The batteries must have a warranty period of minimum 2 years from the date of commissioning at site. Warranty card in this regard must be provided by the supplier alongwith the batteries. 3. The supply shall include supply of one no of inter-battery connector, with lugs on either side, against each battery. Cost of the item, if any, shall be quoted separately and the same shall be considered for bid evaluation. 4. The specification/test against the battery shall be certified by appropriate third party / recognized authority. Copy of this must be attached alongwith the bid. 5. Full technical manual of the battery supplied must be enclosed along the bid. 6. Presence of supplier's personnel is essential during commissioning of new batteries at 4 sites where the 3 KVA UPS of Emerson make are located. 7. The batteries must be delivered at PS1, Duliajan, , Assam 8. Item will be procured on buy-back basis. The existing 32 Nos. of AMARON QUANTA 65 Ampere hr & 12V make batteries have completed almost 41/2 (four and half) years in service. [ ALL 180 CELLS CONNECTED IN SERIES ]. 3) INTERCELL CONNECTORS, NUTS AND BOLTS, LUGS, COPPER CABLES TO LOAD ALONG WITH FUSES. 4)ISI STANDARD RUBER MATS AS PER REQUIREMENT. 5)Accessories: In the event of an order the selected party shall supply following Accessories along with the Battery bank: i) Glass Thermometer (Mercury medium): 1 no. ii) Digital Clamp on Multi-meter for measuring Cell Voltages & charger AC/ DC voltage / currents: 1 no. iii) Suitable sized insulated Spanner: 1 no. iv)first Aid Kit & requisite PPE. v) Nuts/bolts/terminal/other fasteners suitable for battery applications as required for commissioning. Cost of these accessories will be considered for bid evaluation. SPECIFICATION OF SMF VRLA BATTERY SET : I. General: 1) SUPPLY,INSTALLATION AND COMMISSIONING of Sealed, Maintenance Free, Valve Regulated Lead Acid (VRLA) type battery bank,type - SMF,2 VOLT,150AH, 10 HOUR,SPECIFIC GRAVITY-1200 EACH, QUANTITY NOS.,at OIL INDIA LTD, NSPL TERMINAL, RANGAPANI,SILIGURI,WEST BENGAL, PIN ) Nominal Battery Bank Voltage: 360 V DC, having 180 cells & Nominal Capacity of 150 AH,10 HRS(i.e. Capacity of the battery bank when the battery bank is discharged at a constant current of 15 A in 10 hours). II. Technical Specification of the Battery Bank: The technical specifications of the battery bank are given below. Bidder will categorically confirm that the offered battery bank meets all the requirements. Any deviations shall be mentioned specifically: 1. The Battery Bank shall consist of Sealed, Maintenance Free, Valve Regulated Lead Acid (VRLA) type battery cells i.e. water top-up shall not be

3 Page : 3 / 8 required throughout its life. 2. Nominal Battery Bank Voltage: 360 V DC having 180 nos cells of 2V each,specific GRAVITY-1200 EACH. 3. Nominal Capacity: 150 AH 4. Each Battery Cells shall have individual Positive Plates, Negative Plates, Separators, Safety Valves, Container and Positive & Negative Terminals. These components shall meet following requirements: i) Positive Plate: Flat pasted type with Lead-Calcium High Tin alloy grid to resist corrosion & provide longer life or equivalent. ii) Negative Plate: Flat pasted type with Lead-Calcium alloy grid for maintenance free characteristics or equivalent. iii) Separator: Low resistance, high porosity and highly absorbent type glass mat separator (AGM) type or equivalent. iv) Electrolyte: High purity Sulphuric Acid (H2SO4) to maximize its shelf life. v) Terminals: Lead plated Copper inserts for high conductivity. vi) Safety Valve: Self resealing, pressure regulated and explosion proof type. vii) Container: The container and cover shall be made of lightweight, sturdy and acid & weather proof materials. It shall be of high impact flame retardant Polypropylene co-polymer, ribbed jar design for better heat dissipation and strength. viii) Sealing: Container and Cover sealing method shall be of Heat Sealing type for better joint strength. 5. The Inter Cell Connectors shall be Heavy Duty Lead Plated Copper connectors or Copper Cables with suitable Cable lugs/ sockets. 6. The battery bank shall be supplied along with proper, SUITABLE Steel RACKS AS PER OISD STANDARD FOR MOUNTING THE 180 NOS. OF VRLA CELLS IN 2 NOS. OF BANKS,EACH BANK CONSISTING OF 2 NOS. OF STACKS AND EACH STACK CONSISTING OF 45 NOS. OF CELLS. [ ALL 180 CELLS CONNECTED IN SERIES ] for stacking the cells. The bidder shall indicate the method of stacking the cells in the racks. The rack shall include cell mounting fixtures and cell insulators as required. The rack shall be painted with acid resistant paint (white/ gray colour). 7. The battery bank shall not emit corrosive fumes and the battery bank shall be capable of being stored and operated in non- ventilated rooms Approx. BATTERY ROOM DIMENSION : (12.2 X 18.8)feet 8. The battery bank shall be of stack-able design in order to reduce installation space requirement 9. It shall be designed for high integrity and long life.

The battery bank shall provide enhanced performance at wide range of ambient temperatures approximately 0 deg C to +55 deg C. 12. The battery bank shall be supplied in factory charged condition, ready to install & use immediately on receipt. 13. The battery bank shall be eco-friendly and ease in recycling. 14. The battery bank shall provide simple cell replacement capability for any cell replacement after prolonged use. 15.INTERCELL CONNECTORS, NUTS AND BOLTS, LUGS, COPPER CABLES TO LOAD ALONG WITH FUSES TO BE SUPPLIED BY VENDOR. XII. Informations to be provided: Bidder shall provide the following informations along with the bid, without which the bid shall be treated as incomplete and shall be liable for rejection:- 1. Construction details and features of the battery cells. 2. Standards to which the batteries and the components conforms. 3. AH and WH efficiency expected under normal working conditions. 4. Self discharge 25 deg C. 5. Service Life/ Cycle Life expected. 6. Boost charge cycle/ requirement; if any (Constant Voltage/ Current requirement). 7. Float charging requirements :( Constant Voltage/ Current requirement). 8. Time required for charging the battery bank from fully discharged condition to at least 90% of fully charged condition. 9. Minimum cell voltage to which the cells can be discharged. 10. Voltage of fully charged cell (single cell voltage). 11. Allowable Ripple tolerance. 12. Nature of gases discharged during operation/ charging, and the rate of such discharge, if any. 13. Recommended spares/ consumables to be stocked at site. 14. Warrantee periods and terms. 15. Details/ address of organizations rendering after sales service.

Cabling requirements: Size/ type of cable recommended connecting battery to the load. Installation & Comminsioning (RTS) 10 Installation& Commissioning at RANGAPANI Installation,Commissioning of SMF VRLA Batery Set along with Dismantling and Clearing of old SMF VRLA Battery Set at OIL INDIA LTD, NSPL Terminal, Rangapani, Siliguri, West Bengal, PIN (For line item no. 20 only) 1 AU Standard Notes: Note for item no The bidder shall supply, as part of the order 2 sets of the following documents in hard bound form, along with supply of the battery bank:- i) Operating/ Service instruction booklets. ii) Original test reports/ Certificates of tests (Type & Routine)/Enviromental Clearance Certificates. iii) The Dimensional drawing of Battery Cells. iv) The General Arrangement drawing with minimum clearances required on all sides of the battery stack. v) Material Safety Data Sheet (MSDS) for any hazardous substance (as listed under "Hazardous Substances Storages And Handling Rules") used in the batteries, or required to be stored at site for maintenance of the cells. vi) List of spares for the battery bank to be stocked at site for maintenance, adequate for two years. However, cost of these spares will not be considered for bid evaluation. 2. The party shall provide the approved methods (as per Batteries Rules) for disposal of any hazardous substances used in the batteries, or stored for maintenance of the battery bank. V. Buy Back of Old Lead Acid Battery Bank: 1. The procurement of the battery bank will be under buy back scheme and hence the bidder shall be an Authorized Battery Recycler so that they can offer to buy back the existing battery bank. 2. The bidder will buy back the existing operational lead Acid Battery bank, details of the battery

6 Page : 6 / 8 bank is given below: 2 V, 150 AH Battery Cells, Quantity- 180 nos. (Details of battery cell: Make-KIRLOSKAR, Model B 150 S, Type - Tubular, Dimensions - Height-36.5cm,Lenght-16.3cm, Width -11.6cm). 3. The bidder shall quote separately for new battery bank as well as BUY BACK price for the existing Lead Acid battery bank. Final price of the offer will be calculated considering the buyback price of the existing battery bank. VI. Markings: 1) Marking on the Battery cells: All the Battery cells shall be marked with manufacturer's name, Recognized trade marks, Serial No., Type, Nominal Cell Voltage, individual Amp Hr capacity, cell weight, Year of Manufacturer and Ref. of IS/IEC Standard. 2) The steel racks should have provision for indicating Battery Cell No.( 1 to 180) for easier identification during maintenance. The Steel Rack should be well grounded. VII. Tests/ Pre-dispatch Inspections: The battery bank shall be inspected and tested by OIL's engineers at supplier's work before dispatch. Supplier shall arrange to conduct tests at their works/ factory in presence of OIL's representatives. Supplier shall intimate date of inspection at least 3 weeks in advance. The following minimum tests shall be performed: i) Capacity tests to demonstrate capacity of cells. ii) Type and routine tests, as applicable. The dispatch clearance shall be issued only after observing satisfactory performance during inspection. Pre-dispatch inspection of the units shall be carried out by OIL Engineer at Your works before dispatch. You shall have to give at least 15 days prior notice for inspection. All to & fro fares, boarding/lodging and other daily expenses of OIL Engineer (s) shall be borne by OIL. VIII. Painting and Preservation: i) All parts of the battery bank & its auxiliaries shall be free from cracks, pits, blow holes, seams and other manufacturing defects. ii) All metallic parts of the battery stack shall be protected against rust by suitable coating or paint. IX. Packing: Packaging of the battery bank & its auxiliary components shall be adequate enough to avoid any transit damages. X. Warranty of Battery Bank: The battery bank shall be warranted for a period of 18 months from the date of supply or 12 months from the date of commissioning at Rangapani Terminal Station whichever is earlier. The party must replace any equipment found defective during warranty period. Warranty certificate shall be provided along with supply of the items. XI. DELIVERY All materials will be delivered to OIL INDIA LTD, NSPL TERMINAL, RANGAPANI at the adress mentioned below:

Das : Mob: ) The bidder shall provide along with the offer technical literature/ Catalogue of offered items for technical scrutiny, failing which the offer will be liable for rejection. 5) The parties shall submit at least two records of satisfactory service of each equipment with reputed organizations. 6) The bidder shall mention the IS or IEC reference of the offered items. 7) The party shall provide all test certificates of the equipments along with the supply of the items. 9) Bidder shall confirm in the bid that test & warrantee certificate of equipments will be forwarded along with the material. 14) Deviation if any to be highlighted. Special Notes : 1. Bidder shall submit catalogue / brochure / leaflet providing technical details of the materials offered along with their quotation. 2. Bidders other than OEM must submit valid authorized dealership/authorization certificate from OEM along with their offer. 3. To evaluate the inter-se ranking of the offers, Assam Entry Tax on purchase value will be loaded as per prevailing government of Assam Guidelines as applicable on bid closing date. Bidders may check this With the appropriate authority, while submitting their bids. 4. Bidder should quote transportation charges on actual separately if not included in basic price. Transportation charges have to be quoted for transportation by mode as below:- i) For consignments weighing around 50 Kgs, Actual transportation charge to be quoted for transportation by courier service (Air/Road). ii) For consignment weighing more than the weight mentioned in Sl.No.(i), actual transportation cost shall be quoted for transportation by Road transport. 5. Any sum of money due and payable to the contractor (including Security Deposit refundable to them) under this or any other contract may be appropriated by Oil India Limited and set off against any claim of Oil India Limited (or such other person or person contracting through Oil India Limited) for payment of a sum of money arising out of this

8 Page : 8 / 8 contract or under any other contract made by the contractor with Oil India Limited (or such other person or persons contracting though Oil India Limited). 6. Any statutory variation (increase / decrease )in the rate of excise duty / sales tax/customs Duty or any statutory levy after the closing date of tenders / revised priced bid, as the case may be, but within the contractual delivery /completion period will be to the account of OIL subject to documentary evidence. However, any increase in excise duty /sales tax / Customs Duty or any statutory levy after the expiry of the scheduled date of delivery shall be to the supplier's account. 7. Please confirm acceptance of NIT payment terms. 8. Terms and conditions applicable to this tender is enclosed vide Annexure II to VI.
