10 HOUSEHOLD LIGHTING Linear fluoros account for most of household lighting energy Programs that target single cap lamps only will miss this Distribution of lamp types varies from PICT to PICT, e.g: Some externally ballasted CFLs Different balance between T12 and T8 LFLs Balance between 2ft (600mm) and 4 ft (1200mm) LFLs Ferro magnetic vs electronic ballasts LEDs virtually unknown in household lighting Incandescent lighting use varies considerably Still potential for efficiency gains through GLS MEPS Level of lighting service consumption not high, so energy savings could be offset by more use of lighting. 11 BUSINESS AND GOVERNMENT LIGHTING Lamp counts were not available but PEEP 2 project studies should give better data LFLs the most common type of lighting; mostly T8s Saving potential: Transition from ferro magnetic to electronic ballast Eliminating remaining T12s T8 to T5 transition not so simple: Shorter tubes, so need spacers or new luminaires Energy savings may depend on replacing/re spacing luminaires not always possible with existing wiring Lighting levels are typically sub standard, so benefits may be taken as better lighting rather than less energy. 12 OUTDOOR AND STREET LIGHTING Number and type of lights generally known because they are utility, government or municipal responsibility Have been focus of several improvement projects Tonga example: PEEP 1 counted 3,200 street lights in 2010 (0.027/cap) Mainly high pressure sodium, LFL & mercury vapour 60% operational Tonga Light & Power and PEEP 2 have installed LEDs since Average efficacy now 100 l/w compared with in PNG, Samoa and Vanuatu Changes may result in better lighting standards and more operating lamps rather than less energy Pacific regional Efficient Lighting Strategy Inception Workshop Fiji 22 September
13 SOLAR AND PORTABLE LIGHTING In Vanuatu, PNG and Solomon Islands electrification rates are 11 22%, so portable lighting is important part of strategy Successful solar lantern distribution program in Vanuatu Use of kerosene lamps declined from 50% of households to 10% Use of solar lanterns increased from 4% to 25% of households 15% of homes with access to mains voltage also use them Small scale pico solar arrays of W becoming important enough to run LED lighting, TV, radio and phone charging Need performance standards Pacific regional Efficient Lighting Strategy Inception Workshop Fiji 22 September

16 NATIONAL CAPABILITIES AND PROGRAMS Most PICTs have national energy policies recognising efficiency, but resources for implementation vary Fiji only PICT with MEPS already legislated Only refrigerators and freezers covered now, but looking at other products, including lighting Considering lighting requirements in building code Other PICTs planning MEPS as part of PALS program Samoa, Tonga, Cook Is, Kiribati and Vanuatu most advanced Plan to include lighting (adopting AS/NZS standards) RMI has import duty exemption for efficient products, including fluorescent and LED lighting, meeting US Energy Star or similar Some externally funded projects, including PEEP 1 and 2 Some government and utility funded projects Pacific regional Efficient Lighting Strategy Inception Workshop Fiji 22 September

25 POTENTIAL REGIONAL SAVINGS Saving in electricity use over the period would total about 4.23 million MWh (4,230 GWh) Saving in electricity generated would be about 15% higher, due to transmission and distribution losses About $ 1,266 million US (USD) in fuel costs avoided PNG accounts for nearly half of this Capital, operation and maintenance savings total USD 191 million The net present value (NPV) is USD 772 million (7% discount rate) Compared with the undiscounted value of USD 1,456 million Fuel imports 1.68 million kilolitres (1.68 gigalitres) lower than BAU Greenhouse gas emissions 4.61 million tonnes lower than BAU Assumes Savings Not Taken As More Light Pacific regional Efficient Lighting Strategy Inception Workshop Fiji 22 September
