1 We are pleased to submit a proposal to you for a Pierce pumper/tanker per your request for quotation. The following paragraphs will describe in detail the apparatus proposed. It will meet the applicable requirements of the National Fire Protection Association (NFPA) as stated in current edition at time of contract execution, except where amended by your specifications. Loose equipment not specifically requested will not be provided. QUALITY AND WORKMANSHIP Pierce has set the pace for quality and workmanship in the fire apparatus field. Our tradition of building the highest quality units with craftsmen second to none has been the rule right from the beginning. We currently have a "Quality Achievement Supplier" program to insure the vendors and suppliers that we utilize meet the high standards that we demand. That is just part of our overall "Quality at the Source" program at Pierce. Another part of this program is employing experts in their fields, like a Certified American Welding Society Inspector to monitor our weld quality. DELIVERY The apparatus will be delivered under its own power to insure proper break-in of all components while the apparatus is still under warranty. INFORMATION At time of delivery, complete operation and maintenance manuals covering the apparatus will be provided. A permanent plate will be mounted in the driver's compartment specifying the quantity and type of fluids required including engine oil, engine coolant, transmission, pump transmission lubrication, pump primer and drive axle. SAFETY VIDEO At the time of delivery Pierce will also provide one 39-minute, professionally-produced apparatus safety video, in DVD format. This Page 1 of 74

2 video will address key safety considerations for personnel to follow when they are driving, operating, and maintaining the apparatus, including the following: vehicle pre-trip inspection, chassis operation, pump operation, and safety during maintenance. PERFORMANCE TESTS A road test will be conducted with the apparatus fully loaded and a continuous run of no less than ten (10) miles. During that time the apparatus will show no loss of power nor will it overheat. The transmission drive shaft or shafts and the axles will run quietly and be free of abnormal vibration or noise. The apparatus will meet NFPA 1901 acceleration requirements and NFPA 1901 braking requirements. The apparatus when fully loaded will not have less than 25% nor more than 50% on the front axle and not less than 50% nor more than 75% on the rear axle. COMMERCIAL GENERAL LIABILITY INSURANCE Certification of insurance coverage will be enclosed. ISO COMPLIANCE Pierce Manufacturing operates a Quality Management System under the requirements of ISO These standards sponsored by the "International Organization for Standardization (ISO)" specify the quality systems that are established by the manufacturer for design, manufacture, installation and service. A copy of the certificate of compliance Number is included with this proposal. NFPA 2004 STANDARDS This unit will comply with the NFPA standards effective January of Certification of slip resistance of all stepping, standing and walking surfaces will be supplied with delivery of the apparatus. A plate that is highly visible to the driver while seated will be provided. Page 2 of 74

3 This plate will show the overall height, length, and gross vehicle weight rating. Pierce Manufacturing has programs in place for training, proficiency testing and performance for any staff involved with certifications. Pierce Manufacturing will designate in writing who is qualified to witness and certify test results. PIERCE/VCOS PARTNERSHIP For every fire or emergency apparatus sold to a volunteer or combination fire department, Pierce Manufacturing will make a $100 donation to the Volunteer Chief Officers Section (VCOS) of the IAFC Partnership when the apparatus is delivered. The VCOS will invest these funds in leadership education, NFPA Technical Committee representation and VCOS general operations. PUMP TEST The pump will be tested, approved and certified by an independent third party testing agency at the manufacturer's expense. The test results along with the pump manufacturer's certification of hydrostatic test, the engine manufacturer's certified brake horse power curve and the manufacturer's record of pump construction details will be forwarded to the Fire Department. APPROVAL DRAWING A drawing of the proposed apparatus will be prepared and provided to the purchaser for approval before construction begins. The Pierce sales representative will also be provided with a copy of the same drawing. The finalized and approved drawing will become part of the contract documents. This drawing will indicate the chassis make and model, location of the lights, siren, horns, compartments, major components, etc. Page 3 of 74

4 A "revised" approval drawing of the apparatus will be prepared and submitted by Pierce to the purchaser showing any changes made to the approval drawing. WARRANTY We warranty each piece of new fire or rescue apparatus to be free from defects in materials or workmanship under normal use and service. Our obligation under this warranty is limited to repairing or replacing, as the company may elect, any parts thereof which are returned to us with transportation costs prepaid, and as to which examination is disclose to the company's satisfaction to have been defective, provided such part, or parts will be returned to us not later than one (1) year for delivery of the apparatus. Such defective part or parts will be repaired or replaced free of charge and without charge for installation to the original purchaser. This warranty will not apply to: 1) Normal maintenance and adjustments. 2) Any vehicle which has been repaired or altered outside of our factory in any way so that, in our judgment, to affect the stability, nor which has been subject to misuse, neglect, or accident, nor to any vehicle which will operate at any speed exceeding the factory rated speed, or loaded beyond the factory rated load capacity. 3) Commercial chassis and associated equipment furnished with the chassis, signaling devices, generators, batteries, or other trade accessories in which they are usually warranted separately by their respective manufacturers. This warranty is in lieu of all other warranties, expressed or implied, all Page 4 of 74

5 others representations to the original purchaser and all other obligations or liabilities, including liability for incidental or consequential damages on the part of the company. We neither assume or authorize any other person to give or assume any other warranty or liability on the company's behalf unless made or assumed in writing by the company. BID BOND A bid bond as security for the bid in the form of a 10% bid bond, will be provided with the proposal. This bid bond will be issued by a Surety Company who is listed on the U.S. Treasury Departments list of acceptable sureties as published in Department Circular 570. The bid bond will be issued by an authorized representative of the Surety Company and will be accompanied by a certified power of attorney dated on or before the date of bid. The bid bond will include language which assures that the bidder/principal will give a bond or bonds, as may be specified in the bidding or contract documents, with good and sufficient surety for the faithful performance of the contract, including the warranty, and for the prompt payment of labor and material furnished in the prosecution of the contract. 6 CHASSIS INFORMATION Refer to the chassis specification for specific information concerning chassis components. SEATING CAPACITY The seating capacity in the cab will be two (2). WHEELBASE The wheelbase of the vehicle will be TBD. GVW RATING The gross vehicle weight rating will be 64,000 lbs.. FRAME The chassis frame rails will be the chassis manufacturer's standard design and offering. FRONT SUSPENSION Suspension style and capacity will be provided by the chassis manufacturer. Shock absorbers will be provided on the front axle. REAR AXLE RATIO The ratio of the rear axle will be provided by the chassis manufacturer. The maximum top speed will be 64 to 67 MPH Page 6 of 74

7 SUSPENSION, REAR Rear suspension to be provided by the chassis manufacturer. DIFFERENTIAL LOCK A rear axle differential lock will be provided. The control will be located within easy reach of the driver. ANTI-LOCK BRAKE SYSTEM The vehicle will be equipped with an anti-lock braking system as provided by the chassis manufacturer. The ABS will provide anti-lock braking control on both the front and rear wheels. When any particular wheel that is controlled by the anti-lock system begins to lockup, a signal will be sent to the control unit. This control unit then will reduce the braking of that wheel for a fraction of a second and then reapply the brake. This anti-lock brake system will eliminate lockup, thus helping to prevent the apparatus from skidding out of control. FRONT BRAKES The front brakes will be provided by the chassis manufacturer. AIR INTAKE, COMMERCIAL CHASSIS The air intake supplied will be that of the original commercial chassis manufacturer. The air intake shall not be modified in any manner that is not approved by the chassis manufacturer, nor in any manner that might reduce the amount of air flow and thus impact engine Page 7 of 74

8 performance. The air intake, as supplied from the original commercial chassis manufacturer, may not comply with NFPA 1901 Standard. The exhaust outlet will be equipped with a chrome plated elbow. HIGH IDLE A high idle switch will be provided, inside the cab, on the instrument panel, that will automatically maintain a preset engine rpm. A switch will be installed, at the cab instrument panel, for activation/deactivation. The high idle will be operational only when the parking brake is on and the truck transmission is in neutral. A green indicator light will be provided, adjacent to the switch. The light will illuminate when the above conditions are met. The light will be labeled "OK To Engage High Idle". COOLANT LINES Gates, Goodyear, or other name brand rubber hose will be used for all engine coolant lines installed by the chassis manufacturer. Hose clamps will be of the chassis manufacturer's standard brand and design, or of a style commonly called "constant torque type" to prevent coolant leakage. They will react to temperature changes in the cooling system and expand or contract accordingly while maintaining a constant clamping pressure on the hose. FUEL TANK The fuel tank will be provided and mounted by the chassis manufacturer. It will comply with all DOT regulations. It will be Page 8 of 74

9 designed and installed so that it does not interfere with the mounting of the pump, plumbing or other components. AUXILIARY FUEL COOLING SYSTEM A supplementary fuel cooling system will be provided to allow the use of water from the discharge side of the pump for cooling the chassis engine fuel. The heat exchanger will be a cylindrical type and will be a separate unit. The cooler will operate any time the pump is discharging water and will be plumbed to the master drain valve. TRANSMISSION The transmission will be supplied by the chassis manufacturer. TRANSMISSION COOLER A transmission oil cooler will be provided in the lower tank of the radiator. TRANSMISSION WARRANTY The transmission shall have a five (5) year/unlimited mileage warranty covering 100% parts and labor. The warranty to be provided by Allison Transmission and not apparatus builder. WHEELS, FRONT Wheels for the front axle will be steel disc, ten (10)-hole pattern. Page 9 of 74

10 WHEELS, REAR The rear wheels will be steel disc with a ten (10)-hole pattern. HUB COVERS (front) Stainless steel hub covers will be provided on the front axle. An oil level viewing window will be provided. HUB COVERS (rear) Alcoa chrome finish baby moon covers will be provided over the tandem rear axle hubs. AUTOMATIC TIRE CHAINS One (1) pair of "On Spot" automatic tire chains will be provided at the rear. System will be electric over air operated with switch on cab instrument panel. System may be engaged at speeds up to 25 mph and operated at speeds up to 35 mph. COVERS, LUG NUT, CHROME Chrome lugnut covers will be supplied on front and rear wheels. MUD FLAPS Mud flaps with a Pierce logo will be installed behind the rear wheels. CAB The chassis manufacturer's standard 2-door cab will be provided. The construction materials and methods will be the chassis manufacturer's standard offering. CAB ACCESS STEPS The cab steps will be provided by the chassis manufacturer. No modifications of any type will be required by the apparatus manufacturer. Page 10 of 74

11 WINDOW DEFROST FANS Two (2) window defrost fans will be mounted on the ceiling of the cab, located on each side of the cab. BUMPER A one (1) piece, stainless steel bumper, a minimum 10.00" high will be attached to the front of the frame A 9.00" channel will be mounted directly behind the bumper for additional strength. The bumper will be extended 10.00" from front face of cab. GRAVEL PAN A gravel pan, constructed of bright aluminum treadplate, will be furnished between the bumper and cab face. The gravel pan will be properly supported from the underside to prevent flexing and vibration of the aluminum treadplate. SIGHT RODS Two (2) Bores, model BG48-10, lighted sight rods will be mounted to the outside corners of the front bumper extension. The rods will be polished stainless steel. ENGINE COMPARTMENT LIGHTS Two (2) engine compartment lights will be installed under the engine hood, of which the switches are an integral part. Page 11 of 74

12 AIR CONDITIONING An air conditioner will be provided with the chassis that is integral with the heater and defroster system. EMERGENCY SWITCH PANEL A emergency switch panel will be provided in the cab. STORAGE CONSOLE There will be a console located between the front seats with room for switches, radios and map storage. There will be a area 8.50" x 21.75" for switching, pump shift, and siren. There will be a area x 21.75" for radios. There will be four sections for map storage. Each section will be 5.00" wide x 20.00" long x 12.25" deep. The console will be constructed of smooth aluminum and painted black. MASTER BATTERY SWITCH A master battery switch, to activate the battery system, will be provided inside the cab within easy reach of the driver. The master battery disconnect switch will be wired between the starter solenoid and the remainder of the electrical loads on the apparatus. A green battery on indicator light, visible from the driver s position will be provided. BATTERY COMPARTMENTS Batteries will be placed on non-corrosive mats and stored in well Page 12 of 74

13 ventilated compartments located at each crew cab entrance. For battery access, the battery compartments will be hinged at the top and have a removable front panel. Heavy-duty, 2/0 gauge, color coded, battery cables will be provided. Battery terminal connections will be coated with anti-corrosion compound. Battery solenoid terminal connections will be encapsulated with semi-permanent rubberized compound. BATTERY CHARGER/ AIR COMPRESSOR A Kussmaul Pump Plus 1000 single output battery charger/air compressor system with internal battery saver will be provided. A display bar graph indicating the state of charge will be mounted on the driver side seat riser. The battery saver circuit will be capable of supplying up to three (3) amps for external loads such as handlight or auxiliary radio batteries. The 12-volt air compressor will be installed to maintain the air system pressure when the vehicle is not in use. A selector switch will be provided on the charger to operate the air compressor either as a DC compressor or as an AC compressor. If the selector switch is in the DC position the compressor will operate whenever the pressure switch senses low system pressure, however if in the AC position the shoreline inlet will be plugged in before compressor will operate. The battery charger/compressor will be wired to the 120-volt shoreline to activate automatically when power is connected. Battery charger/compressor will be In cab as space permits.. Page 13 of 74

14 JUMPER STUDS One (1) set of battery jumper studs with plastic color coded covers will be located P. AUTO-EJECT RECEPTACLE For the battery system, one (1) receptacle receptacle/s will be provided and located adjacent to drivers door with tread plate covering.. The receptacle/s will be a Kussmaul Auto-Eject 20 WP. The Auto-Eject will be connected to the vehicle start buttons so when the engine is started, the Auto-Eject drives the shoreline connection from the inlet. The electrical inlet will include a red spring loaded cover to prevent water from entering the receptacle when the shoreline is not connected. The electrical receptacle/s will be a 120-volt, 20 amp (NEMA 5-20P) and be wired to the battery charger with no less than 12-gauge wire properly supported and shielded from injury. The Kussmaul Auto-Eject will be supplied by Kussmaul with an appropriately rated mating female plug. ALTERNATOR The alternator will be a 12V, 270 Amp, Leece Neville Pad Mount Alternator w/ac Taps and Smartcheck LED Diagnostics. RADIO ANTENNA MOUNT An antenna mounting base, Model MA with 17 feet of coax cable and weatherproof cap will be provided for a two way radio. The mount will be located on the cab roof just to the rear of the front cab seats. The cable will be routed to TBD, with enough cable for the customer to route to the instrument panel if needed. 15 N/A will be provided. SPARE CIRCUIT There will be two (2) pair of wires installed. The above wires will have the following features: Wires will be connected directly to the battery switched power. Wires will be protected to 40 amps. Power and ground will end console. Termination will be with 3/8" studs and plastic covers. Wires will be sized to 125% of the protection. SECOND SPARE CIRCUIT There will be one (1) pair of wires installed. The above wires will have the following features: Wires will be connected directly to the battery power. Wires are protected to 30 amps. Power and ground will end console. Termination is with 3/8" studs and plastic covers. Wires will be sized to 125% of the protection. ELECTRONIC LOAD MANAGEMENT A Class 1, Total System Manager will be provided that monitors the vehicles 12-volt electrical system, and automatically reduces the electrical load in the event of a low voltage condition and by doing so, ensures the integrity of the electrical system. The system will have the following features: - Main battery monitoring - Isolated battery monitoring (if applicable) Page 15 of 74

16 - Electrical load shedding - Emergency lights sequenced - Fast idle control - Reverse polarity / Short circuit protection - Sixteen available outputs - Priorities can be set for individual outputs - Dedicated output for high idle output function - Low Voltage Alarm Output (NFPA 1901) - Variable user selectable output. Selectable 10.5 to 15 VDC - Master switch and park brake switch can be either polarity (positive or ground) - Digital display shows system voltage in normal operation, inside of load manager - Digital display shows configuration information while in program mode, inside of load manager - Default configuration can be restored at any time. The hi-idle feature will be installed to activate the hi-idle on an electronic engine of a commercial chassis. Page 16 of 74

17 FAST IDLE A fast idle output is activated whenever the system voltage is reduced to 12.8 VDC. The fast idle output will remain "ON" for a minimum of ten (10) minutes and until 13.0 VDC is achieved. The fast idle output is dependent on the parking brake. AMP DRAW REPORT Submitted with this proposal is an itemized print out of the expected amp draw of the entire vehicle's electrical system. Another print out will provided at delivery. Pierce Manufacturing will provide the following: 1) Documentation of the electrical system performance tests. 2) A written load analysis, which will include the following: A) The nameplate rating of the alternator. B) The alternator rating under the conditions specified per: NFPA 1901,1999 Edition, section C) The minimum continuous load of each component that is specified per: NFPA 1901, 1999 Edition, section D) Additional loads that, when added to the minimum continuous load, determine the total connected load. E) Each individual intermittent load. All of the above listed items will be provided per NFPA 1901, 1999 Edition, section Page 17 of 74

18 EXTERIOR LIGHTING Exterior lighting will meet or exceed Federal Department of Transportation, Federal Motor Vehicle Safety Standards and National Fire Protection Association requirements in effect at this time. Front headlights will be halogen type and comply to all FMVSS requirements. Five (5) clearance/marker lights will be installed across the leading edge of the cab. WARNING LIGHTS (Cab Face) A pair of flush mounted, Whelen model 60*02F*R, flashing Super LED lights will be provided on the cab face. The color of these lights will be red Super LED/red lens. These lights will meet or exceed the NFPA required optical light output for the front lower zone. A switch will be provided inside the cab on the switch panel for actuation. These lights will be installed with out a flange. BACK-UP ALARM An ECCO, Model SA917-PM2, solid state electronic audible back-up alarm that actuates when the truck is shifted into reverse will be provided. The device will sound at 60 pulses per minute and automatically adjust its volume to maintain a minimum five (5) dba above surrounding environmental noise levels. Page 18 of 74

19 REAR VISION SYSTEM A Safety Vision, model SV-CLCD, single backup camera system will be provided. The monitor will be located in the cab, So there is no visual interference with mirrors.. The camera will be located at the rear of truck, as close to the center as possible. This rear vision system will be activated with the monitor control or when the apparatus is put into reverse. The following components will be included: One (1) SV-LCD " LCD, color monitor. One (1) SV degree, color camera. One (1) SV-LCDCB control box. One (1) cable. MANUAL, BODY PARTS ONLY Two (2) custom parts manuals for the Pierce installed parts only will be provided in hard copy with the completed unit. The manual will contain the following: - Job number - Part numbers with full descriptions - Table of contents - Parts section sorted in functional groups reflecting a major system, component, or assembly - Parts section sorted in Alphabetical order - Instructions on how to locate a parts The manual will be specifically written for the body model being purchased. It will not be a generic manual for a multitude of different Page 19 of 74

20 bodies. SERVICE PARTS INTERNET SITE The service parts information included in this manual are also available on the Pierce website. The website offers additional functions and features not contained in this manual, such as digital photographs and line drawings of select items. The website also features electronic search tools to assist in locating parts quickly. MANUALS, SERVICE Two (2) service manual supplements containing parts and service information on Pierce installed components will be provided with the completed unit. The manual will be specifically written for the unit being purchased. It will not be a generic manual for a multitude of different units. MANUAL, CHASSIS OPERATION One (1) chassis operation manual will be provided with the completed unit. ELECTRICAL WIRING DIAGRAMS Two (2) electrical wiring diagrams, prepared for the model of chassis and body, will be provided. Page 20 of 74

21 WATER TANK The tank will have a minimum capacity of 2500 U.S. gallons complete with a lifetime warranty. The tank will be of a specified configuration, and so designed to be completely independent of the compartment and/or fender modules. When placed on the chassis, the tank will meet or exceed all federal DOT regulations regarding weight distribution, axle loading, and horizontal and vertical center of gravity locations. The tank manufacturer will mark the tank with the manufacturers name, date of manufacture, and serial number. The tank manufacturer will furnish notice that indicates proof of warranty. The tank will be constructed using a virgin polypropylene sheet with a minimum thickness of.50". This material will be a high impact copolymer (HIC), non-corrosive, stress relieved thermoplastic, UV stabilized for maximum protection. All joints and seams will be nitrogen welded and tested for maximum strength and integrity. All swash partitions will interlock and be welded to each other as well as to the walls of the tank. The tank will incorporate a manual fill tower with a 6.00" combination vent/overflow pipe. The fill tower will be constructed of polypropylene and will be large enough to provide filling by means of a conventional 2.50" hose nozzle. The tower will be located near the center of the tank to minimize water surge during vehicle operation. The tower will have a removable polypropylene screen and a polypropylene hinged cover. The vent/overflow pipe will run through the tank and exit through the floor of the tank behind the rear axle. The sides of the tank will be covered with smooth sheets of aluminum that are painted to match the body. These sheets will provide a pleasing, finished, traditional "fire truck" appearance. These side sheets will not comprise any part of the body or its structure. To closely match Page 21 of 74

22 the expansion / contraction of the water tank, these sheets will always be aluminum, regardless of the material used to construct the body compartments. The tank, side sheets and hose bed (if provided) will be removable as a unit and will be a separate component from the body compartmentation. TOP OF TANK, ACCESS LADDER An access ladder constructed of aluminum tubing will provided for access to the hosebed and/or tank dome. The ladder will have a flexible mount attached to the tailboard. The ladder will be located on the driver's of the truck at the rear. TANK OVERFLOW/VENT A 6.00" tube will be installed through the shell of the tank. This tube will function as an overflow to discharge water to the ground once the tank is filled to capacity. It will also function as a vent to allow air to enter the tank when water is being dumped or pumped from the tank. The tube will be positioned to drain at the bottom of the truck near the center, behind the rear axle. FOLD-A-TANK RACKS A Zico Quic-Lift #PTS rack will be provided driver's for storage of a portable folding tank 3000 Gallon. The Quic-Lift electric lowering system will be powered by two (2), 12-volt electric actuators. The electric controls will be located in such a manner to allow the operator full view of the area in which the fold-a-tank will be lowered. The electric actuator control will have a master switch and also be interlocked to prevent operation should a compartment door, in the Page 22 of 74

23 travel area of the rack, be in the open position. A aluminum cover, painted to match the body, will be installed on the lowering device to protect and conceal the fold-a-tank when in the stored position. This cover will be installed with a Zico PTS-TCA mounting kit to allow for flexing. RACK INTERLOCK AND NOT STOWED INDICATOR LIGHT An interlock will be provided to prevent operation of the rack unless the apparatus parking brake has been activated. A steady red indicator light will be located on the cab instrument panel and illuminated when the rack is not in the stowed position. The light will be labeled "Rack". In addition, the "Do Not Move Apparatus" light located in the cab will be activated when the rack is not in the stowed position. LIGHTS, FLASHING, RACK Flashing amber lights facing the front and rear will be provided on the rack and activated whenever the rack is in the down position. HOSE TRAY A tray constructed of bright aluminum treadplate with a storage capacity for 400' of 4.00" double jacketed hose will be installed on the on the passenger's side of the body above the catwalk. REAR TANK FILL There will be two (2) gated external tank(s) fill installed and properly labeled at the rear of the water tank, located driver's and passenger's side of the tank. Piping, for the fill, will be routed through the rear wall of the tank and include a flow deflector to break up the stream of water entering the Page 23 of 74

24 water tank. A 3.00" Akron full flow ball valve with 3.00" piping and a 3.00" (F)NST chrome swivel will be located at the inlet. Valve will be actuated by a handwheel control. A 3.00"(M)NST x 2.50"(F)NST chrome plated 30 degree adapter elbow and plug with VLH automatic pressure relieving thread technology will be provided for the tank fill. REAR TANK DUMP VALVE One (1) 10.00" tank dump valve will be installed at the rear of the water tank. The valve will have 316 stainless steel stem and disc and EPDM seat. The valve will be actuated pneumatically from one (1) switch inside the cab and one (1) switch at the rear of the apparatus. The control at the rear will allow the valve to be opened at any increment. All switches will be guarded to prevent accidental activation. A stationary stainless steel extension chute will be provided with the dump valve. DRIVER'S SIDE TANK DUMP VALVE One (1) 10.00" Bray "Tank Dump" valve, series 30 will be installed at the driver's side of the apparatus, rear of the rear axle. The valve will have 316 stainless steel stem and disc and EPDM seat. The valve will be actuated electric over pneumatic from one (1) switch inside the cab and one (1) switch at the rear of the apparatus. The control at the rear will allow the valve to be opened at any increment. All switches will be guarded to prevent accidental activation.. Page 24 of 74

25 A sliding stainless steel extension chute will be provided on the dump valve. The extension chute will extend 14.00" and retract automatically with a pneumatic cylinder when the valve is opened or closed. PASSENGER'S SIDE TANK DUMP VALVE One (1) 10.00" Bray "Tank Dump" valve, series 30 will be installed at the passenger's side of the apparatus, rear of the rear axle. The valve will have 316 stainless steel stem and disc and EPDM seat. The valve will be actuated electric over pneumatic from one (1) switch inside the cab and one (1) switch at the rear of the apparatus. The control at the rear will allow the valve to be opened at any increment. All switches will be guarded to prevent accidental activation. A sliding stainless steel extension chute will be provided on the dump valve. The extension chute will extend 14.00" and retract automatically with a pneumatic cylinder when the valve is opened or closed. HOSE BED The hose bed will be fabricated of.190"-5052 aluminum with a 38,000 psi tensile strength. Hose body width will be minimum of 78.00" inside. Upper edges of side panels will have a double break for rigidity, a split tube finish will not be acceptable. Flooring of the hose bed will be removable aluminum grating with the top surface corrugated to aid in hose aeration. The grating slats will be a minimum of.50" x 4.50" with spacing between slats for hose ventilation. Page 25 of 74

26 HOSE RESTRAINT The hose in the hosebed will be restrained by black nylon velcro straps at the top of the hosebed and a black nylon web strap netting at the top and rear of the hosebed. The netting will be installed on track material at the top of the hosebed sidesheets to allow for adjustment of the restraints. The netting will include quick release fasteners. RUNNING BOARDS Running boards will be fabricated of.125" bright aluminum treadplate. Each running board will be supported by a welded 2.00" square tubing and channel assembly, which will be bolted to the pump compartment substructure. Running boards will be 12.75" deep and spaced.50" away from the pump panel. A splash guard will be provided above the running board treadplate. TAILBOARD The tailboard will be constructed of.125" bright aluminum treadplate supported by a structural steel assembly. The rear tailboard will be 16.00" deep. The exterior side will be flanged down and in. The flanges will not be notched. TOW EYES Two (2) rear painted "tow" eyes will be located at the rear of the apparatus and will be mounted directly to the chassis frame rails. The inner and outer edges of the tow eyes will be radiused. Page 26 of 74

27 COMPARTMENTATION Body and compartments will be fabricated of.125", 5052-H32 aluminum with a tensile strength range of 31,000 to 38,000 psi. Side compartments will be an integral assembly with the rear fenders. Circular fender liners will be provided for prevention of rust pockets and ease of maintenance. Compartment flooring will be of the sweep out design with the floor higher than the compartment door lip. The compartment door opening will be framed by flanging the edges in 1.75 and bending out again.75 to form an angle. Drip protection will be provided above the doors by means of bright aluminum extrusion, formed bright aluminum treadplate or polished stainless steel. Front facing compartment walls will be covered with bright aluminum treadplate. All screws and bolts which protrude into a compartment will have acorn nuts on the ends to prevent injury. UNDERBODY SUPPORT SYSTEM Due to the severe loading requirements of this pumper a method of body and compartment support suitable for the intended load will be provided. The backbone of the support system will be the chassis frame rails which is the strongest component of the chassis and is designed for Page 27 of 74

28 sustaining maximum loads. The support system will include.375 thick steel vertical angle supports bolted to the chassis frame rails with.625 diameter bolts. Attached to the bottom of the steel vertical angles will be horizontal angles, with gussets welded to the vertical members, which extend to the outside edge of the body. The body substructure will result in a 500 pound equipment support rating per lower compartment. AGGRESSIVE WALKING SURFACE All exterior surfaces designated as stepping, standing, and walking areas will comply with the required average slip resistance of NFPA section LOUVERS All body compartments will have a minimum of one (1) set of louvers stamped into a wall to provide the proper airflow inside the compartment and to prevent water from dripping into the compartment. These louvers will be formed into the metal and not added to the compartment as a separate plate. TESTING OF BODY DESIGN Body structural analysis will be fully tested. Proven engineering and test techniques such as finite element analysis, stress coating and strain gauging have been performed with special attention given to fatigue, life and structural integrity of the cab, body and substructure. Body will be tested while loaded to its greatest in-service weight. The criteria used during the testing procedure will include: Page 28 of 74

29 - Raising opposite corners of the vehicle tires 9.00" to simulate the twisting a truck may experience when driving over a curb. - Making a 90 degree turn, while driving at 20 mph to simulate aggressive driving conditions. - Driving the vehicle at 35 mph on a "washboard" road. - Driving the vehicle at 55 mph on a smooth road. - Accelerating the vehicle fully, until reaching the approximate speed of 45 mph on rough pavement. Evidence of actual testing techniques will be made available upon request. BODY WARRANTY Limited Warranty Except as provided below, and provided the vehicle will have been placed in service within 60 days after delivery to the original purchaser as established by our original invoice, for a period of ten (10) years after delivery to the original purchaser or the first 100,000 miles of use, whichever first occurs, Pierce Manufacturing Inc. ("Pierce") warrants to the user that its second generation body and/or heavy duty rescue body are free of defects in design and workmanship in body tubular support, mounting structures and other structural components identified in Pierce specifications. This limited warranty will apply only if the vehicle is properly maintained and used in service which is normal to the particular vehicle. Normal service means service which does not subject the vehicle to stresses or impacts greater than normally result from the careful use of the vehicle or chassis. 30 defect or nonconformity it must notify Pierce in writing within 30 days after the date of discovery. This limited warranty is not transferable by the first user. A copy of the Pierce warranty is included with this proposal. COMPARTMENTATION, DRIVER S SIDE A roll-up door compartment in the area ahead of the rear wheels will be provided. The interior dimensions of this compartment will be 50.50" wide x 31.25" high x 25.88" deep in the lower 26.00" of the compartment and 12.00" deep in the remaining upper portion. The height of the compartment will be measured from the compartment floor to the bottom edge of the door roll. The depth of the compartment will be calculated with the compartment door closed. The clear door opening of this compartment will be 44.75" wide x 32.88" high. Closing of the door will not require releasing, unlocking, or unlatching any mechanism and will easily be accomplished with one hand. HARD SUCTION HOSE COMPARTMENT A hard suction hose storage compartment will be provided as an integral part of the driver's side body compartments. The hose storage compartment will be fabricated of the same material as the body compartment and will be fully enclosed. Access to the hose will be through a vertically hinged stainless steel door at the rear. COMPARTMENTATION, PASSENGER S SIDE A roll-up door compartment in the area ahead of the rear wheels will be provided. The interior dimensions of this compartment will be 50.50" wide x 31.25" high x 25.88" deep in the lower 26.00" of the compartment and 12.00" deep in the remaining upper portion. HARD SUCTION HOSE COMPARTMENT A hard suction hose storage compartment will be provided as an integral part of the passenger's side body compartments. The hose storage compartment will be fabricated of the same material as the body compartment and will be fully enclosed. Access to the hose will be through a vertically hinged stainless steel door at the rear. ROLL-UP DOOR, SIDE COMPARTMENTS All roll-up door(s) will be of an anodized satin finish, double faced, aluminum construction and manufactured by A&A Manufacturing (Gortite). Lath sections will be an interlocking rib design and will be individually replaceable without complete disassembly of door. Between each slat at the pivoting joint will be a PVC inner seal to prevent metal to metal contact and prevent dirt or moisture from entering the compartments. Seals will allow door to operate in extreme temperatures ranging from plus 180 to minus 40 degrees Fahrenheit. Side, top and bottom seals will be provided to resist ingress of dirt and weather and be made of Santoprene. All hinges, barrel clips and end pieces will be nylon 66. All nylon components will withstand Page 31 of 74

32 temperatures from plus 300 to minus 40 degrees Fahrenheit. Hardened plastic will not be acceptable. A polished stainless steel lift bar will be provided for opening door. Lift bar will be located at the bottom of door and have latches on the outer extrusion of the doors frame. A ledge will be supplied over lift bar for additional area to aid in closing the door. Door(s) will be constructed from an aluminum box section. The exterior surface of each slat will be flat. The interior surfaces will be concave to provide strength and prevent loose equipment from jamming the door from inside. To conserve space in the compartment(s), the spring roller assembly will not exceed 3.00" in diameter. A roll-up door that retracts below the compartment ceiling (garage door style) will not acceptable. The header for the roll-up door assembly will not exceed 4.00". A heavy-duty magnetic switch will be used for control of "open compartment door" warning lights. All mechanical components of the door will be warranted to be free from defects in materials and workmanship for the lifetime of the vehicle. All parts covered under this warranty will be to the original owner. Page 32 of 74

33 PULL-OUT TRAY There will be one (1) slide-out tray with 3.00" sides and a capacity of 500 pounds provided. Capacity rating will be in the extended position. Slides will be General Device ball bearing type for ease of operation and years of dependable service. Automatic locks will be provided for both the "in" and "out" positions. The trip mechanism for it will be located at the front of the tray for ease of use with a gloved hand. Tray location will be Compartment P1. Heavy-duty steel angle iron assembly will support the body under the compartment floor. It will be attached to the chassis frame for load transfer and to reduce stress on body. PULL-OUT ADJUSTABLE HEIGHT TRAY There will be one (1) slide-out tray with 2.00" sides and a capacity of 250 pounds provided. Capacity rating will be in the extended position. Slides will be equipped with ball bearings for ease of operation and years of dependable service. Tray location will be Compartment D1 forward of vertical divider.. Automatic locks will be provided for both the "in" and "out" positions. The trip mechanism for it will be located at the front of the tray for ease of use with a gloved hand. Each tray will be adjustable up and down within the compartment. ADDITIONAL COMPARTMENT LOUVERS Page 33 of 74

34 A set of additional louvers will be provided in One additional in each compartment. The quantity of additional sets of louvers is two (2). PARTITION, VERTICAL COMPARTMENT One (1) partition will be bolted in Compartment D1, Centered in compartment.. Each partition will be the full vertical height of the compartment. ADJUSTABLE SHELVES There will be one (1) shelf, with a minimum capacity of 215 pounds provided. The shelf construction will consist of.125" pan-shaped aluminum with 2.00" sides. Each shelf will be infinitely adjustable by means of a threaded fastener, which slides in a track. The location will be Compartment D1 rear of vertical divider.. MOUNTING TRACKS There will be one (1) set of tracks for mounting shelf(s) in D1. These tracks will be installed vertically to support the adjustable shelf(s). RUB RAIL Bottom edge of the side compartments will be trimmed with a bright aluminum extruded rub rail. Trim will be 2.12" high with 1.38" flanges turned outward for rigidity. The rub rails will not be an integral part of the body construction, which allows replacement in the event of damage. BODY FENDER CROWNS Stainless steel fender crowns will be provided around the rear wheel openings. Page 34 of 74

35 A rubber welting will be provided between the body and the crown to seal the seam and restrict moisture from entering. HANDRAILS The handrails will be 1.25" diameter anodized aluminum extrusion, with a ribbed design, to provide a positive gripping surface. Chrome plated end stanchions will support the handrail. Plastic gaskets will be used between end stanchions and any painted surfaces. Drain holes will be provided in the bottom of all vertically mounted handrails. - Two (2) handrails will be provided - one above each side pump panel. AIR BOTTLE STORAGE (Single bottle) A total of two (2) air bottle compartments will be provided. One each side forward of axle.. The air bottle compartment will be in the form of a round tube, 7.63" diameter, and will be of adequate depth to accommodate different size air bottles. The flooring will be rubber lined and have a drain hole. A stainless steel door with a chrome plated latch will be provided to contain the air bottle. A dielectric barrier will be provided between the door hinge, hinge fasteners and the body sheet metal. AIR PAC STORAGE (Single) A total of two (2) special design air pac compartment(s) will be provided. The compartment(s) will be located on the driver's and passenger's of the body between the tandem axles. The air pac compartment(s) will be 16.00" wide at the top x 6.00" wide at the bottom with angled and tapered sides. The compartment(s) will also be 12.00" high x 26.00" deep so that an air pac can fit. Flooring will be rubber lined and have a drain hole. A stainless steel horizontally hinged Page 35 of 74

36 door with a chrome plated latch will be provided to contain the air pac. A dielectric barrier will be provided between the door hinge, hinge fasteners and the body sheet metal. FOLDING LADDER The provisions only for mounting one (1) customer/dealer provided 10' Series 585-A Duo-Safety folding ladder will be provided in a stainless steel trough inside the hard suction hose storage compartment. PIKE POLE STORAGE Aluminum tubing will be used for the storage of two (2) pike poles and will be located one in each HSH compartment. If the head of a pike pole can come in contact with a painted surface, a stainless steel scuffplate will be provided. STEPS A bright finished folding type step will be provided on the front of each fender compartment. Two (2) additional folding steps will be located DS and PS front compartment bulkhead. MIDSHIP FIRE PUMP Page 36 of 74

37 Midship fire pump will be a Hale QPAK 1000 gpm, single stage, midship mounted, centrifugal type. Pump will be the class "A" type. Pump will deliver the percentage of rated discharges at the pressures indicated below: - 100% of rated capacity at 150 psi net pump pressure % of rated capacity at 165 psi net pump pressure. - 70% of rated capacity at 200 psi net pump pressure. - 50% of rated capacity at 250 psi net pump pressure. Entire pump, both suction and discharge passages will be hydrostatically tested to a pressure of 500 psi. Pump will be fully tested at the pump manufacturer's factory to the performance requirements as outlined by the latest NFPA pamphlet #1901, and will be free from objectionable pulsation and vibration. The pump body and related parts will be of fine grain alloy cast iron, with a minimum tensile strength of 30,000 psi ( bar). All moving parts in contact with water will be of high quality bronze or stainless steel. Pump body will be split, on a single plane for easy removal of entire impeller assembly, including wear rings and bearings from beneath the pump, without disturbing pump piping or the mounting of the pump in the chassis. Pump impeller will be hard, fine grain bronze of the mixed flow design, accurately machined, hand-ground, and individually balanced. The vanes of the impeller intake eyes will be hand-ground and polished to a sharp edge, and is of sufficient size and design to provide ample reserve Page 37 of 74

38 capacity utilizing minimum horsepower. Pump shaft will be electric furnace, heat-treated, corrosion resistant stainless. Pump shaft will be sealed with double oil seal to keep road dirt and water out of drive unit. Pump shaft will be rigidly supported by three (3) bearings for minimum deflection. The bearings will be heavy duty, deep groove ball bearings in the gearbox and they will be splash lubricated. MECHANICAL SEAL ON PUMP Only one (1) mechanical seal will be required on the suction (inboard) side of the pump. The mechanical seal will be two (2.00) inches in diameter and will be spring loaded, maintenance-free, and self-adjusting. The mechanical seal construction will be a carbon sealing ring, stainless steel coil spring, Viton rubber boot, and a tungsten carbide seat with a Teflon backup seal. PUMP TRANSMISSION The drive unit will be cast and completely manufactured and tested at the Hale Products, Inc. factory. The pump drive unit will be of sufficient size to withstand up to 16,000 foot/ pounds of torque from the engine in both the road and pump operating conditions. The drive unit is will be designed with ample lubrication reserve to maintain the proper operating temperature. The gearbox drive shafts will be of heat treated chrome nickel steel and 2.75" in diameter on both the input and output drive shafts. They will be designed to withstand the full torque of the engine in both road and pump operating conditions. Page 38 of 74

39 All gears, both drive and pump, will be of the highest quality, electric furnace, chrome nickel steel. Bores will be ground to size and teeth integrated, crown-shaved and hardened, to give an extremely accurate gear for long life, smooth, quiet running and higher load carrying capability. An accurately cut spur design will be provided to eliminate all possible end thrust. Pierce Manufacturing will select the pump ratio to provide the maximum performance with the engine and transmission selected. Three (3) green warning lights will be provided to indicate to the operator(s) when the pump has completed the shift from Road to Pump position. Two (2) lights will be located in the truck driving compartment and one (1) light on pump operator's panel adjacent to the throttle control. AIR PUMP SHIFT Pump shift engagement will be made by a two (2) position sliding collar, actuated pneumatically (by air pressure), with a three (3) position air control switch located in the cab. A manual back-up shift control will also be located on the drivers side pump panel. Two (2) indicator lights will be provided adjacent to the pump shift inside the cab. One (1) green light will indicate the pump shift has been completed and be labeled "pump engaged". The second green light will indicate when the pump has been engaged and the chassis transmission is in pump gear. This indicator light will be labeled "OK to pump". Another green indicator light will be installed adjacent to the hand throttle on the pump panel and indicate either the pump is engaged and the road transmission is in pump gear, or the road transmission is in neutral and the pump is not engaged. This light will be labeled "Warning: Do not open throttle unless light is on". TRANSMISSION LOCK-UP Page 39 of 74
