S.W.O.T. analysis of the mobility needs of Sânmartin 11km from the airport Strengths Growing population unlike many other areas Good air quality High employment rates Mix of urban and rural areas within the municipality Accessible by the DN79 European road Railway station with links to Oradea and Deva Some leisure/ tourism facilities in the area including a health spa Bus stops near to Gara Baile Felix railway station Good provision of schools and kindergartens within the rural areas reducing the need to travel Well developed health infrastructure for a rural area; reducing the need to travel A number of nature protection zones including woodlands and a lake Weaknesses Slow and inefficient rail service Leisure areas are poorly connected Imbalance between Baile Felix and rural area E671 road causes air pollution Poor quality public transport [private operators] A lack of bicycle paths Train station isn t well located Lack of public consultation when developing plans and proposals Noise pollution from the railway line and main road Weak connections by road and public transport to the airport

S.W.O.T. analysis of the mobility needs of Sânmartin Opportunities Threats Develop bicycle tracks that link to the wider area and Oradea Improvement and resurfacing of roads local roads and links to the region Promote more public and private partnerships to achieve an integrated system Organise more opportunities for local people be involved with plan making Electrified railway and more regular services; review the location of the railway station Further increases to car use if public transport and cycling provisions are not improved and made more integrated Improvements and socio-economic trends may cause unwanted movement to the rural areas; potentially leading to urban sprawl Pressure to develop protected areas Potential to locate green pedestrian/cycling corridors within the nature reservations

25 IV) Conclusions Grant Agreement The planning system in the Oradea Metropolitan Area needs to be reformed in order to achieve sustainable urban transport and development. The lack of funds is one of the key limitations, however a solution could be the partnerships with the private sector.
26 IV) Conclusions The public transport system needs to be adapted to become more integrated and accessible. Walking and cycling could be increased with a safe interconnected system of routes for these modes.
27 IV) Conclusions The need to travel can be reduced through mixed use developments and making better use of existing facilities. Soft measures can be used to increase the use of sustainable modes of transport, such as education and promotion.
