2 SAFA Safety Assessment of Foreign Aircraft Background: Concerns regarding ICAO Standards not fully applied by contracting states. Continuous growth in air transport, with same trends in accidents. European Civil Aviation Conference ECAC started a discussion 94/95 which lead to adoption of the SAFA programme in June 1996 after decision by ECAC DGCA meeting

3 SAFA Principles Safety for: Internal, crew and passengers External, airspace and in vicinity of airports Ramp Inspections by participating states Foreign / Third Country Aircraft Executed by 42 participating States Voluntary basis until 30th April 2006 for EU MS (Directive 2004/36/CE).

4 SAFA Principles Linked to ICAO via Annex 6 part and Doc 8335 part VI - Guidance for foreign Operators: States shall establish a programme with procedures for the surveillance of operations in their territory by a foreign operator and for taking appropriate action when necessary to preserve safety.

30 Does SAFA give anything back? The new database gives possibilities to a number of reports that can be used for various purposes Supplier control, such as loading, maintenance. Could be a part of Flight Safety and Accident Prevention and/or the SMS system Detect needs for procedural changes and/or Training needs within the entire organisation Save $ and via improved and more effective procedures
