Mobility of Gurugram & NCR- Vision for Efficient Transport Systems By Sujata Savant Additional General Manger
Urbanization and Mobility
Urbanization & Mobility Magnitude 31% Indians live in urban areas (Census 2011) By 2030, 41% of the total population i.e. about Urbanizatio n 600 million people will be living in urban India. Delhi NCR is the world s largest urban Need of Mobility agglomeration with the population of 46 Million in Economic Growth Constitutes 12% of total urban population of India. Gurugram is fastest growing city of NCR. Gurugram 2011 population of 15 lakh is expected to grow to 42 lakh as per Gurugram-Manesar Urban Complex Plan Projected Population of Gurugram
Need of Efficient Mobility Efficient and affordable mobility solutions for ensuring easy access to places Inefficient and unaffordable mobility making cities noninclusive and leading to a vicious cycle Augmentation of Road Infrastructure Vehicular Pollution High vehicle Ownership & Limited Road Space Traffic Congestion at Bottlenecks High Travel Time
Need of Efficient Mobility
Efficient Urban Mobility Focuses on: Moving people instead of vehicles Allowing people to choose walk, cycle or/and public transport Providing quality and affordable public transport systems Seamless last mile connectivity Finding solutions for the demand side of urban transport Measures call for planning, designing and implementing smart and sustainable urban transport solutions
Existing Mobility Scenario of NCR and Gurugram
National Capital Region (NCR) and Gurugram Gurugram is leading financial hub with offices for more than 250 Fortune 500 companies Attracts traffic from Delhi and other NCR nodes on daily basis GURUGRAM Development of Gurugram has outpaced the growth in mobility infrastructure Majority of population using private vehicles / taxis Mobility issues at NCR as well as at City level
Macro Level Issues - NCR Gurugram Mobility Traffic from NCR cities use NH8 to access Gurugram Manesar Absence of PT connectivity resulted in exponential traffic growth on NH8 (96k PCU to 207k PCU from 2005 to 2008) Absence of alternatives to NH8 Creates FUNNEL EFFECT on NH8 BAHADURGARH ROHINI SONIPAT GHAZIABAD DELHI NOIDA GREATER NOIDA NH8 RTR Marg towards IIT
Overcrowding at Stations Overcrowding inside Metro Macro Level Issues - NCR Gurugram PT Connectivity 49 km long Yellow line of Delhi Metro provides mass transport connectivity with Delhi 5 km DLF Metro Integrates with Delhi Metro at Sikanderpur provideing connectivity to Cyber Hub. DTC provides Bus connectivity from some areas in Delhi Metro and buses are highly overcrowded. No direct bus/metro connectivity to other urban nodes of NCR as Faridabad, Ghaziabad, Noida, Greater Noida, Panipat etc. 10 High Dependence on Private Vehicles including Taxis App based bus service providers operating limited services between NCR and Gurugram These are premium services with guaranteed seat allocation
Intra City Bus System of Gurugram Limited city bus service run by Haryana Roadways 7 routes across Gurugram Manesar highly inadequate for this happening city Inadequate public transport infrastructure (buses and stops / terminals) No feeder bus service to Metro system. Vacuum created by absence of efficient city bus system has been filled by different IPT modes including Tempo Auto rickshaw App based taxi and bus services
Existing IPT System Diesel autos act as public transport for Gurugram Also provide last mile connectivity to Metro users Weak enforcement mechanism leads to issues as: Rash driving Overcrowding Unscheduled halt Pollution Eco-friendly last mile transport service launched in April 2016 Services planned from key metro stations
Inadequate NMT Infrastructure PARKING ON FOOTPATH ABSENCE OF SEGREGATED CYCLE LANES FOOTPATH USED FOR GARBAGE DISPOSAL FAILED INITIATIVES TO PROMOTE NMT
Multi Modal Integration Issues MRTS stations are pedestrian hubs Inadequate pedestrian facilities and pick drop areas indicate poor MMTI at Metro Stations Spillover of these activities on Carriage Way resulting into jamming condition
Inadequate Traffic Management Poor traffic management on major travel corridors Poor junction geometry Unmanned junctions Frequent perforation in median Service lanes opening directly on junctions Measures limited to spot improvement Heavy on street parking Poor emergency preparedness
Planned Mobility Solutions
Planned Road Network Augmentation Gurugram Manesar Urban Complex 2031 envisages to decongest NH8 by Dwarka Expressway KMP Expressway NHAI proposal of connecting Vasant Kunj MG Road NH8 Providing ring road around Gurugram Easing traffic movement from Delhi to Gurugram Manesar KMP EXPRESSWAY DWARKA EXPRESSWAY NH8 NH8 Dwarka Expressway KMP Expressway NH8 PROPOSED LINK
Planned Public Transport Proposals Dwarka-IFFCO Chowk metro line Reduce congestion on the Delhi-Gurugram Expressway Pod Taxi System 12.3 km long alignment connecting Ambience Mall, IFFCO Chowk, Sohna Road, Badshahpur Under Government consideration Gurugram Faridabad metro connectivity is also being planned GURUGRAM FARIDABAD
Smart Mobility Solutions
Bus Connectivity with NCR Develop high capacity high quality bus system connecting Gurugram to major nodes of NCR 1. Regular service with increased frequency and reliability 2. Provision of adequate bus related infrastructure 3. Priority to buses with proper enforcement Provide regular app based bus service to facilitate modal shift of work trips from cars/taxis STU may tie up with private players Buses by Private players Bus related infrastructure as bus stops, terminals etc. by STU Provision of online booking and on board ticketing Integration with Delhi Metro, Rapid Metro and DTC
Intra-city Public Transport Provide efficient intra city public transport Well integrated with mass transport nodes Metro stations ISBT Railway Terminal Institutionalize existing IPT system to effectively compliment the inter-intra city public transport system
Measures to Promote Public Transport Universal Travel Cards for travel across all public transport modes Travel cards also eligible for online payment for Web Based Bus Service Incentives by employers for employees using public transport
Traffic Management Strengthening Setting up of Traffic Management and Control Center for Gurugram Traffic signals to be installed at all major junctions Online monitoring and management of traffic signals Installation of security cameras for quick emergency response and tracking violators Planning for emergency response Setting up of emergency response team Scenario based traffic management plans to be prepared in advance
Transit Oriented Development Development of Gurugram far from Delhi without a well defined PT system has promoted car centric society Transport intervention at development stage is required to control this trend Need to promote transit oriented development with High density development along mass transport corridor Multi modal transport integration Priority to walk / NMT
Way Forward Gurugram has been adopting various measures to improve the mobility. It needs to focus on: Plan for moving people not vehicles Integrated transport land use planning Implementation of public transport system incorporating smart technologies to ensure efficiency and reliability High level of road safety with safe walking and cycling facilities Less reliability on motorized vehicles Integrated governance
