3 EU Sulphur Directive The Sulphur Directive requires inspections To check Sulphur content of marine fuels being used on ships Significant effort by Member States Enforcement also on marine fuel suppliers as in MARPOL Annex VI The number of individual ships subject to inspections on sulphur is defined in Commission Implementing Decision 2015/253 3
4 THETIS-S THETIS-S system developed for reporting Sulphur inspections Operational since 01/01/2015 Directive has no provisions for a system to report, target and share inspections results EMSA invited to develop a cost-effective solution Used by Member States on a voluntary basis Over 9,500 inspections reported so far 4

8 Fuel Sampling and Analysis Source: Netherlands Shipping Inspectorate Commission Implementing Decision 2015/253 establishes Binding fuel sampling frequency for Member States starting in 2016 It can be adjusted when using remote sensing technologies But not more than 50% of the inspections Provisions for on-board spot sampling of fuel in use More focus on enforcement of fuel suppliers through mandatory reporting of Letters of Protest 8

11 First 16 months results Source: 2 nd IMO GHG Study Considerable stepping-up of inspection efforts Apparently, no safety problems when changing over No safety issues reported when on board sampling Need for a risk based targeting of ships for better use of resources Control of ships in transit or while at sea remains a challenge Observed compliance rate around 95% (broadly confirmed by remote sensing technologies) 11
12 EMSA Inspection Guidance EMSA provides training to inspectors on sulphur Inspection guidelines developed in close cooperation with European Sustainable Shipping Forum (industry and EU MSs) Reference document for a harmonized enforcement of the Sulphur Directive EU submission to IMO on guidelines for on board fuel spot sampling 12
13 Remote Sensing and RPAS Measuring SOx in the plume of vessels can give an indication of potential non-compliance Several SECA countries using already remote sensing technologies Helpful for checking non-eu flagged vessels in transit in EU EMSA to offer ship emission monitoring services using Remotely Piloted Aircraft Systems Call for Tender for RPAS services published in April: 13
14 Fuel Consumption Calculators SECA inspectors focus on whether compliant fuel was used in the SECA area need to find out if the ship used LSFO within the SECA or changed over from HSFO to LSFO just before harbour lights 150m3 LSFO ROB Use of fuel calculators aid determining minimum LSFO amount that should have been consumed in the SECA Various Member States already using these tools EMSA exploring incorporation of a fuel calculator in THETIS-S m3 LSFO ROB
15 Final remarks The Sulphur Directive has led to a reduction in SOx emissions from shipping and consequently in concentrations Use of in-situ emissions monitoring devices in the ship stack (reporting to shore stations) might contribute to ensuring levelplaying field Need for efficient and enhanced enforcement in view of the 0,50% sulphur limit in 2020 under the Sulphur Directive EMSA to perform visits to Member States to verify application of Sulphur Directive Increased transparency through display to THETIS-S information to general public 15 Source: Danish Centre for Energy and Environment
