2 Vision of Rajapalayam CSP - Aims and Objectives The Rajapalayam City Sanitation Plan aims at town becoming within 30 years, where every individual will have access to a toilet facility, where people are aware of health and hygiene related diseases and opt for appropriate sanitation practice instead of resorting to open defecation. Thus, Rajapalayambecomes a 100% open defecation free city. Other goals of the CSP are: Every person has adequate clean and safe water within close proximity Wastewater in the town is treated and safely disposed of in an environmentfriendly manner. The Operation and Maintenance (O&M) activities of sanitation infrastructure is vested with the users and Municipality and adequate funds are allocated for these activities. The existing system of solid waste management is improved and extended to the entire town starting from source segregation to revenue generation through vermi compost and sale of recyclables. The planning process and implementation of the CSP is conducted with the participation of all stakeholders and the residents of Rajapalayam

4 Town Profile Rajapalayam municipality in Virudhunagarar District in Tamil Nadu, is situated at the Quilon-Tirumangalam National Highway. Cotton, Mango Irrigation is a major Agriculture Of this Town. Spinning mills is a other major industries of this Town. Rajapalayam is a Third grade Municipality from and Taluk Headquarters. It covers an area of11.36 Sq.Km with a population of as per 2011 census, consisting men and women. The town has 42 Administrative wards. Rajapalayam is a very important Spinning mill and cotton marketing centre. Hence it is also known as Cotton city Rajapalayam is situated at a distance of 55 Km away from the District Headquarters Virudhunagar and 85 Km from Madurai. The municipal limit is bounded by Western Ghats on the Western side and Temple city SRIVILLIPUTTUR is bounded on Northern side.chatrapatty Village is Bounded On Eastern side of this city.this Village Also Famous for Power Looms and it produces Gauze bandage cloth and it is exported to International Level Market. Rajapalayam is located at N E. It has an average elevation of m. The Major Transport Of this city is Mainly used Quilon-Tirumangalam National Highway(NH-208).It is Connected With Major cities of Tamilnadu is Madurai, Srivilliputtur,Tenkasi, Courtallam.

7 Socio Economic Status There are 10 Spinning Mills in the town. Power loom weaving is the main of the people who manufacture Gauze Bandage especially for medical use. Agro based industries like rice and oil mills are also predominant within the town limits. The commercial establishments are set up mainly along the Fie major roads namely the Tenkasi-Madurai main road, Mudangiar road,sankarankoil Road,P.A.C.R.Road and Railway Feeder Road. There are 2 daily markets functioning in the town. Fish Market and Vegetable markets are situated near the bus stand and the weekly Shandy run by the Private Trust is situated in the Mudangiar road.

8 Septage Management There is no septage treatment plant in Rajapalayam. The Black Water septages from the septic tanks are disposed off in open places or river bank. The cost of desludging a septic tank si about Rs.4500/- per load. About septic tanks need desludging. Rajapalayam Municipality does not have desludging vacuum tanker lorry. Hence, desludging is done by the private agencies.

9 Solid Waste Management Solid Waste Generation Rajapalayam Town with the population of is daily generating MT of waste of which tone is generated by the residents and MT by the floating population. Per Capita waste generation works out to 420 grams / day. Collection And Transport The sanitary department is headed by Commissioner and has Seven Sanitary Inspectors, Eleven Sanitary Supervisors, 9 drivers and 181 sanitary workers and private agency. Municipality is having 3 dumper placers, 2 tipper lorries, 1 mini auto,2 tractors and 48 push carts Since, 2002, the municipality outsourced the SWM works for 14 wards to the Private Agency. In Rajapalayam families are giving their unsegregated waste to the municipal staff under the door to door collection programme. Of the remaining households families are depositing the garbage in the dustbin, heaps it in the streets from where it is cleared by the sanitary staff, 920 in open places near the drains. Municipality is collecting 100% of the daily waste generated with 312 sanitary workers and transporting the same to compost yard. Composting of garbage is in the initial stage

13 Treatment Rajapalayam has got a compost yard extending over acre at Pudhupalayam village in Rajapalayam Taluk 10 km away from the town. Concrete garbage drying yard, Windrows and compost shed have been constructed in the year Collected unsegregated waste from the source is brought here and kept without any processing. It is leveled by the heavy machinery at regular interval. Sometimes it is burnt and at times accidental fires destroy the garbage. Awareness programmes for segregation of waste has been launched. Compost Preparation Compost preparation works have been carried out as phased manner. The market waste and Hotel waste are used for compost preparation. This works has been Started from onwards Swm Fee At the moment, service charge has been collected for Hotels, Kalyanamandapams and Houses under solid waste management programme.

14 Storm Water Drainage There is no storm water drainage in the town. The length of streets in the town is km. It has 93 km of open drain. All the streets have open drains. The main roads have double side drains. These open drains carry wastewater from households and commercial establishments. Many drains in commercial areas are blocked by plastic and bio degradable waste besides building debris.

15 Access to Toilet As per the survey, families out of have individual toilets. Municipality has provided 58 toilet complexes for those who are not having the individual toilet and floating population. As per the NUSP norms, one toilet seat serves 35 users in community for restricted times and 100 users to floating population for restricted times. Due to man power shortage, no staff out of 181 is deputed for cleaning the public toilets on a daily /weekly/monthly basis even. Out of 58 toilets, Municipality is maintaining 07 toilets. 21 Promoting Individual Toilet For construction of individual household toilets, the families should be motivated by SHGs, NGOs and municipal staff and it should be linked to the funds provided under the ODF schemes. Revolving fund of NGOs also could be used for funding toilet construction. For families not having adequate land, community toilets or cluster toilets could be constructed with proper Decentralised Wastewater Treatment System Strengthening and streamlining of maintenance of Public Toilets Out of 58 public toilets, 8 community toilets were defunct. The same was later rectified through ODF scheme and ready for opening. However, lack of proper O & M mechanism is delaying the functioning of the toilets. Out of the 43 functioning toilets there are some minor problems related to plumbing, water supply and treatment facilities. By attending to minor repairs, more number of people will be using the toilet. At present the 58 privately managed toilets by SHGs, contractor fairly good condition. A special awareness campaign should be conducted for the users of these toilets. Awareness meeting has to be conducted in areas where toilets maintained by SHG which is close to community toilet could be requested to take over the O&M. Recently, Municipality has come out with the strategy paper for handing over the public infrastructure to local O & M Committees. Municipality should not initially support the O & M committees to pay electricity bill, purchase of cleaning material, wages for cleaning persons.

26 Institutional set up At present, Rajapalayam Municipality has sufficient vehicles to do primary and secondary collection and compost yard for secondary segregation, windrow and vermicomposting. It has only man power shortage One sanitary worker will collect the garbage from 250 households in primary collection, one shop is considered as one household. One sanitary worker will cover one thousand visitors. One sanitary worker will use one push cart for primary collection In secondary collection, coverage of one dumper placer is considered a zone. One driver, 1 sanitary workers are for one dumper placer and 4 sanitary workers for tipper / tractors. In secondary segregation, 250 kg will be segregated by one sanitary worker / day For composting, one sanitary worker will handle 2.5 tons of compostable waste

31 Key recommendation Awareness programme Lack of awareness of solid waste management starting from source segregation to methods of recovering wealth hidden in the waste is one of the greatest challenges faced by ULB including Rajapalayam Municipality. Poor solid waste management has its negative impact on health, hygiene and wastewater management. Awareness to all waste producers of the series impact of poor SWM practices is the prerequisite for proper solid waste management. Solid waste management should be explained to all stake holders starting from school children to factory owners. Segregated organic waste from all sources should be transported properly to the compost yard for compost production. The concrete yards are already constructed in the town. In view of the current financial position, the town can go for privatisation of collection of garbage in the town. The Municipality can streamline the transportation of the waste from the entire ward to the yard to compost. In the compost yard, infrastructure facility like shed for secondary segregation and adequate number of compost and vermi compost tank already constructed to segregate about 20 tons of waste generated daily. The segregation, composting and vermicomposting tasks could be entrusted municipality This will lead to increased income for the municipality from the waste. A separate fee can be collected from business and institutions generating waste and a separate account can be maintained from which money can be allotted for Solid Waste Management.

33 Financial Analysis The Urban Local Bodies (ULB's) in Tamil Nadu have adopted Accrual Based Accounting System in the last few years. Currently the ULB's of Tamil Nadu maintain three separate fund namely a) Revenue and Capital Fund b) Water Supply and Drainage Fund and c) Elementary Education Fund. The Sources of income for a municipality can be broadly categorized as own sources (Includes both Tax and Non Tax Revenues), and External Sources (Assigned Revenues, Devolution Funds, Grants and Contribution). Besides, municipalities also can avail of loans/grants/contribution from Government(Central and State) and loans from various funding agencies such as TUFIDCO, TNUIFSL, HUDCO, LIC and Banks etc, for undertaking specific projects based on their credit worthiness The municipality's Revenue expenditure can be broadly categorized into Personnel cost and Terminal and Retirement benefits, Operating Expenses, Repairs & Maintenance Expenses, Programme Expenses Administrative Expenses, Finance Expense, Provision for Depreciation. Besides the above, significant amount would be required for undertaking up capital works

37 Individual House Hold Toilets As per census 2011 survey report, In this ULB, houses are having sanitary toilets out of And 960 houses having pit latrines as per survey, converted already into sanitary toilets. Presently 3199 households are having insanitary toilets and they are instructed to construct new sanitary toilet.

This ULB proposed to construct 16 Nos.of new additional community toilets as per Norms. Now this town declared Open Defecation Free Town and awaiting for ODF certificate

39 Public Toilets In the year 2025,This ULB floating population will be about As per Norms,Public toilet requirement is 35 seats for Men and 70 seats for Women. Existing Public toilets availability is 64 seats for Men and 34 Seats for Women. Remaining required public toilets for Women will be constructed before December-2015.

40 Solid Waste Management Daily Garbage generation rate of this ULB is 55 T. Generated garbage are transported to compost yard on daily basis. This ULB having Acres compost yard with 5TPD Bio-Methanesation plant and required Windrow Pad. By using 5MT Bio degradable garbage in Electric power generation works those Bio-degradable waste will be properly disposed on daily basis. Remaining Bio degradable Garbage will be Disposed through manure preparation by Aerobic method and Vermi pit Method.
