3 Base Code Change Proposals 3 Changes that apply in all spaces: Recessed luminaires shall not have medium-base sockets Medium-base sockets will be allowed in surface-mounted, wallmounted and suspended fixtures, so preserve the market for historically appropriate luminaires, and to avoid the danger of pre-empting change to the Federal lamp efficacies.

4 Base Code Change Proposals 4 Bathrooms Require at least one high efficacy luminaire (as defined by Table 150-C) in each bathroom Limit low efficacy lighting wattage to 100 Watts per bathroom Require vacancy sensors for all lighting in bathrooms It s possible that GU-24 bath bars will become typical in production homes without code change. Hallways This is a new section Special requirement that chandeliers, pendants or sconces in hallways shall not have medium screw-base sockets.

5 Base Code Change Proposals 5 Garages, Laundry Rooms, Closets and Utility Rooms Eliminate the existing vacancy sensor exceptions Require high efficacy luminaires and vacancy sensors for all lighting in garages, laundry rooms, closets and utility rooms (the exception to the control requirement for closets under 70 square feet would be maintained). Kitchens Remove the low efficacy allowance of 50% of installed Replace it with fixed limits of: 100 Watts for dwelling units less than or equal to 2,000 square feet 150 Watts for dwelling units larger than 2,000 square feet NOTE: This new fixed limit approach would eliminate the existing additional allowance for low efficacy luminaires in kitchens, which is earned by using high efficacy luminaires and vacancy sensors in all garage, laundry room, closet and utility room areas.

6 Base Code Change Proposals 6 A voluntary energy credit for installing all-higher-efficacy lighting. Per the last meeting, this is off the table.

7 Reach Code Change Proposals 7 Reach Code Cost-effectiveness analysis shows that high efficacy lighting is cost effective in all residential space types Therefore, we propose that the reach code should require all permanently installed lighting be high efficacy A requirement for higher efficacy (80 lamp lm/w+) may be possible

12 Costs and Analysis 12 Cost data was obtained from online retailers and home improvement stores, and confirmed by lighting industry stakeholders. The retail pricing is assumed to be a conservative cost estimate because contractors and builders typically have access to equipment directly from distributors at lower costs. Energy savings are based on the CPUC/KEMA data because this is more recent and because it is more conservative (lower hours of use).

20 Proposed Language 20 Section 150(k) Residential Lighting. Recessed luminaires installed in residences shall not contain mediumscrew based lamp holders. The lighting in specific room shall meet the following requirements:

21 Proposed Language Lighting in kitchens. Lighting in kitchens shall meet all of the following requirements: Low efficacy lighting installed in kitchens shall be the total maximum rated luminaire wattage as follows: A. Up to 100 watts for dwelling units less than or equal to 2,000 ft² B. Up to 150 watts for dwelling units larger than 2,000 ft² All other lighting installed in kitchens shall be high efficacy.

22 Lighting in Bathrooms. Lighting installed in bathrooms shall meet all of the following requirements: A. A minimum of one high efficacy luminaire shall be installed in each room that contains a sink used for personal hygiene; and B. Installed low efficacy lighting shall be the total maximum rated luminaire wattage or 100 watts, for each room containing a sink used for personal hygiene; and C. All installed bathroom lighting shall be controlled by a vacancy sensor. [Note: Section 101 defines Bathroom as: a room or area containing a sink used for personal hygiene, toilet, shower, or a tub. So toilet stalls are bathrooms, but are not subject to the requirements of section 150(k)10 unless they contain a sink used for personal hygiene.]

26 Proposed Language Lighting in Garages, Laundry Rooms, Closets, and Utility Rooms. Permanently installed luminaires in bathrooms, attached and detached garages, laundry rooms, closets and utility rooms shall be high efficacy luminaires and shall be controlled by a vacancy sensor. Vacancy sensors in garages shall not rely only on passive infra-red to detect occupants. EXCEPTION 1 to Section 150(k)10: luminaires in closets less than 70 square feet are not required to be controlled by a manual-on occupant sensor. 12. Lighting in Hallways. Lighting installed in hallways shall meet all of the following requirements: A. Be high efficacy or controlled by a vacancy sensor or dimmer; and B. Chandeliers, pendants, and sconces installed in hallways shall not contain medium screw-base sockets.

Permanently installed luminaires located in rooms or areas other than in kitchens, bathrooms, garages, laundry rooms, closets, utility rooms, and hallways shall be high efficacy, or shall be controlled by either a vacancy sensor or dimmer. EXCEPTION 1 to Section 150(k)13: Lighting in detached storage buildings less than 1000 square feet located on a residential site is not required to comply with Section 150(k)13.

31 Proposed Language Reach Code 31 Proposed language regarding residential lighting for Tier 1 of Title 24, Part 11 (CALGreen) is as follows: All permanently installed indoor and outdoor lighting for residences shall be high efficacy as defined by Title 24, Part 6 Section 150(k). A lighting control device shall be installed in each room. The lighting control device shall be a dimmer or vacancy sensor. EXCEPTION: Low efficacy lighting offset by an equal or greater nominal wattage photovoltaic system permanently installed on the site. The exact structure and placement of the proposed language within CALGreen will be determined as the structure and form of that code develop.

32 Needed Standards for Self-Ballasted Lamps 32 Must ensure adequate light output and life during elevated temperature operation Testing to date: Maxlite found that only 9W self-ballasted don t exceed rated temp in recessed cans LRC / EPA accelerated life test PNNL test, half of ES reflector CFLs reached their rated life in an elevated temperature test in ICAT fixtures PNNL also found that heat build-up took at least 20 minutes LRC s Specifier Report from 2005 showed that many CFLs are available with rated maximum ambient air temperatures higher than 55 C

33 Needed Standards for Self-Ballasted Lamps 33 Applicable standards Energy Star currently requires CFLs to be rated for use in 50 C ambient air CFLs are available with a 90 C maximum ballast case temp. For safety reasons, 90 C is the highest ballast case temperature limit allowed under UL 1598 DOE s Elevated Temperature Life Test procedure Which standards must be in place to ensure that selfballasted lamps will perform adequately in both new construction and retrofit situations in enclosed and/or recessed fixtures?
