INTRODUCTION 1.1 The purpose of this report is: To provide motivation in support of the town planners memorandum and application for the approval of a subdivision and rezoning; and to confirm that the electrical engineering services can be provided to this proposed township on a sustainable basis Inform the relevant authorities of our involvement in the design of the electrical services for the proposed rezoning Provide high level cost estimate of the bulk electrical services Provide inputs to the town planner for any servitudes or other requirements from an electrical engineering prospective. 1.2 This report will be amended once the approval and conditions is available to eventually assist the Municipality to finalise a Service Agreement. 2. LAND DESCRIPTION 2.1 The proposed development is situated on a Part of the Remainder of Portion 221 of the farm Zuurfontein 33-IR. 2.2 Access to this development will be obtained from Parkland drive on the north eastern side of the proposed development. 2.3 The overall extent of the land on which the two adjacent townships will be established is 14,4957 ha. 2.4 The township application is being submitted by: JR 209 Investments (Pty) Ltd. (M&T Development (Pty) Ltd) 3. MUNICIPALITY JURISDICTION AND SUPPLY 3.1 The proposed developments are situated within the municipal jurisdiction and the electrical supply area of the Ekurhuleni Metropolitan Municipality (EMM). 3.2 The proposed developments falls within the supply area of the Esther Park primary substation, which is supplied from the Eskom 44kV overhead line. The substation is at present equipped with two banks of 2X5MVA 44/11kV transformators, which provides a firm capacity of 10 MVA. The present maximum demand on this substation is 14 MVA which means it is operating outside its firm capacity. 3.3 The Municipality has already appointed Engineers and a Contractor to upgrade the above substation to a 132/11kV substation being supplied from the 132kV Eskom overhead line which passes next to the substation. The Contractor has purchased all the material and is ready to commence with the construction of the substation. 3.4 At present Eskom is a big stumble block in obtaining the final approval to go ahead with the construction as changes must be made to the Eskom 132kV overhead line. 4 3.5 The EMM bulk contribution and development policies will govern the terms of the service agreement for the development. 4. TOWN PLANNING 4.1 The present zoning of the land is Agricultural. 4.2 An application for township establishment will be submitted. 4.3 The Land-Use table will be as following: Item Description Erven Size (ha) Use FSR 1 Esther Park X Residential 4 75 u/ha 2 Esther Park X Residential 4 75 u/ha 5 CADASTRAL DETAILS 5.1 Various servitudes in favour of the Municipality must be provided for a Bulk Metering Kiosk (BMK) on each consolidated erf in each Township. The servitude must be 6m X 3m. 5.2 Wayleaves for bulk supply cables must be obtained. 6 AUTHORISED CAPACITY 6.1 Load Factor The load factors utilized for this development are as follows: Industrial : Limited to assembling & packing : 40 VA/m² of GLA warehousing, storage, distribution centres and subservient offices Business 2 : Commercial, offices, etc : 80VA/m² of GLA Residential 4 : Housing Development with Density of units/ha : 1.5 kva/unit 6.2 Methodology The method used to calculate the authorised capacity is based on the product of the different land uses and the specific load factors The above results are all summarised to obtain the authorised capacity of the township The total load demand on the substation and network will be less than the authorised capacity due to diversity of the load. The cables will be installed in the overhead line servitude. By installing the cable in a ring with a T3 switch at the end one can easily extend the ring for any possible future developments in the area. 7.3 The Municipality indicated that they would support this application with one condition. The condition would be that the upgrade of the Esther Park substation as mentioned in par 3, has progressed to such an extent that one 40MVA transformer has been energised before the Development can be connected to the network or obtain a section 101 clearance. 7.4 Bulk supply to the extent required by this development will be available within the prescribed distance from the development, in terms of EMM bulk contribution policy. 7.5 In terms of the EMM bulk contribution policy the bulk contribution tariff of R1,5 million/ MVA will apply for this development and the bulk contribution will be payable. 8 SERVICE CONNECTION 8.1 All large erven with authorised capacity in excess of 200 kva will be supplied from the 11 kv network through a Bulk Ring Main Metering Unit with metering which will be installed in a servitude. 6 9 AUTHORISATIONS 9.1 Wayleaves will need to be obtained for the following: Cable installation within the existing road reserves and servitudes External MV cable. 9.2 The proposed electrical services will be coordinated with the Civil services within the shared road reserves. 9.3 Environmental Authorisations: It is envisaged that no EIA approval would be required. 10 DESIGN PARAMETER 10.1 Designs will be based on standards and requirements of the Supply Authority The internal network of the development will be taken over by the Supply Authority Energy saving measures will employed to reduce the load demand required for the proposed development. Solar or heat pumps will be used for hot water and gas will be used for cooking Street lighting will be installed within the street reserves to comply with the Municipality Standards and specifications All the services will be installed within the street reserve The network design shall comply to the following standards: Office/Business : 8.0 kva/100 m² Industrial 1+2 : 4.0 kva/100m² Residential 2 : 4.0 kva/per unit Residential 3 : 3.5 kva per unit Residential 4 : 1.5 kva per unit Residential 1 : 5.0 kva per unit Special (Infrastructure) : 5.0 kva per unit Special (Gatehouse) : 5.0 kva per unit Schools : 2.0 KVA/100m² Special & Education : 3.5 kva/100m² POS : 0.0 VA/m² Roads : 0.0 VA/m² Max. Voltage Variation : 230 V ± 10 % 10.7 Specifications: Will be in accordance with EMM standards and specifications. June

7 11 COST ESTIMATES 11.1 Cost estimates will be provided with preliminary designs. 12 CONSTRUCTION PROGRAMME 12.1 This will be determined after approval of the application. 13 SUMMARY 13.1 Bulk capacity at 132 kv is available at the Esther Park substation. The Municipality must however finalise the design and construction approvals for the 132kV POD with Eskom and then construct the upgrade of the substation At present the delay is with Eskom and has been for the past 12 months. As soon as the approvals are obtained from Eskom the Municipality can commence with construction of the substation as majority of the material are available The Developer is willing to assist with any bulk construction required by the Municipality.
