1 Cedar Blue Property Owners Association Board Meeting Minutes 1. Board Members Present: Tom Elliott, Dewayne Denwalt, Bruce Arnold,, Ronnie McGee, Clifford Cops, Jr., Mike Fite and Tonya Glasgow, Park Manager. 2. Board Members Absent: Arvilla Bird, David Ponder and Jackie Ponder, Office Assistant. 3. Property Owners Present: 8 property owners represented today. 4. Call to Order: Meeting was called to order by Tom Elliott at 11:00am 5. Moment of prayer / silence: Moment of silence observed. 6. Approval of the meeting minutes for November 17, 2018: A motion to accept the minutes as written by: Bruce Arnold Seconded by: Dewayne Denwalt. The motion passed unanimously. 7. Committees: Committees have been created and implemented to oversee different areas within the Park. Each committee has authorization to take care of certain actions and will present a written report every month that will become a part of the minutes. You will see that there are times when more than one committee can be involved in a project. If you would like to volunteer to be on any of the committees, please /contact any board member. Cedar Blue welcomes your help, ideas and suggestions. These committees and its members will be posted on the website. Environmental Committee: Bruce Arnold, Dewayne Denwalt, Ronnie McGee, Roy Branch Committee report presented by and is attached. Finance Committee: Bruce Arnold Arvilla Bird, Tom Elliott, Tonya Glasgow Financial report presented by Bruce Arnold and is attached. A motion to approve the November 2018 financials by: Dewayne Denwalt Seconded by: Clifford Cops, Jr. The motion passed unanimously. Maintenance/Infrastructure Committee: Mike Fite Dewayne Denwalt, JW Mann, Ronnie McGee,, David Ponder Committee report presented by Tonya Glasgow and is attached. Insurance Committee: Clifford Cops, Jr. Tom Elliott, Ronnie McGee No report submitted.

Park Manager Report: Tonya Glasgow presented the report and is attached. 9. Entertainment Committee: Nothing to report. 10. Old Business: A. Golf Cart registration for 2019: 1. Per the golf cart rules effective in 2016; all golf carts will be required to display the annual permit sticker and lot number on the front and back of the golf cart at all times. Many carts have been identified on the roadways without the identifying requirements. Before the 2019 registration sticker is given all golf carts must be brought to the park office for inspection. Carts that do not have the property location on the front and back of the cart will not be registered until properly marked. The park office gave good faith to owners to properly mark the golf carts. Now it is a requirement before the 2019 registration sticker is given and all golf cart registrations going forward. B. Public Meetings 2018 and 2019: 1. No public meetings will be held for the months of November and December 2018, January and February Monthly meetings will resume March 16, All park business along with committee reports will be posted on the website. Copies are also available in the park office. 11. New Business: 12. Property Owner s Comments: None. 13. 6 Maintenance / Infrastructure Report Chairman: Mike Fite Staff Supervisor: Tonya Glasgow Office Assistant: Jackie Ponder Committee Dewayne Denwalt JW Mann Ronnie McGee David Ponder The concrete construction project is completed to the entry/exit drives. The outbound card reader has been relocated making it easier to exit the park. Thank you for your patience when this was going on. An outside contractor with excavation equipment has completed dirt work in an attempt to help with drainage issues in the areas of: Cedar Ridge, Deer Path, Cedar Blue and to the north of the office. The pavilion renovation is now complete. Please take notice; it is the old office building and was actually an open pavilion several years ago. In the coming months our staff will work on reconstruction to the existing restroom. The Wi- Fi has been restored. Cedar Blue has received approximately 4-1/2 inches of rain since our last meeting. Please remember to turn off the in ground valve to your property when you leave. Jerry and Ken walked the entire park in November turning off in ground valves that were left on. For those who frequent the park our staff did not turn off the in ground valve to the property. Repairs have been completed to four of the eight locations in the park that have been identified for valve changes. Pat has completed clearing out the overgrowth of brush and tree trimming in the Cedar Ridge area. He has been spot mowing areas within Cedar Blue and is working on trimming up trees and taking out the overgrowth of brush in the Cedar Blue area. Our maintenance personnel do so many things that we take for granted. These guys are wonderful! Please let them know how much we appreciate their hard work and dedication. Committee Chair Mike Fite Park Manager Tonya Glasgow If you see trash on the ground, take a moment to pick up. Containers are provided for household trash. This does not include tree branches or limbs. Reminders are given about the limb yard that is open on Friday for cuttings disposal. There is no location on Cedar Blue property for this. A trailer has been provided in the dumpster area for metal and appliances along with a trailer for aluminum. Please dump accordingly. If for some reason a property has no water or sewer hooked up to it; the maintenance staff will provide to the property but only from the main line. At any time, should owners want water/sewer lines ran to their travel trailer or another location on the property it is the owner s responsibility. Cedar Blue doesn t run those lines. The maintenance crew is always willing to help out when there is water or a sewer issue at your property. REMEMBER the staff is limited on what we will allow them to do. If the water or sewer is on the Cedar Blue side then maintenance will repair. Should there be any other issues and it is the property owner responsibility to repair; staff will not make any allowances for those repairs. The responsibility falls back to the property owner. Cedar Blue will do our part and we ask that all property owners do so too.
7 Park Manager Report Office Hours: Tuesday Saturday 8:00 am 5:00 pm Closed Sunday and Monday Lunch 12:00 pm 1:00 pm Phone: (580) Should a due date fall on a day the office is closed the office will be open to take payments. No public meetings will be held for the months of November and December 2018, January and February Monthly meetings will resume March 16, All park business along with committee reports will be posted on the website. Copies are also available in the park office. The Cedar Blue office will close Monday, December 24 th and Tuesday December 25 th for the Christmas holiday. The office will reopen Wednesday, December 26 th. Should an owner have an emergency or an issue, please call the park office at (580) ; listen to the message for further instruction. Statements were mailed on November 30 th. The 2019 assessments are $600 total or $300 per half. The first half is due in the office on Thursday, at 5:00pm. The second half along with the golf cart registration is due in the office on Tuesday, at 5:00pm. A late penalty $100 will apply when paying after the due dates. Gate cards will be deactivated on for any owners who still owe for assessments. Payments accepted: check, money order or credit card. No cash is accepted. All golf carts must be registered annually. Any non-running or non-functioning golf cart must be either registered or removed from the property. Penalties will be imposed for all unregistered golf carts whether operable or not. To register a golf cart for the first time, it must be brought to the Park office for inspection, have a Cedar Blue and current year sticker applied and a registration form completed and signed. The property location must be visible on the front and back of the golf cart. If the annual fee is paid on the golf cart, but it has not been fully registered as stated; a penalty for non-registration will apply. Once the golf cart is registered an annual registration fee is billed to every property account along with the assessments and must be paid to obtain a current year sticker from the park office to apply to the golf cart. Please see golf cart rules under documents on the Cedar Blue website or in the park office.
