Background: At the December 2, 2013 Council Meeting, the following resolution was approved by council: Council authorizes the Direct Negotiation of Engineering Services under Section 13 (5) of Purchasing Bylaw to permit BM Ross to perform the Engineering/Design work for the Strathroy WPCP blower replacement at an estimated cost of $16,800 + HST. Council authorizes the pre-approval of the Engineering/Design costs that will form part of the 2014 Strathroy Wastewater Capital budget. The December report also noted : A subsequent report will be provided for council consideration after BM Ross have completed the design stage of the project detailing the proposed scope of work, proposed capital cost, energy savings/payback period, grant incentive potential and details on how this project will address the current blower capacity issues. The December report detailed that quotations were obtained from various suppliers which included the following prices: APG-Neuros $168, HST (purchase through OCWA discount) APG-Neuros $188, HST (purchase through OCWA + 5 % mark-up) Aerzen $208, HST ABS Sulzer $150, HST Page 1

2 Based on the above pricing, BM Ross have been working with ABS Sulzer over the past six months to confirm that the blower quoted would meet the design needs to supply the required oxygen. In addition, BM Ross have been working on the preliminary design which required much discussion with ABS Sulzer with respect to the blower sizing, pipe configurations to ensure it could be accommodated within our existing building. An extensive review was conducted of the electrical system to ensure it could accommodate the loads associated with the new blower. This included discussions with the Electrical Safety Authority with respect to the new equipment and proposed equipment clearances. The required background information has been collected with respect to the Ontario Power Authority (OPA) saveonenergy program and application has now been submitted. On a side note, the City of Windsor/Engineering Firm presented a paper in April of 2014 at the Water Environment Association of Ontario in London with respect to their Turbo Blower Selection process. This report detailed an extensive engineering assessment of three blower suppliers and recommended ABS Sulzer as the preferred Turbo Blower Supplier for the Windsor upgrades. A copy of this paper is available should council wish to review this assessment. Based on the above information, we have now achieved a comfort level with the blower size, type, configuration, and pricing to permit BM Ross to complete the design and submit application to the Ministry of Environment. BM Ross have prepared the attached memo to provide council with an update on the work completed to date and comply with the reporting requirements per the December 2, 2013 report to council. Due to the long delivery times (26 weeks forecast) for the blower supply, we would like council s authorization to proceed with the issuance of the purchase order to ensure the blower replacement may be completed in a timely manner. As per the memo provided by BM Ross, the budget for the Turbo Blower project is anticipated to be $263, It is anticipated that the majority of these expenditures will take place late 2014, early The total budget relating to Wastewater Energy Audit Recommendations for 2014 is $400, An additional $20, will be required to purchase and install a new dissolved oxygen sensor and control system for blower operation. It is also anticipated that the life cycle on 300 dissolved oxygen membranes will be coming due in 2015 and an assessment will be performed in the Spring of 2015 to confirm the replacement in warranted. In summary, it appears that a total of $283, will be used on Wastewater Energy Projects with an $116, to be transferred to Wastewater Reserves. An anticipated $50, OPA grant will also be transferred to Wastewater Reserves on receipt. Comments: Consultation: None BM Ross and Associates Runge & Associates Inc. (Electrical Engineer) Electrical Safety Authority (ESA) Ontario Power Authority (OPA) Financial Implications: BM Ross have provided a project budget of $263, HST per the attached memo. This total includes the previously approved pre-engineering amount of $16, for design, approvals and grant application. The 2014 Strathroy Wastewater Capital Budget included $400, for Wastewater Energy Audit

3 Recommendations with the Blower replacement identified as the most critical project. An additional $20, is forecasted to be required relating to energy upgrades at the Strathroy Sewage Plant. It is anticipated that this project will receive a $50,000 OPA incentive and projected annual hydro savings in the $10,000 to $20,000 range. Re: Strathroy WWTP Blower Replacement, Project Update File #: Date: June 6, 2014 Background The purpose of this memo is to provide an update of the Strathroy Wastewater Treatment Plant (WWTP) blower replacement project status, including results of investigations to date and proposed next steps to carry the project forward. 1. Review of Blower Capacity Issues The WWTP has three centrifugal air blowers. Though one is currently failed, the design basis for the existing plant is to have two duty blowers, leaving one as standby. Each of the three blowers has a capacity, as listed in the Certificate of Approval (C. of A.) 1, of 4,750 m 3 /hr. Based on two duty plus one standby blower, the total design airflow requirement to the plant is 9,500 m 3 /hr. A review of 2008 to 2013 data for the WWTP shows that flows and loadings to the plant are, on average, in the range of 50 to 60% of the design capacity. Therefore, it is not expected that any more than two blowers would be required to operate at one time in order to provide sufficient air to the system. However, a review of the blower run times for indicates that, on average, two blowers operate for a full 24 hours per day and the third blower, prior to failure, would operate on average 8-9 hours per day as well. Because flows and loadings to the plant are not anywhere near the plant rated capacity, the excessive blower run times and apparent capacity issues are due to inefficiency in either the physical aeration system, or the control of the blowers, or both, rather than a lack of blower capacity. It is proposed that the current efficiency issues with the blowers be addressed through a combination of blower replacement with a more efficient variable speed turbo unit, as well as replacement of a dissolved oxygen sensor that controls blower operation. It is noted that replacement of the blower is required not only to provide a more efficient operation, but also to provide standby capacity and keep the plant in conformance to the ECA. 1 Now called Environmental Compliance Approval (ECA).

5 Proposed Scope of Work and Probable Cost The proposed scope of work to complete the replacement and upgrades includes, in general: Complete removal of failed Blower #1; Move existing Blower #3 to the former location of Blower #1, in order to provide for easier installation of the new unit; Install new turbo Blower #3 (Sulzer HST40); Complete electrical modifications as required to provide power to new Blower #3; Complete miscellaneous mechanical and electrical work. We have been working with Sulzer (ABS Canada), who approached the Municipality with a proposal to supply a new turbo blower unit, to select a suitable blower model for the Strathroy WWTP. Based on information provided by Sulzer, we have confirmed the availability of a unit that will suit the plant in terms of physical fit and function. We have compared Sulzer s proposal to budgetary pricing of a more conventional centrifugal style blower, and believe that for this application the Sulzer unit will provide several advantages, including less complicated and therefore less costly modification to the existing electrical components at the plant, similar or possibly even lower capital expenditure to purchase and install the blower, and lower power consumption that provides benefit in terms of energy savings and likely additional savings through an Ontario Power Authority (OPA) saveonenergy incentive (see notes below on this). The probable cost to complete the project is summarized in the table below. Prices exclude HST. An application has been submitted to the OPA and at this time we are awaiting their review of the application and confirmation of approval. Based on our experience at other facilities for similar projects, we see no reason that the proposed project would not be awarded an incentive through the OPA program.
