RECOMMENDATIONS: A. THAT M2K Construction be granted relief from the enforcement of Delta Noise Control Bylaw No. 1906, 1972 for the purpose of offloading, transporting and delivering preload construction material from the 8900 Block of River Road to the Vancouver Landfill. B. THAT the period of relief for M2K Construction be granted from 7:00 p.m. to 7:00 a.m., January 10 to March 30, 2017, excluding Fridays and Saturdays. PURPOSE: The purpose of this report is to seek a relaxation of Delta Noise Control Bylaw No. 1906, 1972 to allow the City of Vancouver's contractor, M2K Construction, to offload, transport and deliver construction preload for upgrades at the Vancouver Landfill. BACKGROUND: The City of Vancouver is commencing work on upgrading the entrance and residential drop off area at the Vancouver Landfill. They have contracted the preconstruction works to M2K Construction. Council Policy: Delta Noise Control Bylaw No. 1906, 1972 states: 9. No person shall carry on or cause to be carried on any works in connection with the construction, reconstruction, alteration or repair of any highway in such a manner as to disturb the quiet, peace, rest, enjoyment, comfort or convenience of the neighbourhood or of persons in the vicinity before 7:00 a.m. or after 7:00 p.m. any day of the week from Monday to Friday, inclusive, before 9:00 a.m. or after 5:00 p.m. on Saturday, or at any time Sunday or a Holiday.
2 Page 2 of 3 Noise Variance for Preconstruction Works at the Vancouver Landfill December 13, 2016 DISCUSSION: To facilitate the offloading, hauling and delivery of construction preload needed for upgrades at the Vancouver Landfill, M2K Construction is requesting a variance to Delta Noise Bylaw No. 1906, 1972 for approximately 10 evenings from January 10 to March 30,2017. A variance is required to allow the contractor to deliver the material afterhours, minimizing disruption to the Landfill's operations. The City of Vancouver supports the requested variance (Attachment A). Preload will be offloaded from Abbotsford Concrete Products, located at 8915 River Road, and transported to the Vancouver Landfill via River Road and Highway 99. It is estimated that offloading and hauling will be underway from 7:00 p.m. to 6:00 a.m. on the required evenings. Work will not be done on Friday or Saturday evenings. Noise will result from loading rock into trucks onsite as well as from backup vehicle beepers. Impacts are expected to be minimal given the works are occurring in an industrial area. All vehicle loads will be inspected for loose debris as they exit the loading site and will be covered with retractable tarps during transportation. The contractor will promptly clean up any sediment tracked onto Delta roads as part of the project. Implications: Financial Implications - There are no financial implications to Delta. Community Implications - Noise impacts are expected to be low given the work is in an industrial area. The contractor will notify adjacent properties prior to the start of work. Transporting and delivering material at night will minimize traffic disruptions along River Road and at the Vancouver Landfill. CONCLUSION: M2K Construction requires a relaxation of Delta Noise Control Bylaw to offload, transport and deliver preload construction material to the Vancouver Landfill. 4 From: Mirza, Faisal Sent: Friday, December 09, 20164:32 PM To: Belanger, Lynn Subject: Request for a Noise Variance by the City of Vancouver on Behalf of M2K Construction Hi Lynn, ATTACHMENT A 1 OF 2 Further to our conversations this week, M2K Construction, the selected contractor for the Pre-Load at the Vancouver requests a Noise Variance for one segment of roadway located within the Corporation of Delta, more specifically, from Abbotsford Concrete Products, along River Road and to Highway 99. My understanding is that the City of Vancouver needs to apply to the Corporation of Delta for this Noise Variance and I recommend that we put in a request on behalf of M2K to progress this project. The existing site of the barge ramp located at 8915 River Road, which according is zoned 16 (Waterfront Industrial). We understand that barges regularly offload at this location, and depending on tides this happens during both day and night time hours as required. The site is currently surfaced with compacted road base gravel, and it's very stable from years of regular usage. Site lighting is provided by light mounted around the site and also on the off-loading conveyors. M2K propose to be off-loading and hauling the full barge loads, from after evening rush hour (approximately 7pm start time), until the off-loading is complete. They will likely be hauling until Sam or 6am approximately 10 to 11 hours, per 6,000 tonne barge. Based on the tender quantities of import gravel, this will have to happen approximately 10 times over the course of the next 3 months to deliver the project within contract timelines.
5 ATTACHMENT A 2 OF 2 M2K anticipate needing 2 barge loads in January, with the remainder of the barges being in February with perhaps a contingency barge in March. M2K would not arrange to haul on Friday or Saturday nights; the barges would be off-loaded on a Sunday to Thursday evening. M2K would control the access gate at the landfill. They would also ensure that any sediment tracked onto City roads by trucks working for us would be promptly cleaned up. If required, M2K will post a fulltime person checking all truck tires upon exit to ensure that no loose gravel has been spilled on dump truck side boards. During transit from the barge ramp to the Landfill site, loads will be covered with the retractable tarps that all dump trucks have. The dump trucks will be running on a clean gravel surface, at both the barge off-loading property and also the Landfill site. There should be no sediment tracked onto Delta roads from either property. If you require anything else, please let me know.
