2 Liquefied natural gas supply Petro-Nav signs major agreement with Stolt LNGaz Petro-Nav, a subsidiary of Groupe Desgagnés specializing in bulk liquids shipping, recently entered into a partnership agreement with Stolt LNGaz for development of the latter s natural gas liquefaction plant in Bécancour. Officially approved by the Québec government on August 24, the project aims to produce an annual 500,000 tons of liquefied natural gas (LNG) at the future Bécancour facilities. This LNG, intended for Québec businesses not hooked up to the existing natural gas distribution network, will be delivered by tank trucks and small tank ships. Louis-Marie Beaulieu, President and CEO of Groupe Desgagnés, explained the nature of the partnership between the two companies: «We are pleased to announce this partnership between our subsidiary Petro-Nav and Stolt-Nielsen, which will make us co-owners and operators of the tank ships serving Stolt LNGaz North Shore customers and possibly even customers on other Canadian shores. I m proud to announce that this partnership will create about 100 new jobs aboard these tankers.» St. Lawrence Shipoperators welcomes this exciting partnership that will benefit many Québec companies and and demonstrates Quebec s short sea shipping dynamism. It also marks a major turning point in the larger-scale use of LNG, a fuel whose combustion emits far less gas greenhouse and is practically free of fine particles. 2

3 SLS Golf Tournament A splendid day! This year s golf tournament was another rousing success! Some 110 golfers attended, making this sun-filled edition one of the most popular yet. This year, two foursomes shared the Zeagman trophy, awarded to the best quartet : the Quebec Stevedoring team James Poulin, Éric Ratté, Mario Gagné and Jean-François Dupuis and the RMH team Louis Pedneault, Gaetan Dionne, Pierre-Paul Desgagnés and Jean-François Aubé. Winners in special categories were: - Longest Drive Men: Jean-François Dupuis, Quebec Stevedoring - Longest Drive Women: Nicole Trépanier, SODES - Closest to the pin: Mathieu Tremblay, Ocean Group Participants were invited to test their knowledge throughout the day through the rally prepared by SLS. The foursome composed of Manon St-Onge (Ocean Group), Christian Demers (NEAS), Georges Tousignant (NEAS) and Claude Mailloux (CSMOIM) scored highest. SLS events Patricia Hébert (Laurentian Pilotage Authority) won the Rosaire-Desgagnés trophy for most outstanding player during the tournament. Here is the anecdote told by her teammates: «It was our last hole of the day and we needed a birdie to play normal. After three bad starts by her partners, Patricia hit her drive to the right of the green, into the woods, 30 yards from the green. The ball hit a tree and ricocheted back onto the green, landing within 7 feet of the hole. We made the birdie and ended the day in style... thanks to Patricia! «A big thanks to all participants, especially our sponsors, for their presence and generosity a special mention to our major partners: CTMA, Groupe Desgagnés and Techsol. 4 Column - Institut maritime du Québec Working together toward a skilled workforce IMQ is not just a school, it s a world unto itself. A school year here can be many things: a voyage a destination a vessel to load a crew. A whole range of individuals who, en route, must learn to work together to pool their efforts to achieve a common goal. Everyone has a job to do, and some will stand out during the crossing. This year s graduating class the IMQ s 71st will see 65 students leave to sail the seas and work the world over, contributing to the school s excellent reputation worldwide through the skills and knowledge achieved through their quality training. At the 2015 graduation ceremony, more than $27,000 in scholarships were awarded, thanks to the generosity of our partners, without whom it would be impossible to hold such an event. 5 Files CETA Comparative study under way In the Comprehensive Economic and Trade Agreement (CETA) with the European Union that Canada is preparing to ratify, we have opened certain elements of the domestic market to the Europeans, including dredging (certain types of contracts) and bulk, empty and full container transport between Montreal and Halifax. These significant gaps in the Coastal Trade Act raise serious concerns among Canadian ship owners, as these changes may affect their competitiveness and threaten domestic workers jobs. To provide a clear picture of the situation, SLS is heading a comparative study on crew costs and tax measures governing Canadian and European shipowners. The results will guide discussions on the agreement s implementation and mitigation measures to be put in place to attenuate CETA s potentially adverse effects on domestic shipowners. The final report will be tabled in late August. Photo : Chantier Naval Forillon Voluntary vessel speed reduction measures Since November 2011, these voluntary vessel speed reduction measures are designed to protect St. Lawrence riverbank erosion. The measures suggest a speed limit of 10 knots for vessels heading upstream and 14 knots for vessels heading downstream in four areas along the St. Lawrence Seaway: Sorel, Contrecoeur, Verchères and Varennes.
