1 INTERNATIONAL MARITIME ORGANIZATION E IMO SUB-COMMITTEE ON BULK LIQUIDS AND GASES 11th session Agenda item 5 BLG 11/5/7 12 January 2007 Original: ENGLISH REVIEW OF MARPOL VI AND THE NO x TECHNICAL CODE Proposal to harmonize a record book of engine parameters Submitted by the Republic of Korea SUMMARY Executive summary: This document provides a proposal for a standard form of a record book for engine parameters defined in the NO x Technical Code, Chapter 1, section , in order to harmonize and facilitate the record book of engine parameters, as well as for the convenience of shipowners and the relevant persons involved. Action to be taken: Paragraph 7 Related document: MEPC 53/24 Introduction 1 The Sub-Committee will recall, that MEPC 53 agreed on a revision of MARPOL Annex VI, which entered into force on 19 May 2005, and instructed the BLG Sub-Committee to complete the work by Several Member States and the shipping industry have offered opinions and views on how to solve the potential environmental problems caused by emissions from ships and, while MARPOL Annex VI was implemented, have detected issues that need clarification. 2 The Republic of Korea would like to propose and underline the necessity for a standard form of record book for engine parameters defined in the NO x Technical Code, Chapter 1, section , in order to improve the control of engine parameters and efficiency of engine surveys. The necessity of the form of the record book 3 All engines which MARPOL Annex VI, regulation 13(1)(a), applies to shall be surveyed in accordance with the NO x Technical Code, and an Engine International Air Pollution Prevention Certificate (EIAPP) shall be issued and delivered with the engines. 2 - 2 - responsible Administration and recognized organizations shall ensure that the engines comply with MARPOL Annex VI, regulation 13(3)(a) by on-board NO x verification procedures such as engine parameter check method, simplified measurement method or the direct measurement and monitoring method. 4 According to the NO x Technical Code, Chapter 6, section , shipowners or persons responsible for ships equipped with diesel engines, which are required to use the engine parameter check method as the on-board NO x verification procedure, shall maintain, chronologically, a record book of engine parameters, including the replacement of components and the change of settings influencing NO x emission of the engine. The record book is recognized as the critical documentation whether the engines are in compliance with MARPOL Annex VI. Proposal for a standard form of record book 5 However, the use of different forms of the record book has been found to be one reason for different understanding of the purpose and keeping methods of the record book by users. The shipowner and responsible person of the record book might be confused about keeping it. The Republic of Korea is of the opinion that the responsible persons should be provided with information with respect to the form of the record book to remove any possible confusion. Furthermore, the work of administrations and recognized organizations in terms of survey and certification procedures will be certainly simplified through it. 6 In order to facilitate the development of the sample form, the contents of the form of the record book identified are listed as follows, and the draft form is attached as annex:.1 all engine components and parameter listed influencing the NO x emission of the engine;.2 IMO Identification Number and the replaced date of the components;.3 adjusted parameter values and the adjusted date of the engine settings; and.4 signature of the responsible person for the engine. Action requested of the Sub-Committee 7 The Sub-Committee is invited to consider the above and the proposed standard form of Record Book for Engine Parameters set out at annex and take action as appropriate. ***
