Ltd (FEV) - safe emptying procedure of cylinders Dear Sir or Madam, This note is a follow-up to the previous urgent informative note sent to you on 24 March (see Appendix II p.3 to 8) about a safety risk related to the plumbedin fire extinguishers produced by FEV called FX G-TEC 3300R and homologated under the number EX The FIA and FEV provided a detailed list of products that must be considered as no longer complying with FIA Standard and therefore must not be used. A recall campaign is ongoing but some cars may still be equipped with the faulty cylinders. Please note that FEV has provided a detailed procedure in relation to the emptying of the cylinder (see Appendix I p.2). Any team wishing to replace the cylinder is invited to carefully follow this procedure and to address any related questions directly to FEV (contact details in Appendix I and II). The FIA declines any responsibility for any damage or loss that could be caused by following this procedure. In relation to the above identified risk, the FIA requires any scrutineer or person who may be in contact with the defective product to follow the below recommendations: - Scrutineering of the car must be stopped and anyone in the cabin must exit the car. - The car must be sent back to the team so that the cylinder can be removed from the car, in accordance with the procedure provided by FEV and detailed in Appendix I. 2 Appendix I FEV Fire Extinguisher Valve Company Ltd FXGTEC3300R-D RECALL DUMPY CYLINDER ONLY INSTRUCTIONS FOR SAFE EMPTYING OF THE CYLINDER IF TEMPERATURE OF THE CYLINDER IS BELOW 40 C Remove the fire extinguisher from car Place in a freezer for 90 minutes Remove from freezer Remove the lower M5 plug from the black flange on the cylinder. See photo below. Make sure this is pointing away from your face. Tilt the cylinder upside down to empty the gas from the cylinder. IF TEMPERATURE OF THE CYLINDER IS 40 C AND ABOVE For safety reasons the temperature needs to be reduced before removing the fire extinguisher from the car i.e. place an ice pack around the cylinder and make sure the car is in the shade or wait until the temperature outside has fallen i.e at night time. Once the temperature has reduced to below 40 C, remove the fire extinguisher from the car Place in a freezer for 90 minutes Remove from freezer Remove the lower M5 plug from the black flange on the cylinder. Ltd (FEV) recall of cylinders Dear Sir/Madam, During the internal quality control process of the Plumbed-in Fire Extinguisher Systems certified to FIA Standard , FEV found that several FX G-TEC 3300R extinguishers with homologation number EX had been fitted with an extinguisher bottle manufactured with incorrect dimensions. As a consequence these cylinders NO LONGER comply with all the requirements defined in FIA Standard The FIA and FEV therefore decided that for safety reasons, the cylinders shown in the Appendix I CANNOT be considered as complying with FIA regulations and their homologation is withdrawn with immediate effect. As these cylinders can no longer be considered as complying with FIA Standard , their use is prohibited in all cases in which compliance with the abovementioned standard is mandatory. Please note that all the cylinders with the homologation number EX and which are not listed in Appendix I are not affected by this decision. Please be so kind as to take all the necessary measures to ensure that this decision is respected within your sphere of competence.
