer cooperation between Union and State officials, and expressed the need to improve transport and electricity generation in the state. A number of Sagaing and Union ministers were in attendance at the meeting, where Daw Aung San Suu Kyi was unusually blunt in stressing the need for improvements, at least by state media's standards. A previous plant on the Nant Marlon creek was cancelled after it was found to be meaningless due to its small size. Reports in 2016 has stated that the project was well behind schedule, with the construction company called IPG claiming it was 25% complete and therefore taking 25% of fees, when in reality it was 8% complete. The new Nant Pat Ngar hydropower project will start in the fiscal year, and be used specifically for Homalin and nearby villages. Other cascades in the region are also being considered for hydropower, including the Hkamati site. Power and electricity Electricity generation increases three times since Myanmar generated 17,896GWh of electricity in , triple the amount of a decade earlier, according to data from a presentation by the Ministry of Electricity and Energy. Domestic electricity is primarily generated by hydro, with gas as the second-most important source. There are no large-scale solar projects currently operating, though two have recently received Myanmar Investment Commission approval, and others are planned.

6 Myanmar Energy Brief 24 March - 30 March The only large coal project is at Tigyit, though it has not been operating recently due to a refurbishment. The Ministry of Electricity and Energy has said it must either restart the project or the states and regions must brace for more power cuts. The protests appeared to galvanise authorities, with Mon State officials reportedly looking into whether the company had approval for the facility, following instructions from the Union government. Local civil society leader U Tun Kyi said that activists had attended parliamentarians on 23 February. Subsequently, he has heard that MCL had held discussions with religious figures on meeting with protest leaders. Government policy toward coal power is currently unclear. There is widespread opposition to the fuel source, though this week the ministry signalled in state media that it is open to making use of the fuel source. While electricity generation has been increasing, demand has climbed steady. The most recent official electrification rate hovered at about 36% in 2016, previous reports by state media said. Communities MCL offers to meet with anti-coal activists Mawlamyine Cement Limited (MCL) has offered to meet with leaders of anti-coal protests for the first time, following a largescale protest against the company s cement project last month, according to an article in Daily Eleven on 25 March. An estimated one thousand people joined an 18 February protest in Kyaikmaraw township of Mon State, marching against MCL s use of a coal-fired power plant for its cement facility. The article stated that local protest leaders have not been able to meet with the Mon State chief minister and most government departments. However, they have met with Mon State minister of natural resources and environmental conservation Dr Min Kyi Win, who told them MCL was required to re-submit its EIA and SIA reports. U Tun Kyi reportedly said that coal is a catastrophic fuel for the environment. He also said that a clear, transparent EIA and SIA would show if there were indeed to be no environmental or social damages from the facility. The MCL factory is majority-owned by Thailand s Siam Cement Group with minority owners Pacific Link Group as partners. Local people have alleged the facility is to be powered by coal, and has been operating since Work on the factory began in 2013, with claimed investment of $400m. It is to be capable of producing 5,000 tonnes of cement per day.

7 Myanmar Energy Brief 24 March - 30 March Production and exports Sagaing artisanal extractors upset with competition from cooperatives Small-scale oil extractors labelling themselves as cooperative associations have temporarily halted production in Sagaing Region s Maw Laik township due to disputes with local people, according to Sagaing Region minister of planning and finance U Soe Oo. There are several affected associations, including one formed from retired soldiers and another by members of the maternal and child welfare association, along with five other associations. The associations had been formed during the previous USDP government, Daily Eleven reported. Local people are upset because the associations have monopolised most of the producing oil wells in the area of Kale township, leaving little room for themselves, the articles said. The Maw Laik oil wells have been operating since colonial times. Locals formerly operated the wells on an artisanal basis, though now are claiming they make only enough money to cover their basic needs. Power and electricity Gas supply disruption blamed for industrial zone power outages Industrial zones will face power outages due to a temporary cut-off in gas from the offshore Yadanar area, according to local media reports. The area s supply to Yangon is to be temporarily disrupted from 25 March to 2 April, an article in Daily Eleven said. While some gas from the Zawtika area and some onshore production will be temporarily diverted for use in Myanmar power generators, the article stated that generation capacity will still decline by 40MW to 80MW during the roughly week-long period. The articles did not mention specifically what caused the shortage from Yadanar. Daily Eleven reported that power plants in Mawlamyine, Thatone, Thilawa, Thaketa and Hlawga have been affected, though some have enough fuel to continue operating at a reduced output. Temporary outages are to take place in Yangon Region industrial zones as a result. Many are now operating at a loss, with the low price of oil internationally undercutting local production, which takes place without modern technology. The number of artisanal companies has declined in the Kale township area, with few companies still operating. Yangon Electricity Supply Corporation authorities also reportedly requested that citizens seek to conserve power.

8 Myanmar Energy Brief 24 March - 30 March Power and electricity Business people frustrated by opaque energy policies Businesspeople are calling for clarity on the government s policies towards the energy sector, claiming the lack of direction is affecting the Myanmar economy, according to an article in 7Day Daily. Initiatives will be useless without a clear policy covering energy, prominent businessperson and CEO of Smart U Kyaw Kyaw Hlaing was quoted as saying. He pointed to uncertainty over electricity generation as a prime example of the lack of clarity. For instance, it is unsure whether coal will be allowed or not, or whether only projects of a certain size or using specific technology. Recent Ministry of Electricity and Energy statements indicate that coal is still being considered, and the current official plan outlays a path for a large and growing share of coal power. However, there is thought to be significant pressure to not allow the fuel source forward. A cement businessperson was quoted as saying in the article that insufficient power is a significant challenge. One solution, coal power, has been rejected, with local people unwilling to accept the environmental damage. The businessperson said that he did not see why factories and industries would come to Myanmar without power in the future. A significant hurdle is the low tariffs charged on electricity, which are mandated by the Union government. Zeya and Associates head U Zeya Thura Mon said that the electricity industry will continue to be blocked if the issue is not addressed. Oil and gas On natural gas and oil, the NLD government has been hard hit by declining prices in the world market. The new government has so far not called any onshore or offshore block tenders, in contrast to the previous USDP government. U Kyaw Kyaw Hlaing said that the companies that initially won tenders have generally begun exploration, despite the fall in global prices. Renewables Chinese government to provide solar panels in Bago mountains The Chinese government will support villagers in the Bago Yoma mountains with free solar panels, according to a report in China Dialogue news media. The panels are the size of an A-4 paper, providing enough electricity to charge mobile phones and provide light. Few houses in the Bago mountains currently have electricity. In 2015, Chinese NGO Global Environment Institute teamed up with an alliance of Myanmar NGOs and the Blue Moon Foundation for a similar project. The Chinese government is now partnering with the NGO to provide 20m yuan ($2.9m) in solar panels and clean stoves to Myanmar, through its South-South Cooperation Fund for Climate Change. The fund was set up in 2014 ahead of a UN climate conference in Paris. The donation in Myanmar is one of its first climate aid initiatives, the article said.

The Government of Myanmar has received financing from the International Development Association (IDA) of the World Bank Group toward the cost of the National Electrification Project, and intends to apply part of the proceeds toward payments under the contract for Supply, Installation and Maintenance of Solar PV Systems for Households and Public Facilities. This contract will be jointly financed by the Government of Myanmar. 2. The Department of Rural Development, Ministry of Agriculture, Livestock and Irrigation now invites sealed bids from eligible bidders for supply, installation and maintenance of one or more of the 12 lots of solar PV systems for households and public facilities in 12 States/Regions/ Territory (Kayin, Mon, Chin, Sagaing, Bago, Tanintharyi, Rakhine, Mandalay, Magway, Shan, Ayeyarwaddy and Nay Pyi Taw). 3. For quick reference, some of the key qualification requirements include: The average annual turnover (or annual sales volume) of the last three years should be USD 4,000,000 or higher which varies by lot and is cumulative if bidding for multiple lots. The bidder has successfully completed at least two (2) contracts in supplying, installing, supervising, commissioning and/or maintaining off-grid solar PV systems with batteries, in any year over the last five (5) years, and at least one of the two contracts has a value equivalent to or greater than 50% of the value of the bid.
