5 Future-proof technology throughout The German Shipbuilding and Ocean Industries The German Shipbuilding and Ocean Industries Association (VSM Verband für Schiffbau und Meerestechnik e.v.) has a long tradition but stands for a modern high-tech industry. Founded in 1884 as an organization of the German shipyards, the membership of the association has been opened to other maritime-oriented companies during the last decades. Today, VSM represents the political and commercial interests of the German maritime industry, comprising shipyards building oceangoing and inland waterway vessels, marine equipment suppliers, classification societies, ship model basins and engineering consultants as well as universities and other research institutions. The responsibilities of the association include providing members with specialist advisory and support services and representing their interests in public and vis-à-vis political institutions. The VSM also promotes the technical and commercial development in the shipbuilding and ocean industry in Germany and abroad. The association represents its members nationally and internationally and is a member of SEA Europe (Ships & Maritime Equipment Association), the umbrella organisation in Europe. Since its beginning in 2008, the international economic crisis induced a real challenge to all companies that are active in the German shipbuilding industry. The yards and equipment manufacturers successfully managed their reorientation by adapting market strategies, production programmes and corporate structures. They were able to increase their efficiency, to strengthen their technological leadership, to approach new markets with innovative products and some of them even found new investors and owners. Germany s yards have now shifted their focus towards the production of more sophisticated special-purpose ships such as cruise vessels, ferries, Ro-Roships, product/chemical/gas tankers and luxury yachts as well as ships and platforms for the offshore industry. The German shipbuilding industry has about 90,000 skilled employees in the shipyards and the supply industry. The German Shipbuilding and Ocean Industries Association is looking optimistically into the future as its more than 110 member companies are exceptionally well prepared for future challenges. The German shipyards and companies of the marine equipment industry have excellent modern capacities and capabilities to build almost every type of ship and floating unit demanded by the maritime world as well as a vast variety of marine technology components. Due to their outstanding position in research, development and innovation, the companies are able to meet all technological requirements and to offer tailor-made solutions for transportation and environmental challenges in close cooperation with the customer. German companies are also leading in futureoriented ocean and offshore technologies, especially for new markets such 3

German companies offer a wide range of services and products from engineering to the construction of highly specialized electrical/electronic and mechanical equipment and materials. Merchant shipbuilding Newbuilding of merchant vessels Despite the adjustment process during the crisis, German shipyards had been able to maintain their position within the group of leading shipbuilding countries in the world. Outstanding technological expertise and a highly skilled workforce have placed them in an excellent market position and German yards have repeatedly and impressively demonstrated their capabilities with deliveries of numerous remarkable and innovative ships. Even though the price of new ships is frequently the decisive issue in international competition, German shipbuilding still has far more to offer than just ships off-the-shelf. Quality and efficiency for Ro-Ro transport reduction of noxious emissions to limit the environmental impact of shipping transport. Only a life-cycle consideration provides the information about the real efficiency and the quality of a ship. The yards are focussing their activities on tailor-made solutions adapted to the requirements of the customers. Intelligent lifecycle concepts are just as much a matter of course as is high manufacturing productivity, which is also reflected in short delivery times and on-time delivery. Another aspect is the use and processing of high-quality materials, which improve safety and help to reduce weight and fuel costs. In recent years, German shipyards have considerably invested into modern manufacturing techniques, for example the laser cutting and welding technology. Furthermore, the yards made strong efforts to optimize their logistic concepts in order to improve the flow of materials and reduce idle time. All these measures improved the quality and efficiency of a whole company. The basic competence of shipbuilding companies is the qualification of the workforce. Creative engineers come up with convincing solutions that match the demanding complex requirements of the shipowners who want to order individual ship newbuildings. German shipyards are very experienced in the development of highly specialised ships, many of which have set standards worldwide. Hence, the German shipbuilding industry is well prepared for future developments and specialisations in the transport market. German shipyards, on average, build merchant ships a year worth about Euro 3 billion. Furthermore, German shipyards have developed the most advanced and complex ferries and passenger vessels. These types of ship make up a strongly increasing part of the product portfolio. Here, the yards are able to demonstrate the success of their systems technology competence and their close ties with partners in the efficient German marine equipment sector. The dimensions of the passenger vessels range from yacht-like ships of 3,000 GT, 15,000 GT vessels for inter-island service and Club tourism ships of around 70,000 GT to big cruise liners of more than 150,000 GT. The many ferries produced by German shipyards comprise e. g. double-ended passenger/ro-ro-ferries with about 18,000 GT for European and North American coastal areas and even one of the world s largest passenger/ro-ro ships with more than 60,000 GT for the North Sea traffic. A further demanding segment in the passenger ship market is the construction of spectacular mega yachts. These luxurious ships are of particularly high value as far as equipment and fittings are concerned and are mainly ordered by private customers. These include patrol boats, oil spill recovery vessels in the environmental protection sector, tugs, pilot boats, measurement, sounding and research vessels as well as search and rescue vessels and dredgers. A fast growing and highly innovative market segment is the offshore industry. In addition to the long-lasting experiences with the construction of supply ships, German yards are now also building offshore installation vessels for the oil and gas industry as well as vessels for the erection of wind energy parks in the German Baltic and North Sea area. Ship Repair and Conversion Repair, conversion and maintenance contracts are important market segments for German shipyards. Turnover in repair and conversion in recent years amounted to Euro 800 million a year on average, which is about 15% of the total turnover in shipbuilding in Germany. Some 20 shipyards contribute to the sector, most of them also active in newbuilding. At the European level, German shipyards have consolidated their leading position with a market share of about 25% which Complex repairs and conversions accomplished with competence and reliability 5

8 is clearly well ahead of the shipbuilding industries of neighbouring countries. High flexibility, quality and their reliability concerning the agreed date of delivery provide German yards competence and the competitive edge over others. By way of example, German yards are leading when it comes to complex and spectacular cruise ship conversions and lengthenings. German yards have also made considerable contributions to the development of advanced and environmentally friendly technologies, for example in blasting and coating work. They are well-prepared for the retrofitting of ships with exhaust gas cleaning systems (i.e. scrubber) or ballast water treatment plants so that the ships comply with IMO requirements. Research, Development and Innovation More than ever before, research, development and innovation (RD&I) are the foundations on which the efficiency, competitiveness and future orientation of the German maritime industry rest. The industry is expanding its leading position in technology by continuously strengthening its RD&I activities and is investing more than 4% of its turnover in industrial research and precompetitive development. If continuous researchbased product improvement and innovative investment in the design of new tools and manufacturing machinery is included, then companies involved in maritime economy are spending about 10% of their turnover on research, development and innovation, all for the improvement of the product and to the benefit of the customer. Modern test facilities for innovative products In order to secure its leading international position in technology, German shipbuilding is making big efforts to recruit and keep a highly qualified and motivated workforce. Modern shipbuilding production is marked by a rising demand for academics, particularly naval architects and marine engineers. Their share in the total shipyard workforce in Germany has more than tripled in the last 20 years to about 13%. It is even higher in naval shipbuilding and the supply industry. Engineers form the largest career group, representing 20% of the employees in the maritime industry. Inland Waterway Vessels The building of inland waterway vessels has a long tradition in Germany. Just as distinctive is the wide variety of ships which have been developed to date on yards at the inland waterways. New types of ship need special designs for specific routes and operations. Extreme fluctuations of water depths, for example, require optimal ship designs with low draught and low superstructures. Other substantial requirements are targeted on comfort, service and cost savings on board. Hulls are generally premanufactured as large, fully equipped sections. The competence of the building yard is demonstrated by the optimised state-of-the-art end product. Powerful vessel for inland waterway transport There are about 40 facilities in the German inland shipbuilding sector with a workforce of about 1,000. Newbuilding makes up the biggest part of all activities with annual contract values of more than Euro 100 million. Most shipyards, however, are also equipped to carry out repairs, maintenance and conversions. Particularly during winter months, when waterway transports are frequently restricted by ice, these yards enjoy a good capacity utilisation. To improve capability and productivity, yards have 6

9 Relaxed holidays with comfortable river cruise vessels invested in their facilities and in shipbuilding halls, so that they can work independent of weather conditions. A fundamental structural change has taken place in building inland waterway vessels during the last few years. As inland shipping has reduced investment activities and as competition from companies in low-cost countries has increased, the German inland yards have concentrated on building highvalue tonnage like passenger vessels and ferries, boats for local authorities and other special tonnage. The demand for river cruise ships, particularly for operation on Europe s biggest rivers, has risen significantly in the last few years. This market offers continued newbuilding potential because of growth and modernisation. Demand for ship newbuildings is also generated by port and waterway administrations because of modernisation requirements and increased ship safety demands. Innovative inland waterway vessels do not only range from basic design to manufacturing technology but also include diesel engines and other components as well as interior architecture and design. The diesel engines required, for example, do not only have to demonstrate efficient fuel consumption, low exhaust emission and low noise characteristics but also important optimal and constant availability for operators under different conditions. This means punctuality, reliability and, not least, satisfied operators and passengers. A low engine weight and compact design also play a decisive role. In Germany, the most modern diesel engine technology is available and the good co-operation among manufacturer and shipyard guarantees that the highest expectations of shipowners are met. Naval Shipbuilding The construction of naval vessels implies great challenges for shipyards in regard to their systems integration competence. The co-ordination of differing technological disciplines such as electronics, weapons systems, lightweight construction, NBC protection, propulsion technology and vessel signatures needs to be understood, carried out and integrated physically as well as electronically into the platform by an efficient project management system. Particularly naval shipbuilding with its advanced technology has a long tradition at German shipyards and the marine equipment industry. Naval shipbuilding in Germany is, to a decreasing extent, designated to satisfy the demands of the German Navy and, as such, embedded in the security policy of Germany. National security demands and industrial competence offers innovative products on the highest level available with experienced and highly-qualified personnel. However, continuous employment needs national naval newbuilding programmes as well as export contracts. And it is the export sector that attaches great importance to continuous customer care and after-sales services as well as to technical reliability. The frigates, corvettes, offshore patrol vessels (OPVs), submarines, fast patrol boats and mine counter-measure vessels as well as logistics and auxiliary ships built by German shipyards are, along with supply and support vessels, the backbone of the German Navy and other navies. German naval shipyards are also active in merchant shipbuilding and unlike their competitors in other European countries all of them are in private ownership. Naval shipbuilding accounts for about 25% of the total German shipbuilding turnover and directly employs more than 4,000 people. German naval shipbuilding has not only gained a strong market position as a technological leader in Europe, but is also significantly more competitive when purely market economy benchmarks are applied. As declining demand and state budget pressures have sharpened competition so that the importance of co-operations of shipyards increases, also in naval 7

The newbuilding of naval ships in Germany today mainly lies in the hands of nine shipyards located in Berne, Bremen, Flensburg, Hamburg, Kiel, Lemwerder, Rendsburg and Wolgast. Most of them belong to larger groups of shipbuilding companies. Some shipyards have teamed-up on a caseby-case basis into specific consortia or working groups (ARGE) to develop and construct new types of ships for the German Navy. These new ships can also facilitate exports as they serve as reference products. At the same time, however, many of the German naval shipyards also compete on the world market on their own and offer a range of interesting vessels of their own design for worldwide export. Submarines German shipyards are the world market leader when it comes to the design and building of non-nuclear submarines. Since 1960, export orders for more than 100 boats and material packages have been booked by 17 countries. The most prominent and successful type of export submarine is the Class 209 family. More than 60 submarines of different versions have been built during the last 40 years. The Class 212/212A submarine for the German Navy and the Italian Navy is another top product of German submarine technology. The new submarine type has an air-independent propulsion (AIP) system (hydrogen-oxygen fuel cells), which considerably extends the submerged endurance. Reduced signatures significantly reduce the detection probability. This compact submarine type can even operate in shallow waters and has a high combat capability. Six submarines are in service with the German Navy and the Italian Navy. Meanwhile, the German Navy has ordered a 2nd batch of another two Class 212A submarines which are under construction since The Class 214 submarine is based on the design principles of the Class 209 submarine, but was further improved by the integration of innovative features of Class 212A. Class 214 submarines have been ordered by the navies of Greece, Korea and Turkey and a similar type has been chosen by the Portuguese Navy. This type boasts particularly impressive sea-keeping characteristics and is, in addition, an excellent sub hunter in marginal seas. A special submarine design, the Dolphin AIP Class, is under construction for the Navy of Israel. Furthermore, the new Class 210mod with diesel electric propulsion and several components of the successful Classes 209, 212A and 214 has been designed for export. It will be offered particularly to those navies that want to introduce a smaller compact type into their fleets. New ground has been broken in the weapons technology field. The Polyphem-S-Programme has led to the development of a fibre-optic cableguided missile called IDAS, which can be fired from a submerged position. This missile will make the submarine capable of fighting helicopters and enables escalating submarine weapons operation against sea and land targets. Surface Vessels As a result of the export efforts of German shipyards, various types of frigates, corvettes, OPVs and fast patrol boats (FPBs) of various sizes have become trade marks for German quality in naval shipbuilding. Multi-role combination ships featuring a modular construction system, the so-called MEKO ships, are in service with eight navies. Over the past few years, three more navies South Africa, Malaysia and Poland have chosen MEKO ships. 8

11 A remarkable capability of German naval shipyards is the know-how for systems integration and the physical integration of most complex combat suites onto comparably small platforms. Several references of this German special competence can be found in the German Navy as well as in other leading navies in the world. Worth mentioning is also the Frigate F125 procurement programme for the German Navy. The consortium ARGE F125 has won the contract for building four frigates by These 6,800 ton frigates are designed for stabilization operations within the framework of multi-national operations and the defence against asymmetric threats. This combat system provides extremely short reaction times against asymmetric threats. The F125 is equipped with a new electrical propulsion system (CODLAG Combined Diesel Electric and Gas) and can be deployed worldwide for up to two years. It can be operated up to 5,000 hours per year even under tropical conditions. Compared to previous vessels, the regular crew on the Type 125 frigate has been reduced by 50% (only persons). A new ship type of increasing significance is the corvette. Different to frigates, corvettes with a displacement of SWATH concept for patrol boats with extraordinary seaworthiness 1,000 to about 2,500 t are only designed for littoral sea operation. In recent corvette procurement programme, the German Navy voted in favour of the ARGE K130 working group. The first batch of five units (1,840 t) represents an important strengthening of the capabilities of the German Navy. A large number of Fast Patrol Vessels and Fast Attack Craft have been built in the last 50 years by German naval shipyards for navies worldwide and give proof of reliable and durable German quality. The unforgotten German Navy Jaguar class Fast Patrol Boat (FPB) was the basis for the development of new state-of-the-art FPBs, including the type S 143 of the German Navy and subsequent export designs which today sum up to more than 300 successful German FPB designs. In 2011, a newbuilding export contract for a series of Offshore Patrol Vessels and Patrol Boats has been completed with the delivery of three units to an Asian customer and continues the range of German products for the world s navies. Furthermore, German naval shipbuilding industry has acquired an excellent reputation in the mine counter-measure vessels sector (MCMVs). The minehunter programme for the German Navy built from non-magnetic steel like German submarines is an excellent reference for export activities. The various mine-counter measure systems and the capability to integrate such systems give customers the opportunity to keep their ports open in times of threat. Latest naval technology for worldwide missions One important export success of German MCM technology was a contract with Turkey. German shipyards sold a 9

12 are designed according to the SWATH principle, which is a twin-hull vessel with two very slender displacement bodies in the waterline. This type of hull has an extremely good sea-keeping behaviour even in heavy seas. Smaller ships based on the same concept have also been ordered for the maintenance of offshore wind parks in Germany and by a foreign coastguard. Repair and Conversion series of the highly sophisticated and efficient mine counter-measure vessels based on the German Types 343/332. The Turkish Navy and the Turkish industry were involved and trained in the construction of this mine hunting vessel MHV 54. A new MCM design is the research and development program MJ 2000, which was developed for the German Navy. It is based on a SWATH (Small Waterplane Area Twin Hull) concept for its remotecontrolled platforms. Main features are an advanced mine hunting capability as well as improved sonar and sediment penetration. MJ 2000 is a mine hunting concept of the future representing a highly efficient system as well as a significant increase in safety. Several shipyards engaged in newbuilding are also involved in repair and, in addition, some companies have specialised in the repair and conversion of naval ships. Navies from all over the world are customer of these yards. Supply Industry The shipbuilding supply industry is represented in all German federal states with main bases not only along the coastline but also in the southern states like Bavaria and Baden-Württemberg. In addition, engineering companies, classification societies, shipbuilding research institutes and a large scope of other service companies also make important contributions to the shipbuilding production process. A demonstration of the diversity and technological excellence of these products is given every two years at the international exhibition for shipbuilding, the SMM (Shipbuilding, Machinery & Marine Technology International Trade Fair) in Hamburg. Industrial training is a key for successful companies employed in the industry which provides shipbuilding equipment and services. About 400 companies produce a turnover of more than Euro 11 billion a year of which about 70% are for export, more than any other country in the world. In addition, the vendor lists of the shipyards include thousands of other firms throughout Germany. Since these firms are often specialists and only needed for a particular type of ship or do not necessarily deliver ship-specific products, they are often not perceived as shipbuilding suppliers. the German supply industry has a high reputation on the world markets. Depending on the type of ship, the supply industry contributes about 70-80% of the value of an individual vessel in terms of equipment and services. The changed market situation has prompted German shipbuilding suppliers into the following strategic reactions to align their companies to new development trends: Focusing on the increasing demand for reliable, environmental-friendly and economic/energy-efficient components and systems Development of innovative propulsion systems utilizing cleaner fuel types such as LNG, ethanol, methanol and hydrogen Enforcing research, development and innovation to keep the technological leadership with innovative products Offering of worldwide repair and maintenance services by comprehensive life-cycle concepts Becoming the supplier of integrated systems to co-operate with shipyards at eye level Expansion into new markets like the offshore industry (for oil, gas and wind energy) and new developing regions with shipbuilding and offshore activities The supply industry occupies a pivotal position not only in Germany but also in the maritime economy of Europe as a whole. To strengthen this role and to develop new dynamics for the future, the maritime economic network is being tightened and co-operation among individual sectors is intensified. Exploiting the synergies available within the maritime economic sector in order to increase technological capability is seen as the best strategic path to follow. Maritime Technology and Ocean Engineering More than 70% of our planet s surface is covered by water and intensively used by all countries of the world. But the industrial use of the oceans resources as a transport route, as a supplier of energy, raw materials and food reserves is limited with the existing technologies. A fact that has increasingly being recognised. However, the further exploring of the oceans is necessary to understand their significance for climate and the environment. The economic importance of maritime technology as an industry sector with strong growth and promising potential for the future has increasingly been pushed into public awareness in recent years. Hence, in Germany, the government has started an initiative to create a National Master Plan for Maritime Technology, which is a comprehensive approach to coordinate all activities in this sector. Maritime technology comprises all the industrial and technical disciplines founded on engineering and science in respect of the utilisation and protection of the sea. The industrial use of the sea concerns the harvesting and processing of raw materials (ocean mining) and energy (offshore technology for fossil and regenerative energy carriers, i.e. for oil and gas exploitation as well as for wind, wave and tidal power) along with the allied utilisation of the sea as a transport route (ship technology and maritime process control and safety technology). As the intensive utilisation of the seas is growing, there is an increasing technology need to avoid and also combat marine pollution (marine environmental protection technology), as well as marine measurement technology (hydrography) and hydraulic engineering and coastal zone management. Too intensive fishing for example is threatening the main fish resources. Hence, ecologically acceptable fish breeding plants are appropriate to prevent overfishing and environmental damage. New challenges: Germany s first commercial offshore wind farm in the Baltic Sea The use of the seas is not limited to shelf seas, but is increasingly extended into peripheral and climatically challenging regions. This is the reason why polar and ice technologies have grown 12

15 Sophisticated special ships suitable for Arctic waters into significant independent sectors. In the same way, the use of the seas is no longer being carried out solely from the water surface, but especially in the water body. This has led to the development of underwater technology, for example in the laying, inspection and repair of seabed cables. Additionally, there are links to the more scientifically based oceanographic research, which has increasing importance, particularly for climate protection. For this, German companies in the oceanographic research technology sector provide equipment and measurement systems designed to acquire data on marine environment. Maritime technology is not a homogenous industrial sector, but rather a broad network of interwoven disciplines of groups of companies, research facilities and educational institutes. With its subsidiary sectors and its mainly smalland medium-sized companies, maritime technology contributes about Euro 3 4 billion to the annual turnover of Germany s maritime sector. Thanks to the industry s broad range of services, German companies have positioned themselves in most maritime technology sectors with excellent products and services. Offshore Technology Few years ago, the German shipbuilding industry successfully re-entered the offshore platform market by supplying a semi-submersible drilling rig for the Norwegian offshore industry.
