3 3 SERVICES REPORT FOR PROPOSED AVIEMORE RESIDENTIAL APARTMENT DEVELOPMENT, SEDGEFIELD: REPORT NO G/11204/E/R1: DATED 1 MARCH INTRODUCTION This report has been prepared by Clinkscales Maughan-Brown at their George office, who have been appointed as the Electrical Consultants for this project. The purpose of this report is to provide the necessary information on the proposed electrical services within this Development and the connection to the main infrastructure in the area in order to obtain the necessary statutory approvals. 2.0 LOCATION The proposed area to be developed comprises 37 existing residential erven, i.e. Erven 3549 to 3585, located next to the N2-National Road in Sedgefield as indicated on Drawing No /E/SK01, attached as Annexure A. The development proposal is for these erven to be consolidated and for 15 buildings containing 18 residential apartments each, i.e. total of 270 units, to be provided. 3.0 SUPPLY AUTHORITY The Supply Authority for the area is Knysna Municipality, and therefore their Electricity Department was consulted on all matters related to the electrical services. 4.0 BASIS OF REPORT The report is based on the following: (i) Meeting held on 28 February 2013 with the Town Electro-technical Engineer, Mr. L. Richardson and Mr. A. Gouws from the Sedgefield Electrical Department. (ii) Latest site development plan received from Messrs VPM Planning on 18 February (iii) General information received from the other members of the professional team. 5.0 BULK SERVICES The Town Electro-technical Engineer indicated that the development can be supplied from the existing electricity network in the area, subject to the following bulk upgrading measures being undertaken as part of the development: (i) Supply, installation and commissioning of some 350 metres of 300mm² Aluminium 11kV underground cable as an extension of an existing cable installed by the Municipality from their Main Intake Substation up to some 350m from their 11kV Switching Station SS-Sedgefield East. (ii) Supply and installation of a new 11kV circuit breaker panel inside SS-Sedgefield East and connection of the cable in Item (i) above, as an extension of the existing 11kV switchgear panel. (iii) Extension of the existing SS-Sedgefield East switching station building to accommodate the additional switchgear required. The availability of bulk electrical capacity is not considered to be a problem for this project. 6.0 POINT OF CONNECTION It is proposed that the electrical point of connection be the existing 70mm² Cu 11kV underground cable ring connected at existing miniature substation MS-Bushbuck St No.2 located inside the existing Aviemore development. The existing cable ring will be extended
4 4 and a ring feed provided to a new miniature substation to supply this development in the approximate position as indicated on the drawing. The existing 11kV ring main unit RS-Bushbuck St providing a T-off for the supply towards the Groenvlei area will be relocated to a position adjacent to the new miniature substation. 7.0 POINT OF SUPPLY The development s consumption will be metered at low voltage (LV) at an LV bulk supply metering kiosk to be installed adjacent to the new miniature substation. The load terminals of the LV circuit breaker feeding the development s internal network will be the Point of Supply for the development. The existing LV reticulation network to the existing erven will be recovered and relocated to be fed from the abovementioned point of supply. 8.0 DEMAND Based on the information available, the peak kva demand of the proposed Development has been estimated as follows: 270 residential 8kVA per unit x 0,3 diversity factor = 648kVA Communal facilities, street/area lighting, etc. = 10kVA 658kVA This is a provisional calculation and will be finalised after all the network load particulars have been concluded. Energy saving measures as mentioned hereunder will be investigated and implemented where economically viable, in order to reduce the demand on the national grid: Natural ventilation to be taken into account in designs of buildings. The energy used to heat water to be reduced by reducing the amount of hot water used by fitting low-flow shower heads and faucet aerators. Thermal insulation of geysers (geyser blankets) and hot water pipes. Geyser control relays to switch of geysers during peak periods. Energy efficient lighting design and making use of compact fluorescent lamps. 9.0 TAKING-OVER OF INSTALLATION On completion of the installation, all the equipment upstream from the Point of Supply will be handed over to Knysna Municipality, who will then become the owner and be responsible for operating and maintaining same. This part of the installation would have to comply with the technical requirements of the Municipality and their supply conditions. The Developer or Owner would have to enter into a supply agreement with the Municipality for the bulk supply. The Developer or Owner will be responsible for the operation and maintenance of the entire internal reticulation downstream from the Point of Supply and will be responsible to appoint a Competent Person in terms of the Occupational Health and Safety Act TECHNICAL PARTICULARS All drawings and specifications of the upstream network must comply with Knysna Municipality s technical requirements and must be submitted to their Electrical Department for official approval before any construction can commence. The distribution substation will be of the fully enclosed miniature type housing a SF6 insulated ring main switch and 800kVA 11kV/420V transformer.
5 5 11kV cables will be the paper insulated, lead covered, Table 18, underground type with three stranded copper or aluminium conductors. LV cables will be PVC insulated, PVC bedded, galvanised steel wire armoured 600/1000V with four copper/aluminium conductors. The Main LV distribution boards will be the galvanized steel or 3CR12 steel, and will be installed to act as the distribution points for the various service connections to the individual units. The main consumer circuit breakers for each service connection will be installed inside said boards. The conduit and wiring downstream from the junction box into each unit and the building's internal electrical installation and earthing will be undertaken by the Builder s Electrician. The Municipality may require a load control relay to be installed at each units DB as part of their demand side management system. Post-top type (±4m mounting height) streetlights and/or low level bollard type luminaries will be provided in parking areas and walkways. The internal network will be designed so that any internal faults do not cause nuisance tripping of the upstream municipal network. No switching of supplies or work in close proximity of municipal cables / overhead lines will be carried out without prior arrangement with the Town Electro-technical Engineer s Department. The Electrical Contractor will also liaise with the Town Engineer s Department and Telkom to ensure that no damage is caused to existing underground piped services during construction ENVIRONMENTAL REQUIREMENTS All work on site will comply in all respects with the environmental management requirements CAPITAL COSTS The following assumptions are being made: (i) (ii) The Developer will be responsible for the supply, installation and commissioning of the complete installation and connection to the external network as described above and shown on the drawing. This work will be done under the direction of the Developer s Electrical Consultant, i.e. Messrs Clinkscales Maughan-Brown, and by an Electrical Contractor to be approved by the Municipality. The Developer will be required to pay an Augmentation Levy towards the future upgrading of the Municipality s primary network beyond the Point of Connection, for the demand required in addition to the initial demand allowed for the erven covered by this development, i.e diversity factor = 126kVA notified demand. Based on the present financial year s (2012/13) charge, and the ultimately required notified demand, the Levy has been calculated as follows: = Number of Equivalent Residential Units (ERU s) x Cost per ERU = ((658kVA less 126kVA) x 1 Nf) (10 x 0,3 Df) x R /ERU = 177 x R (2012/13 Charge) = R , excl. VAT say R The Augmentation Levy is normally payable to the Municipality before the supply is energized.
6 6 (iii) The Town Electro-technical Engineer indicated that the cost of the bulk upgrading measures as per Item 5.0 above can be credited against the Augmentation Levy payable. A rough estimate of this cost is as follows: 350 metres of 300mm² Aluminium 11kV underground cable R kV circuit breaker panel inside SS-Sedgefield East R Extension of the existing SS-Sedgefield East switching station building (assumed 3,5m x 3m) R Total, excl. VAT R This estimated amount will be adjusted once the final costs are known. (iv) (v) In view of Item No s (ii) and (iii), the amount payable by the Developer will thus be R less R = R , excl. VAT. The abovementioned costs need to be finalised and agreed upon between the Developer and the Municipality and the outcome included in the services agreement PROGRAMME Subject to the approval process, it is expected that construction will commence towards the end of The construction period is expected to be spread-out over a period of between 5 and 10 years, since same will be driven by the sales of the units CONCLUSION We trust the proposals put forward herewith are sufficiently described to be included in the business plan and to meet the Authorities requirements, and to obtain the necessary approvals. In order to speed-up the approval process, a copy of this report will also be forwarded directly to the Town Electro-technical Engineer for their comments. R.L.
