1 REGULAR MEETING February 21, 2017 PRESENT: Mayor Robinson, Trustees Appleton, Gardner and Wagner, Superintendent Evans and Clerk Hoffmeister Others Present: Natalie Muster from the Country Courier, Joe Cummins, Fire Chief and Adam Ritcher Mayor Robinson presided. Meeting was open with a salute to the flag. Minutes of the previous meeting of February 6, 2017 were approved as submitted by . PARK USE: The Rochester Lady Lions requested the use of the Softball field to host a tournament June 2,3 & 4, Would like use of the lights also. Will ask Warsaw Little League if they would be interested in opening their concession stand for the weekend. INSURANCE: Received form to comply with Regulation 87 of the New York State Insurance Department from Tompkins Insurance Agency. LEGION HALL USE: Received a request from Kimberly Heeb from Women s Health & Midwifery to use the Legion Hall on October 15, 2017 to host their 2 nd Birth and Beyond Shower and request to have the fee be waived. LEGION HALL USE: Received a letter from the Cornell University Cooperative Extension to request the use of the Legion Hall for the Wyoming County 4-H to host an International Food & Fun Night on June 6, 2017 at no fee. WATER FILTER PLANT: New York Rural Water Association informed the Village that they have been selected to receive the 2017 Water System of the Year Award at the 38 th Annual Technical Training Workshop & Exhibition this May in Niagara Falls. The award will be presented at the Annual Luncheon on Tuesday, May 23, PARK USE: The Village of Perry has requested use of the Park ball fields for the Annual Sea Serpent Softball classic scheduled for July 22-23, 2017.
2 PUBLIC WORKS PROGRESS REPORT: STREETS Plow, sand, salt village streets, parking lots, fire hall, village owned properties on Thurs, 2/2, Thurs 2/9, Mon 2/13, Wed 2/15 and Thurs 2/16, haul snow as needed from municipal parking lots on 2 occasions Mon 2/13 & Thurs 2/16, completed installing power supply to vehicle lift at Bldg #2, installing additional lighting at Bldg 2, install and wire tailgate spreader on park truck to enable us to salt and/or sand tight areas using a pick-up rather than 6-wheeeler, load out all remaining tires from bldg #2, we are no longer accepting tires, performed repair on truck #286, remove/replace radiator, hoses and mounting hardware, perform maintenance/exhaust work on WWTP s vehicle, load out dumpsters purchased by MRC Disposal, Thurs, 2/9, run sewer jet at 87 N Main St and at Liberty St and W Buffalo due to main backing up, enormous amount of grease was noticed in the system, pick up/chip brush, unload delivery of water main pipe and fittings for Allen St replacement and place cold patch in various locations as needed on Village streets. PARK Continue to prep, stain picnic tables and benches from Main St, daily snow/ice removal as needed, daily trash collection, daily check facilities for cold weather issues, cut, chip dead trees in village park, working on plan to add drainage structures and pipe in a few areas around the track, this will prolong any type of resurfacing that may be done in the future and also work on plan to add parking in the Southwest are of the park. WATER DISTRIBUTION daily checks of pumps, storage tanks and meter vaults, stakeouts are required, finals read as requested, meters read as scheduled, continue to notify, schedule and replace water meters, placed order to second purchase (500 meters), repair water main break at Mt View and Brooklyn St and received materials ordered for water main replacement on Allen St. GENERAL INFORMATION Met with Becky Ryan and Bill Daly On Tues, 2/14 to discuss a request from the Wyo Co Planning and Development Agency. The County is seeking a Green Initiative Grant from NYSERDA. In order to be considered for this grant, the County will have to complete 4 of the 10 high impact actions litsted on sheet provided. One of the 4 they have chosen is #4, install Electric Vehicle Charging Station. Desired location would be in our West Parking lot and are looking for a commitment from the village to designation 2 parking spaces where the charging station would be installed. I have contacted a field planner from NYSEG to see if location was possible and to clarify some billing questions. I received the Wastewater Improvements Costs & Figures from Clark, Patterson, Lee as part of our Capital Improvement Plan (Copy attached to my report). We now have both Water and WasteWater plans and proposed scope of work. Their request is we review these plans, make any additional requests and/or alternatives in a timely matter. In order to move forward, we will have to start the Bond Resolution and SEQR Environmental Review in the very near future. Two engineers from LP, Gary Bogert, Steve Reisdorf and myself have a meeting scheduled Thurs 2/23 to review plan with Chief Operators and receive feedback from them. WASTEWATER TREATMENT PLANT Tests and maintenance as needed and required, WYCO dumped 12,000 gallons, sweep and mop building, replace heater in backflow building-burnt out, change oil in WW pumps #3 & #4 and add oil to SP pump #1, check and add oil to north blower, finish and submit EPA bio-solids report for 2016, got reply everything was OK, unplug pista-grit conveyor, working on methane gas manometers, got them working again, install light socket at Industrial Park transfer switch, see if heating the box helps, Dival Safety here taking back gas meter, bad 02 chip, were running 600,000 gallons extra last few days. WATER TREATMENT PLANT Daily tests were performed and results recorded, generator tested successfully, and under load, water is currently drawing from the headwaters, raw water was drawn from Reservoir Feb 8 th,11 th,12 th & 13 th, water intake screen is cleaned approximately every other day as dirt accumulates onto screen, Steve continues alternating weekend distribution checks with
3 Tom Uptegrove when on weekend checks at Water Plant, we have drained and sampled backwash lagoons on Feb 3 rd,6 th,8 th,23 rd,12 th and 16 th since last report and Andy Myers(DOH) scheduled the mock Table Top drill to be conducted at Wyoming County Dept of Health Feb 28 th in the morning and last for approximately (2) hours.
