2 fc FLEIS&VANDENBRINK Fife Lake Area Utility Authority Proposed Sanitary System Improvements Included in USDA Project November 25, 2014 In order to accomplish the project goals and address the most urgent needs of the system, the following improvements have been included for funding through the USDA Wastewater Collection and Treatment Facility Improvements Project and have been identified in the Preliminary Engineering Report (PER) submitted and approved by the USDA. The items below are required to bring the system up to MDEQ and other applicable code standards so the system can continue to serve sewer customers effectively. The USDA has obligated funds to the project including a $3,655,000 loan (56%) with a 3.25% interest rate and 40 year term and a $2,857,000 (45%) grant. This funding is based on Engineer's Opinion of Probable Construction Costs for the Immediate & Urgent System Needs listed in Section 1 below 1. Immediate & Urgent System Needs A Type Lift Stations: The goal of the proposed project for the A Type lift stations is to perform upgrades to make the operation of the lift stations easier and to make the lift stations compliant with current code. Upgrades include the following: Remove the existing control panels located below grade in drywell and reconfigure the lift station electrical system to operate from new above ground control panels. Install new pressure transducer level controllers with back up floats. Install a SCADA System to allow for remote monitoring and transmitting of alarms to the system operator at each lift station. Install a new permanent standby generator at Station A-3. Purchase a new trailer mounted generator and include new generator receptacles at Stations A-1, A-2 and A-4 through A-7. Install bypass pumping connections at the A stations. Replace existing pumps, anodes, check valves, and shut off valves at all A type pump stations. Install risers on the pump station wet wells to bring the full diameter station to grade and install new access hatches to allow operators to access controls components and clean without having to access the chamber. Clean and rehabilitate existing concrete structures. Repair or replace existing ventilation, lighting, dehumidifiers, and other lift station appurtenances. B Type Lift Stations 1. Replace 4 of the 7 type B type lift stations. Because the station wet wells are in such poor condition, replacing components or rehabilitating the existing stations is not feasible. Therefore, the entire pump station and electrical systems will be replaced. New control panels will be installed including a SCADA system to notify the operator in the event of a failure or alarm. The control panels will have a generator receptacle capable of connecting to a trailer mounted generator. 3 Because the existing forcemains are small diameter, cannot be cleaned or thawed effectively, and are susceptible to freezing, Replace the forcemains for the B stations with larger diameter pipe buried to a deeper depth. 4. The other three B Type lift stations are in locations where it is possible to convey sanitary flow to another existing pump station via gravity sewer. FLAUA will remove these three Type B lift stations by installing a gravity sewer to a downstream pump station. Eliminating pump stations will reduce the operation and maintenance costs for the FLAUA Energy consumption will be reduced. The stations that will be eliminated are as follows: Station B-4, intersection of Thomas Road and Bates Road Station B-1, Lake Street approximately 230 feet south of the Fourth Street intersection Station B-7, Van's Lane at US-131 Duplex Submersible Stations - Industrial Park and Pickerel Lake 1. Replace the existing flow meter at the Industrial Park Lift Station, and adjust the elevation of the float bracket so float adjustment can be performed without the use of a ladder. 2. Modify bypass pump connections to be above grade for ease of access. 3. Install SCADA systems at both the Pickerel Lake and Industrial Park lift stations Collection System 1. Rehabilitate approximately 1/3 of the manholes in the system that are exhibiting the worst infiltration. Rehabilitation would include stopping groundwater infiltration, sealing the structures, rebuilding chimney sections, and installing gasketed covers, where appropriate. 2. Replace all of the existing air release valves on the existing sanitary forcemains. Equipment The FLAUA needs to purchase spare pumps for their lift stations. With these spare pumps in the FLAUA's inventory, a failed pump can be swapped for one of the spare pumps quickly which will minimize the impact of a failed pump. The failed pump would then be either repaired or replaced to maintain proper inventory. New system design will strive to use common equipment which will lessen the need for duplicate spare parts. Wastewater Treatment Facility 1. Replacement of the lagoon liners at both aeration lagoons with new composite liners to achieve MDEQ compliance. Lagoon side slopes will be re-graded to provide more manageable slopes along the edge of the lagoons. FLAUA will also install a new aeration system in the aeration lagoons that provides more energy efficient and adequate aeration to treat the influent water and can be operated all year. 2. Headworks improvements will be constructed including solids screening of the WWTF influent. This will reduce the amount of rags and large solids that enter the lagoons. Also, a new metering structure will be installed allowing accurate influent flows to be recorded. 3. Rehabilitation of the existing effluent irrigation structure, as well as a new irrigation pump system and controls. 4. Installation of additional valves in the irrigation piping so each irrigation area can be isolated. Install a flow meter to monitor the influent flow, and at the irrigation pump station to monitor effluent flow. 5 Expand the existing storage garage or construct a new heated garage for storage and maintenance of vehicles, generators, cleaning equipment, tractors, and mowers. Also, the existing WWTF garage/office will be remodeled to include new office space, storage, and adequate restroom facilities. Future System Needs Fife Lake Area Utility Authority USDA Sanitary System Improvements November 25, 2014 Page 3 of 3 In addition to the proposed improvements detailed above, there are additional needed system improvements that could be addressed in the future The following items are not included in the total USDA obligated project amount of $6,512,000; however depending on the amount of funds remaining at the end of the project, remaining grant funds could be used to address the needs listed below as a part of the project. 1 Rehabilitation of the remaining sanitary manhole structures: All of the manholes in the FLAUA collection system are leaking to a varying degree. The manholes in the worst condition and largest amount of infiltration will be addressed as part of the project, however at some point in time all of the manholes will need to be rehabilitated. 2. Additional Trailer Mounted Generator: Due to the large number of pump stations in the FLAUA system, an additional trailer mounted generator would be useful in the event of a system wide power outage. Power outages are frequent in this rural community. 3. Trailer Mounted By-pass Pump: Bypass pumping connections will be installed at all of the pump stations in the FLAUA System. The bypass connections will allow stations to be completely removed for service in the event that they need to be cleaned or a complete station failure were to occur, however locating and renting a bypass pump capable of pumping sewage at the required flows and pressures would be required. Due to the number of pump stations in the system, it would be beneficial for FLAUA to own its own trailer mounted bypass pump. 4 Boyd Street Gravity Sewer from Van's Lane to Maple Street: Sewer service does not currently exist along Boyd Street from Van's Lane south to Maple Street. Constructing gravity sewer in this area would provide service for approximately 8 additional properties. 5. Permanent Generator for Station A-7: Due to its location at the furthest point of the system and because A-7 is the only single phase station, a permanent generator for station A-7 would be beneficial to improve system reliability. 6. New bucket loader/backhoe/mower: FLAUA currently owns a tractor mower which was purchased in the late 1970's. The tractor/mower is aging and reaching the end of its useful lifespan. A multi-use tractor, mower, loader, and backhoe would be useful for the Operator to be able to maintain and repair the system. 7. Trailer Mounted Sewer Jetter: The existing trailer mounted sewer jetter/cleaner is aging and reaching the end of its useful lifespan A new trailer mounted sewer cleaner would be beneficial for operation and maintenance of the system. 8. Gravity Sewer Rehabilitation: The condition of the gravity sewer in the system is unknown. Based on the as-constructed drawings, the system was built using a combination of vitrified clay pipe, ductile iron and PVC pipe VCP can be highly susceptible to roots, settlement, and consequently leaking joints.
