Summary Explanation/Background: This is a cooperative bid administered by Pinellas County for estimated annual requirements of fuel, gasoline and diesel. The County's estimated requirements and expenditure include Sunstar Ambulance and the Sheriff's Office. There are thirteen (13) government entities participating in the cooperative bid: City of Clearwater City of Dunedin City of Gulfport City of ndian Rocks Beach City of Largo City of Madeira Beach City of Oldsmar City of Pinellas Park City of St. Petersburg City of Tampa Hillsborough County Sheriffs Office Palm Harbor Fire Rescue St. Petersburg College Revised Page 1 of 2
2 The per gallon fuel prices will be calculated using the Oil Pricing nformation Service (OPS) Average Base Price the day of order placement including a fixed fee per gallon which is essentially a charge to deliver and dump the fuel. The contract has the following terms and conditions: 1. Average Base Price: All prices will be based on Port of Tampa Florida Calendar-Day Terminal Average rack prices from the day of order placement published daily per the (OPS), United Publications. 2. Fixed Fee Per Gallon: Freight charges, (delivery fees per gallon), are adjustable (decrease or increase) at six (6) month intervals after the date of the award and at six (6) month intervals thereafter for the life of the contract based on the previous six month percentage average of the Consumers Price ndex (CP), All Urban Consumers, Not Seasonally Adjusted, U.S. City Average, All tems Base Period: =100 published by the U.S. Department of Labor's Bureau of Labor Statistics. 3. Period of Contract: This is a twenty-four (24) month contract, effective December 16, 2013 through December 15, Option of Renewal: The contract contains one (1) additional twenty-four (24) month term extension, pending availability of funds and approval by the County Administrator. As this contract is essential to the operation of many local governmental organizations, staff is requesting the County Administrator be granted authority to amend this contract for specification revision or the addition/deletion of items over the term of the contract. Fiscal mpact/cost/revenue Summary: COOPERATVE (CO-OP) ANNUAL ESTMATED AWARD AMOUNT: PNELLAS COUNTY'S ANNUAL ESTMATED EXPENDTURE NOT TO EXCEED: TOTAL ANNUAL ESTMATED EXPENDTURE NOT TO EXCEED: $12,808, $ 6,540, $19,348, Funding for Pinellas County is budgeted in Fleet Management's operating expenses.
