2 Objective Start the dialogue on the attributes of the Chino Hills Proposed Alternative ( CHPA ) for the Segment 8A of the SCE s Tehachapi Renewable Transmission Project ( TRTP ). [These slides were accompanied by an oral discussion; the slides alone do not fully represent the presentation content.] 2

3 Brief History of TRTP The need for TRTP to integrate the needed renewable resources in Tehachapi Wind Resource Area has been known to the state for more than a decade The California Independent System Operator (CAISO) planned for and approved the TRTP in January of 2007 At the time CAISO (and SCE) clearly recognized that the TRTP around Chino Hills needed revision due to routing concerns SCE filed application for the Certificate of Public Convenience and Necessity (CPCN) for TRTP with the CPUC in June 2007 In the application, Segment 8A of TRTP would use ROW of an idle single circuit 220kV line to house a double circuit 500kV line SCE s filing clearly states that Segment 8A will have severe adverse public impacts that could NOT be mitigated To the best of our knowledge, building the largest known transmission line in Western United States in a 150 wide ROW, as proposed for TRTP, is unprecedented anywhere in California, and perhaps the nation, let alone in population areas 3

8 Chino Hills Proposed Alternative (CHPA) The City of Chino Hills protested the routing of Segment 8A in Chino Hills in August 2007 on Public Health and Safety grounds both during construction and operation phases of the project However, recognizing the importance of TRTP to the state, Chino Hills offered to work with SCE to search for alternative solutions As part of its protest, Chino Hills referred to an alternative for Segment 8A that Chino Hills believes to be superior to that in CPCN application from all perspectives 8

9 CHPA and Relevant Transmission Routes Around Chino Hills Existing double circuit 220kV line Existing 500kV lines (2) PEA proposed Segment 8A approx. route around Chino Hills Chino Hills Proposed Alternatives (CHPA) approx. route CHPA Switching Station (3.5 to 10 acres) Chino Hills State Park approx. boundary 0 mile 1 mile 2 miles

10 Main Attributes of CHPA Eliminates the need for building more than 15 miles of double circuit 500kV transmission line in populated areas of Chino Hills and in two other neighboring communities of Chino and Ontario - considered the most costly and troubling part of the entire TRTP project Half of all protests against the TRTP were related to this segment Will have significantly more benign/manageable environmental impacts CHPA transmission line is around 6 miles long and remains completely within existing transmission corridors Less than 3 miles in the Chino Hills State Park (CHSP) We could not identify any household falling within 500 ft of CHPA - versus 1000 homes for the SCE proposed route in Chino Hills alone Requires a switching station to be built in the Chino Hills State Park Switching station occupies an area between 3.5 and 10 acres depending on technology The area most suitable for the switching station seems environmentally acceptable Several existing transmission corridors are already in place Mostly flat terrain and devoid of vegetation Generally away from park visitor areas and vista points Detailed engineering/environmental assessment is currently underway at SCE Preliminary assessment show that CHPA may be better from engineering, schedule and budget standpoints 10

15 Concluding Remarks Chino Hills Proposed Alternative (CHPA) for Segment 8A would resolve the most critical concerns, as acknowledged by all parties including SCE, with the entire TRTP project Chino Hills intends to work with all impacted parties to iron out all concerns with CHPA Chino Hills is working closely with SCE on system and engineering/ environmental studies of CHPA Chino Hills intends to continue the dialogue with the State Park, State Legislature, CPUC and other interested parties To the extent practical, we intend to coordinate all these efforts with SCE 15
