The facility s import jetty is 168 meters long and 25 meters wide, and is capable of accommodating 185 metres ships up to 30,000 dead weight tonnes, while its storage facility can hold 91,000 cubic metres of fuel products. 2 Myanmar Energy Brief 5 May - 11 May Transportation and distribution Puma Energy Asia Sun launches Thilawa fuel terminal Puma Energy Asia Sun is looking for opportunities to grow the business in Myanmar, according to company representatives speaking at the launch of its petroleum products terminal near Thilawa Special Economic Zone. The facility has a storage capacity of 91,000 cubic metres, and is used at present for Mogas 95 and 92, low sulphur diesel, HFO, bitumen and jet fuel. The firm invested $92m in the facility, which is claims is the first in Myanmar to be built to American Petroleum Institute (API), American Society Mechanical Engineering (ASME) and the National Fire Protection Association (NFPA) guidelines. Puma Energy is the majority owner of Puma Energy Asia Sun. The venture was formed in June 2014, with Puma holding 80% and Asia Sun owning the remaining share. Asia Sun was set up by Myanmar entrepreneurs, and is involved in logistics and fuel trading. This is not the case today, but we are hoping this will be in the case in the future with the new law. The facility includes a 168m long, 25m wide terminal with two mooring dolphins capable of accommodating 185 meter LOA ships of up to 30,000 dead weight tonnes. The company claimed that the facility is the most modern in the country, capable of providing throughput of about 30% to 40% of the Myanmar s total market. Also located at the site is a third-party laboratory, as well as the first bulk bitumen and fuel oil options in the market. Puma Energy is 49% owned by commodities trader Trafigura and 30% owned by Angolan state oil company Sonangol. In Myanmar, besides the fuel storage business, it operates in the jet fuel business in a joint venture with state-owned Myanma Petroleum Products Enterprise called National Energy Puma Aviation Services (NEPAS). Puma Energy chief executive officer Pierre Elardari said at the event that the business has been growing rapidly, and that Myanmar has a lot of growth potential for the future. Puma Energy Asia Sun general manager David Holden said at the event that the firm currently holds a storage licence, meaning it can store products on behalf of local companies. Puma s business model globally is to participate in much broader markets, he said. We are hoping that the opening up of the country through the new investment law in the future will allow Puma Energy Asia Sun to offer more services, to be able to import and distribute products, said Holden.

3 Myanmar Energy Brief 5 May - 11 May B2B Hong Kong s Titan, China s Yunnan Investment form Myanmar JV Hong Kong listed Titan Petrochemicals Group and China s state owned Yunnan Investment Group have entered into a joint venture agreement to promote a 5m tonne oil refinery project in Myanmar, as well as developing energy, tourism, railway and finance businesses, according to a release. The JV is dated 5 May, and sees Yunnan Investment taking a 51% stake, while Titan s subsidiary Surplus Full will hold the remaining 49%. The joint venture has a registered capital of RMB10m ($1.5m), contributed based on equity. Yunnan Investment will also have a majority on the board, though the chairman will come from Surplus Full. Titan is currently principally engaged in the construction and repairs of ships, as well as oil rigs and floating petrochemical industry assets such as FSRUs. However, it has been looking to diversity, and it said in the statement it hopes the JV enhances the group s downstream business. Yunnan Investment Group is state-owned, established in January It had assets of about RMB198.9bn ($29bn) as of the end of 2016 in a range of businesses. The release also said that the JV represents under 5% of Titan s total capital, meaning the announcement of a JV is on a voluntary basis. Transportation and distribution Analysis: Downstream sector due for a shake-up with foreign fuel retailers Foreign businesses people have been approaching the Myanmar Investment Commission (MIC) about opening fuel station retail businesses and fuel imports, following an apparent announcement last month that the market will be opened to foreign companies. There have not been approvals by MIC so far, but many companies are keen to participate in the local fuel market, according to its secretary U Aung Naing Oo, as quoted by Daily Eleven. Minister of Planning and Finance U Kyaw Win announced that foreign companies would be allowed in at a meeting in March, which was followed by a new MIC notification which appeared to clear the way. The move has been criticised by some, particularly established players in the market. The Myanmar Petroleum Traders Association (MPTA) has complained about the move, claiming that foreign companies would severely damage local business, and that Myanmar companies are capable of serving the local market. MPTA secretary U Win Myint said fuel retailers and importers are presently not earning significant amounts of money, with total profits at about $20m a year. However, officials from the Ministry of Planning and Finance later appeared to reject these concerns, Ministry permanent secretary U Tun Tun Naing was quoted as saying that the public is largely supportive of foreign fuel companies entering the local market, with only a minority of people opposed.

4 Myanmar Energy Brief 5 May - 11 May Statistics also show that Myanmar's roughly 2,000 fuel stations are unevenly distributed across the country, with Mandalay home to about one-third, and other states and regions being underserved. Chin State is thought to have one official station, for instance. fuel station divisions, some of which are thought to be interested in the local market. A state-owned company had been the sole official owner of Myanmar fuel stations until 2010, when the market was opened to foreign companies. The market is now extremely fractured, with about 2,000 stations owned by 70 or 80 companies. It is likely that consolidation will continue to take place, though this will likely be sped up by an influx of foreign companies. Source: The Myawaddy, December 2016 An absence of modern stations in many areas leads local people to often rely on local sellers operating out of bottles. The roadside shops are notorious for poor fuel quality, and there are frequent reports of fires and accidents at local retailers. While the door is opening, the Ministry of Electricity and Energy has yet to publicly clarify exactly how the process will take place. It is also unclear as to what model will ultimately be pursued by foreign companies, whether full foreign ownership, foreign-local JVs, franchise, or another model will be preferred. The Daily Eleven article stated that there has been significant interest from US and Singapore companies, and that some are willing to make joint ventures will local companies. A number of majors with presence in the Myanmar offshore area also have downstream The Ministry of Electricity and Energy s Myanmar Petroleum Products Enterprise (MPPE) has also been conducting a tender for a joint venture partner for its 12 remaining fuel stations, as well as its distribution network. Three foreign companies have been shortlisted for the venture for over a year, though no final announcement has come out. The main foreign company currently working in the Myanmar fuel business is Puma Energy. It has a partnership with MPPE for jet fuel, as well as a partnership with privately-owned Asia Sun for a storage terminal near Thilawa Special Economic Zone. Government and local authorities Naypyitaw workshop held on IPP development The second workshop for IPP (independent power producers) developers on the electricity tariff fee was held at Office 27, Yadana Hall at the Ministry of Electricity and Energy in Naypyitaw on 9 May, according to an article in state-owned The Mirror newspaper. The workshop was attended by committee members from the lower house of parliament, officials from the ministry at a union and state/

5 Myanmar Energy Brief 5 May - 11 May region level, engineers, the Myanma Oil and Gas Service Society, and private companies. Attendees discussed improving the process through which IPPs receive approval for projects. Currently the process unfolds as follows: Memorandum of Understanding Memorandum of Agreement Power Purchase Agreement (PPA) Myanmar Investment Commission However, the current National League for Democracy-led government is not believed to have approved a single PPA since taking office on 1 April Government approvals on power projects have been much slower than expected. It is thought the government is concerned about paying for the power, particularly in light of the gap between the mandate price for consumers and the higher cost of generation. At the workshop, the article said discussions also included the calculation of power tariffs, expenses of electric power production and power costs. Power and electricity Renovation work on Thaton CCGT to finish this year Work on the Thaton gas-fired power plant is set to finish shortly, to begin operations in early 2018, according to a 6 May article in military-owned The Myawaddy. The World Bank approved financing of $140m in 2013, to revamp the plant, boosting electricity generation by expanding the station to a new CCGT power plant. The new layout will consist of two 40MW turbines with inlet air chillers provided by GE, a steam turbine of 126MW, a heat-recovery steam generator and an air-cooled steam condenser. In 2013, the World Bank stated that the completed project would be able to cover 5% of peak demand in Myanmar and 50% of peak demand in Mon State. It is to produce 2.5 times the power using the same amount of natural gas. A status update from the World Bank in January 2017 stated the project is on track for completion by April 2018, and is expected to begin generating between December 2017 and March The expected output at the plant is 938GWh/ year, assuming a 90% capacity factor and full time operation. The baseline is 260GWh/year. China Energy Engineering Group HEPDI is the lead contractor for the work.

6 Myanmar Energy Brief 5 May - 11 May Power and electricity SCG to continue with coal power at Mon State cement facility Siam Cement Group is sticking with plans to power its Mon State cement factory largely with coal power, according to a 9 May Myanmar Times article quoting a company official called Surachai. The plant, being built by Mawlamyine Cement Limited, has come under criticism over its use of coal power. Critics have claimed that the coal portion of the project was not approved separately by the Ministry of Electricity and Energy, though company officials responded that it had received Myanmar Investment Commission approval. The 9 May article quoted Surachai as claiming that the coal used would be premium quality with low sulfur content from Indonesia, and that the company would follow the laws. He also said that the firm has hired Myanmar Resource and Environment Company to conduct a third-party check on air-water, soil and noise from the facility, to be conducted three times a year. MCL is joint venture between SCG and Pacific Link Cement. Its coal plans have been fiercely opposed by some local people, with a number of demonstrations being held earlier this year. Signboard plans MCL will install an electronic signboard at its Mon State cement facility in June to show amounts of pollution being released from the plant, according to a 6 May article in military-owned Myawaddy. The firm s use of coal power to generate electricity for the cement facility has been controversial, and MCL backers Siam Cement Group have attempted to placate government and local concerns over its environmental impact. The first signboard is to be 2 meters long and 1 meter total. One will be installed by the central gate to the facility, though others will be added in surrounding villages. The article did not discuss exactly what will be measured in more detail. Work began on the MCL facility in The plant, which is to have a capacity of 1.8m tonnes of cement per year, is to be powered with 40MW from coal and 9MW from waste from the project. Transportation and distribution CITIC Group seeks bigger share at Kyaukphyu A consortium led by China s CITIC Group is aiming to take between 70 and 85% of the deep sea port at Kyaukphyu special economic zone, a Reuters report claimed, citing anonymous officials near the deal and negotiating documents. The move reportedly comes after China rejected a joint venture proposed by Myanmar late last year. Reuters had reported that China was prepared to abandon the controversial $3.6bn Myitsone hydropower project in return for other concessions. Kyaukphyu is an ambitious SEZ including a deep sea port component, as well as an industrial zone, with an estimated cost near $10bn, covering 4,289 acres. CITIC-led consortiums were awarded the right to develop both parts in late 2015, with the article stating that CITIC and Myanmar have agreed to take 51% of the $2.3bn industrial park.

7 Myanmar Energy Brief 5 May - 11 May The Reuters article said negotiations are set to begin this week in Yangon, and comes shortly after the start the cross-myanmar oil pipeline which begins at Kyaukphyu. It also stated that Myanmar has been presented with four options from CITIC, with stakes ranging from 15% to 30% for Myanmar. It added that Myanmar has no other options, and that funding would be split based on equity share. The CITIC chairman travelled to Naypyitaw and met with Daw Aung San Suu Kyi on 21 April, where the Kyaukphyu project was discussed. CITIC s consortiums include China Harbor Engineering, China Merchants Holding, TEDA Investment, Yunnan Construction Engineering, as well as Thailand s Charoen Pokphand. The report said that the Tigyit power plant has already created a host of environmental problems, despite currently being closed for upgrades. It added that the plant emits ash, gas and particulate matters that could spread for up to a five mile radius in the first three years, contaminating the nearby town s ecosystem, including farmland and livestock. Tigyit was launched in 2005, but was running far below capacity, and was closed in 2014 for renovations. The work is being carried out by Wuxi Huaguang Electric Power Engineering, which has run the plant for several months in 2016 for testing. Greenpeace said that Wuxi Huaguang claimed that the plant, which will run for 22 years by the firm, will not harm the environment. It added that the company will conduct EIA, SIA and HIA in accordance with the government s environment conservation law. It also said that if locals can provide concrete evidence of plant activities that are damaging nearby environment, the company will relinquish its license and leave their Investment Communities Greenpeace report blasts coal power International environmental advocacy group Greenpeace has criticised coal power plans in Myanmar in general as well as the current approach to the Tigyit coal-fired plant in Shan State. The Netherlands-based NGO released a report titled Coal: A public health crisis in Myanmar, taking aim at negative environmental effects from the fuel source. E Guard is reported to be conducting the EIA, SIA and HIA assessments Greenpeace s report also criticised more generally plans for coal power in Myanmar. Current government policy officially calls for coal power to make up to 30% of the generation mix by 2030, but with Tigyit as the only large coal-fired plant and the remaining coal plans apparently suspended, in practice the goal appears to be unlikely. The Greenpeace report appears designed to tip the scales away from coal power.

8 Myanmar Energy Brief 5 May - 11 May The report said that if all planned coal-fired power plants were built and operated, Myanmar s SO2 emissions from energy use would be projected to increase 7-fold, and triple NOx emissions. The effect would be an increase in particulate matter and ozone pollution levels in Myanmar and neighboring countries, elevating the risk of diseases such as stroke and lung cancer. Greenpeace projected that the coal power plant emissions would be responsible for a total of 7,100 premature deaths each year, or 280,000 premature deaths if these plants operate for 40 years. The air quality and health impacts are significantly exacerbated by the lack of effective regulation of air pollutant emissions from coal-fired power plants in Myanmar, it said. It based this projection on 10 total projects with capacity of 8,000MW. The report also said that while Myanmar provides no data on PM2.5 levels to the World Health Organisation, its data on the PM10 group of particulate pollution including PM2.5 and other particles paints an alarming picture. Out of the 14 cities and towns included in the data, not even one meets the WHO guideline for annual average PM10 level, and the most polluted one (Pyin Oo Lwin) exceeds the guideline 7-fold. Six of the 14 cities have a higher PM10 level than China s famously polluted capital Beijing, the report said. It added this level of pollution has severe consequences for public health. Power and electricity Mandalay reveals budget for electricity distribution About Ks40bn ($29m) will be spent in Mandalay Region this year on improving electricity distribution, according to an article in government-owned The Mirror. The Mandalay Electricity Supply Corporation is attempting to add 200 villages to the grid each year. Currently about 1,700 out of the Region s 4,700 villages have electricity, the article said. It added that another 393 villages will be added to the grid in the next three years under the World Bank-funded National Electrification Project. The budget for includes: Ks27.9bn ($18m) from the Japan International Cooperation agency and World Bank Ks6.4bn ($4.7m) from the Regional budget Ks3.9bn ($2.9m) from a separate development budget The expenditure is reportedly in line with what Mandalay Region spent last year. A priority has been extending the grid to rural village areas. The budget totaled Ks39.2bn ($28.6m). It included: Ks12bn ($9m) for the installation of three 66kV substations, seven 33kV substations connection of 66kV power lines totaling 21 miles 110 miles of 33kV power lines 2.7 miles of 11kV power lines

9 Myanmar Energy Brief 5 May - 11 May Last year s budget reportedly including Ks18.4bn ($13.4m) from the ADB, as well as Ks7.1bn ($5.2m) from Mandalay Region s budget and Ks1.7bn ($1.2m) from a development budget. Transportation and distribution China gas exports reportedly suspended due to pipeline problems Gas exports from the Shwe offshore area to China have been suspended from 26 April due to a pipeline failure, according to officials from the Ministry of Electricity and Energy (MoEE), as reported by military-owned Myawaddy on 7 May. The article quoted MoEE deputy permanent secretary U Htay Aung as claiming the failure came at pumps in Kyaukphyu, which is near the Myanmar terminal of the pipeline. The repair work is nearly finished, and it will be operational soon, he said in the 7 May article. The shortage also affected gas-fired power plants, some of which rely on gas from the SEAGP Myanmar-China pipeline. Korea s Posco Daewoo is the operator of the Shwe offshore area, while Chinese state firm CNPC is the majority owner of a consortium owning the pipeline. Of note, Myanmar Energy Monitor contacted Posco Daewoo officials to confirm the news independently, though so far official confirmation has not been received. A Seoul-based official said she had not heard of this issue, but would check in to the matter and has not replied as of deadline. Power and electricity Large hydropower stations able to maintain reservoir levels Large hydropower stations have been able to maintain sufficient water reservoirs this year to generate electricity, according to the Ministry of Electricity and Energy, as quoted in Daily Eleven. Hydro reservoirs hit their annual low points at about this time of the year, as there are few rains to refill the reservoirs. Typically, water levels start to rise in the coming months with the start of the monsoon. The low water levels also correspond with the periods of highest electricity demand. However, Daily Eleven said that as of 9 May, electricity generation is continuing, with reservoir levels at the following heights: The article said that the Myingyan rental project had been suspended for 10 days due to the outage. Yeywa, 86ft Shwe Kyin, 34ft Upper Panlaung, 34ft Panlaung, 66ft Kun Chaung, 36ft Other power plants also rely on the gas supply, though whether their operations had been affected was not discussed in the article. There are also several other hydropower projects not directly covered in the article.

10 Myanmar Energy Brief 5 May - 11 May Current production capacity is about 2,119MW from 27 hydropower plants, and 874MW from 14 gas-fired projects. This means the maximum production is about 2993MW. Power and electricity Substation nears completion in Meiktila township A substation is being built in Mandalay Region s Meiktila township as part of a broader program of electrifying 40 villages in the area, The Voice quoted Mandalay Electricity Supply Corporation (MESC) officials as claiming. The 5MVA substation is an expansion of the original 3MVA substation at No 3 Meiktila Economic Zone. Construction is to wrap up on 10 May, with operations to start by the middle of the month, MESC general manager U Kyaw Thu reportedly said. The project cost a reported Ks400m ($300,000) to build, and is also to supply a nearby university and armed forces units. About 200 people joined a 2 May protest for the facility to be under the government directly rather than under the MESC. The land had been a grant since 1997 under the name Myanmar Electric Power Substation. Starting in 2014, MESC received a 30 year grant for the plot, Meiktila Electric Power Distribution Department manager U Nay Oo reportedly said.
