1 February 17, 2015 File: Village of Valemount Box 168, 735 Cranberry Lake Road Valemount, BC V0E 2Z0 Attention: Anne Yanciw, CAO RE: Lift Station Upgrade Cost Estimates The Village of Valemount operates nine sanitary lift stations as components of the Village s sanitary sewer collection system. Four of the lift stations have been in operation since the early 1980 s, and require upgrades or replacement. The lift stations are not equipped with standby power, consequently sewage pumping service is lost during power outages, and a high degree of operator intervention is required to prevent sewage backup in the collection system. The proposed upgrades will help to provide uninterrupted service to the Village, increased capacity, and improved operations, and reduced risk of failure with the installation of: Replacement of Fifth Avenue lift station; Mechanical upgrades; Standby power supply; Upgraded electrical service and kiosk; Upgrades to programming and SCADA. The attached cost estimate is based on: Electrical upgrades proposed in the Village of Valemount 2008 SCADA System report; Extension of sanitary sewer to the west side of Highway 5; Recommendations from Village operations staff; Increased demand based on future demands to the system. 12 IIES Interior Instrument Engineering Services Ltd 1115 St. Paul Street Kelowna, BC V1Y 2C8 Phone: (250) Fax: (250) February 17, 2015 Valemount Lift Station Upgrades Preliminary Electrical and Control Information The Valemount lift stations can be broken into two groups, for the purposes of the electrical and controls upgrades: those that require a complete upgrade, and those that require a standby power upgrade. The stations that require a complete electrical and control upgrade are: 17 th Avenue 5 th Avenue Elm Street Dogwood The stations that require an upgrade to include standby power are: Cranberry Place Canoe View Office All sites are reported to have SCADA communications, so it has been assumed that the existing SCADA communication system can be used in the upgraded control panels. Information about existing electrical services and pump sizes was taken from the SCADA System Report, prepared by ICI in Complete Electrical Upgrade The proposed work included for the sites that require a complete electrical upgrade is as follows: Provide new kiosk with electrical service equipment and control panel Provide standby generator set The new kiosk will be two sided, plus an end compartment to isolate the wiring from the kiosk to the wet well. One side of the kiosk will house the electrical service equipment, including a main disconnect, automatic transfer switch to control the generator and transfer the loads, a surge protective device, and a transformer and distribution for heating and lighting loads. The other side of the kiosk will contain control items, including motor starters, the new PLC control panel, a UPS to operate the control system, and an intrinsic safety barrier junction box. Lift stations are corrosive environments, so it is recommended that the kiosk be of aluminum construction. The kiosk should also be insulated to help guard against freezing in the winter, and heating from the sun in summer. Baseboard heat and cooling fans are to be included in the kiosk. The PLC control panel is expected to match the control panel at the updated Ash Street lift station. The primary control system will use a level transmitter to provide start and stop controls to the pumps. The back up control system will use a high level float and timers, connected outside of the PLC and UPS, to operate the system in the event of a PLC or UPS failure. The float will be connected to the control panel through and intrinsic safety barrier, to ensure unsafe Voltages do not reach the wet well, Engineering-Installation-Maintenance

The new control panel will interface to the existing SCADA system, using the existing SCADA radio. The standby generator will be sized to operate all of the loads at the site, and will be installed in a separate weather-proof, sound-attenuated enclosure. In the event of a utility power failure, the automatic transfer switch will start the generator, and automatically transfer power to the generator once it is running. When utility power returns, the automatic transfer switch will transfer power back to the utility supply, and shut down the generator after a cool down period. It is expected that the generator will be diesel fuelled. The generator system will include a battery charger, and coolant heater to ensure it starts and requires a minimal warm up time. Standby Power Upgrade The proposed work for the sites identified as requiring a standby power upgrade includes: Provide a new electrical service kiosk Provide a standby generator set The existing electrical services have small distribution enclosures, which do not include enough space to install an automatic transfer switch (or in the case of the single phase services, service disconnect switch and automatic transfer switch ahead of the existing distribution loadcentre). The existing electrical service will be relocated to the new electrical service kiosk, which will have a main disconnect switch, transfer switch, and surge protective device. The existing distribution will be re-fed from the new service kiosk. The kiosk will be sized with enough space for the control equipment, to allow for the future relocation of the control panel and motor starters, but no allowance has been included to do that work in this estimate. The standby generator will function as described in the previous section. Engineering-Installation-Maintenance
