9 Fuel Consumption Calculators SECA inspectors focus on whether compliant fuel was used in the SECA area need to find out if the ship used LSFO within the SECA or changed over from HSFO to LSFO just before harbour lights 150m3 LSFO ROB Use of fuel calculators aid determining minimum LSFO amount that should have been consumed in the SECA Various Member States already using these tools EMSA exploring incorporation of a fuel calculator in THETIS-EU based on ship emission inventories 9 200m3 LSFO ROB

10 Remote Sensing and RPAS Measuring SOx in the plume of vessels can give an indication of potential non-compliance Several SECA countries using already remote sensing technologies Helpful for checking non-eu flagged vessels in transit in EU EMSA to offer ship emission monitoring services using Remotely Piloted Aircraft Systems Call for Tender for RPAS services published in April: 10

11 Remote Sensing and RPAS Pollution Detection and Monitoring: complementing CleanSeaNet Emission monitoring: support to enforce the Sulphur directive Maritime surveillance: Vessel detection and identification Potential additional applications: Search and Rescue, border control, fishery control, anti piracy, safety of navigation, customs, anti drug trafficking, Detecting of oil spills Measurement of ship emission Support to response operations

12 STEAM project Ships Sulphur Trails Emissions Aerial Measurements An ESA-ARTES -20 programme project CLS and Tekever coordinating EMSA involved as an institutional partner Duration: November 2015 to October 2016 Objective: to help involved MSs to enforce Sulphur Directive with a solution based on an RPAS equipped sniffing sensor RPAS Demonstration in Hamburg Proof of concept to validate methodology Some flights made to measure SOx of passing ships and calculate Sulphur content of fuel 12

15 PAS Key principles of operations RPAS operations shall serve Member States, EU Agencies, and Commission Services will be free of charge for MSs RPAS services will only be provided based on a Member State request Member State authorities shall be the owner of the operations Operations will be adapted to user needs Member State authorities to decide what to do (operational & ATM point of view) User obligations To provide the permit to fly To provide the airstrip and logistics 15

16 Final remarks The Sulphur Directive has led to a reduction in SOx emissions from shipping and consequently in concentrations Lessons learned from SECA enforcement to be promoted for the 0,50% sulphur limit in 2020 outside SECAs EMSA to perform visits to Member States to verify application of Sulphur Directive Increased transparency through display in THETIS-EU of information to general public 16 Source: Danish Centre for Energy and Environment
