4 1 Introduction 1.1 Introduction GIBB (Pty) Ltd was requested by Carstens Plase (Pty) Ltd to compile an Electrical Engineering Services Report for the proposed mixed use development on Erf 9209 in Paarl, Western Cape. This report describes the proposal for Electrical Engineering Services to supply the mixed use development and also addresses the availability of electrical capacity on the existing Drakenstein Municipality electrical network. 1.2 Development Proposal The site (erf 9209) is located on the corner of Main Road (R45) and Optenhorst Street, in the Northern Paarl area ( S; E). The development proposal comprises the establishment of a mixed use development consisting of the following residential, commercial and retail zones: Residential : 92 units Commercial Offices : ±3000m² GLA Retail Centre : ±7000m² GLA The residential zone consists of 36 single residential units of between 350m² and 600m² erf size, 48 semi-detached units of between 200m² and 400m² erf size and 8 farm workers housing units of 240m² erf size. The proposed development framework plan is attached to Appendix A. 2 Electrical Infrastructure Design Parameters The notified maximum demand (maximum load) of the development is estimated at 1540kVA based on the following design criteria: Development Type Load Calculation Estimated Load 1. Residential 92 units x 5kVA /unit 460kVA 2. Commercial Offices 3000m² x 0.08kVA/m² 240kVA 3. Retail Centre 7000m² x 0.12kVA/m² 840kVA ±1540kVA The electricity distribution systems will be designed for the anticipated maximum load for all zones to avoid the need for future upgrading of the electricity distribution systems. 5 3 Electricity Supply Authority The area of the proposed development falls within the Drakenstein Municipal area of supply. Drakenstein Municipality supplies the surrounding customers and it is therefore logical, technically feasible and economically advantageous for Drakenstein Municipality to be the Supply Authority. 4 Existing Electricity Infrastructure Supply Capacity 4.1 Existing Main Substation Capacity The proposed development will be supplied from the Municipalities Dalweiding 66/11kV main substation. Drakenstein Municipality confirmed that Dalweiding substation has to be upgraded to create additional capacity for future developments. Sufficient bulk supply capacity will therefore be available once the substation has been upgraded which should be available when the development is constructed. 4.2 Existing Medium Voltage Network Capacity The existing medium voltage network is at capacity and need to be reinforced to provide for the additional load. As part of the network reinforcement Drakenstein Municipality will construct a new 11kV Switching Station in close vicinity to the development and install new 11kV underground primary feeder cables from Dalweiding 66/11kV main substation to the new 11kV Switching Station. Drakenstein Municipality will require the developer to contribute to the installation of the primary network strengthening via payment of network contribution charges. 5 Proposed Electricity Infrastructure The electrical infrastructure will be designed to comply with the standards and requirements of the Supply Authority, Drakenstein Municipality, and, where appropriate, generally in accordance with NRS034-1: Electricity Distribution Guidelines for the Provision of Electrical Distribution Networks. 6 5.1 Medium Voltage Infrastructure The developer will be responsible for the installation of a new secondary 11kV ring feeder, looped through the development, from the new 11kV Switching Station to supply the development. The new 11 kv underground cable will be accommodated in the pubic road reserve. Three new miniature substations connected to the 11kV ring feeder will be placed on 6m x 4m substations sites in the positions as show on the development framework plan attached to Appendix A. The 11 kv underground cables as well as miniature substation and low voltage services (underground low voltage cables and metering kiosks) required to service the development will be installed to Municipal standards. The electrical supply to individual erven will be metered via the Municipal metering system. In view of the current national electricity shortage the property owner will be required to implement energy efficiency measures to reduce the consumption of electricity. 5.2 Street and Area Lighting Lighting of public roads will be designed to comply with the standards and requirements of Drakenstein Municiaplity as well as national (SANS) and international (IEC) standards. Street and area lighting of private roads, private open spaces and parking bays and the lighting of features, walls, entrances, water features etc will be provided to the Architect s requirements. Private lighting will be metered separately and the Home Owners Association will be responsible for the municipal account. The operation and maintenance of all private lighting will also be the responsibility of the Home Owners Association. Energy efficient lighting technology will be used as far as possible to reduce the energy requirements of the development. 5.3 Network Contribution Costs Drakenstein Municipality will charge the following network recovery costs: Network Recovery Costs at R per kva for the total development load. The Network Capital Recovery Costs will amount to R excluding VAT based on a total load of 1540kVA. The network recovery cost rate is increased annually on 1 July. Page 5

7 6 Existing Electrical Services and Servitudes Apart from a low voltage streetlight overhead line in the north-western corner and a low voltage overhead line that serves as the service connection to the existing properties on erf 9209 no other Drakenstein Municipality electrical services or servitudes exists on the proposed development. Refer to the existing services plan received from Drakenstein Municipality attached as Appendix B. 7 Conclusion GIBB has investigated the proposed development layout and engineering constraints of the proposed development and are satisfied that the site is suitable for the intended development from an electrical engineering point of view. The possible electrical bulk services upgrades required will be completed using the network contribution charges as part of a SLA with Drakenstein Municipality. Page 6
